Attached is the Mary Lay Lane community's formal response to the proposed reclassification of 5713 Mary Lay Lane. In summary, the community does not support the proposed reclassification for the reasons detailed in the attached response (UOR Case 9-B-26-UR PDFN.pdf) and respectfully requests that the property remain classified as Rural Residential.
We encourage the Board to review the annotated map from KGIS (page 35) and the associated signatures from each homeowner referenced (pages 13-16), serving as documented opposition to the proposal. We trust that the Board will honor our unanimous position by denying the reclassification request for reasons stated. Thank you. View Attachment

I do not want this changed from Agriculture Rural Residental to Dog Boarding facility business. Potential issues such as noises barking thought out the daysand nights, I live in this area because of the peaceful quietness of the country. Completely silence through out night/day mornings Keep it residental and no business.
IMO this could lead open to a possible request for a breeder puppymill business.

My husband and I drove down Carter Mill Road two weeks ago and a standard at the number of housing units that had gone in. The Carter schools have to be crowded. Traffic in the mornings for school has to be overwhelming. We drove on out to McCubbins Road and my feeling was to stop more development on Carter Mill. East Knox County roads are not wide enough for all the traffic that is being placed on them. I would say no to Carter Valley or part nine of Carter Mill. Carol B.

As a resident of this community, I ask you to take your staff's recommendation and deny these plans. As the traffic analysis states, Carter Mill Road is too narrow. Further, Wooddale Church Road is too narrow and all the traffic on Carter Mill Road will end up on it.

Please follow staff recommendation and deny this concept plan and development plan due to inadequate road width. As the transportation analysis says, Carter Mill Drive is too narrow to accept this amount of houses. But what the transportation analysis fails to mention is that the roads that Carter Mill Drive leads to - Wooddale Church Road and McCubbins Road - are also far too narrow. Even if Carter Mill Road is widened, these roads would need to be widened too.

Please deny this! Our roads are to narrow for extra traffic. The traffic we have now is ridiculous, you can barely get out of your own driveway without being hit by a car that is coming over to pass a car. We don't need anymore people in our area.

This development is extremely detrimental to our livelihood. Please do not approve anymore development in this area! Many of us have well water that is being affected. The roads, schools, the one main grocery store, amongst other community amenities cannot support the influx of structures and/or people in this area. Furthermore, the wildlife in this area have little space left and many are important to our ecosystem. Lastly, this area is already suffering from heavy pollution from the adjacent I-40. I encourage you to deny the developers request and not give in to greed! Thanks for your time and attention.
