As a homeowner in the Gulf Park neighborhood, I believe making multifamily homes at the corner of Sanders and Dutchtown is a horrible idea for the neighborhood. We as tax paying citizens already have issues with our neighborhood being used for traffic and school drop off and pick ups therefore, if this multifamily construction is completed it will just cause more traffic in our neighborhood.

I oppose bill 9-G-26-RZ.

I am a concerned property owner that this will affect because our property backs up to the proposed rezoning area. My concerns are for water drainage and barriers to protect our property. How will the drainage be addressed especially since in 2019 the flood waters were well into our property, which took days if not weeks to fully resolve. Nothing has been addressed about those issues and to now propose to build multiple units along that area is a HUGE concern. Dutchtown can not take more concentration of housing along this area with 2 private schools that release onto dutchtown near this location and multiple new properties being built not even mentioning the huge apartment complex that is being built just a short distance down the road. The infrastructure of this area is being pushed beyond its limits already without adding the potential for more units to be developed in an already heavily traveled road. I believe approving this land for residential building will not improve our area and will only cause more issues. Please take our concerns to heart as property owners that will be directly affected by the rezoning decision.

I do not agree with turning the corner of Dutchtown and Sanders across from the entrance of CAK into a multi family lot. Our neighborhood has already seen an uptick of traffic with people using Sanders as a speedway to avoid congested traffic areas. Additionally, the school entrance, which cannot be moved, would, by appearance, be directly across from the multi family entrance and potentially cause increased accidents or congestion. Do not approve this lot as a residential lot.

I strongly oppose or rezoning a property on a corner of Sanders and Dutchtown. Sanders has become very congested with a new pattern for Cedar Bluff schools drop off. It very hard to turn left on Dutchtown as it is. Additionally, the property is located across from CAK high school, with many new and unexperienced drivers. Even now, with an empty property across from them, police officer has to help with traffic on a daily basis. What a nightmare it will be with multi unit dwelling there! Finally, it is located in a flood zone and we all remember the flood in February, 2019. Please, do not grant this rezoning request a go.

I strongly oppose the proposed rezoning and request that the Planning Commission deny the application.

Traffic on Dutchtown Road and at Sanders Road is already severely congested during peak hours. Additional housing would worsen delays, increase safety risks, and encourage cut-through traffic and speeding in Gulf Park.

Rapid development in Dutchtown and Cedar Bluff is straining roads, drainage systems, public services, and established neighborhoods. Before approving greater density, the county should publicly assess roadway capacity, intersection safety, emergency access, public-service capacity, and infrastructure needs.

Flooding is also a serious concern. This area flooded in 2019 and 2020, and my backyard currently floods - sometimes up to three feet - because the stormwater system cannot handle heavy rainfall. Additional buildings and pavement could worsen runoff and flooding. Has a current flood-risk and drainage assessment been completed?

Given these concerns, I respectfully request denial of the rezoning application and maintenance of the current allowance of one housing unit.

I would like to say that I oppose the development of multi houses on the corner of Dutchtown and Sanders Road for the following reasons¦
1-traffic is already heavily congested.
2-there is no red light and trying to turn left onto Dutchtown from Sanders is taking our lives in damage.
3-people fly down Dutchtown and Sanders making it worse.
4-the Cedar Bluff schools already have it to where the traffic exiting the school drop off come into our subdivision making more cars in a residential area.
5- then the people trying to turn left onto Sanders from Venice is dangerous too due to people AGAIN driving too fast on that narrow road.
6- I have had multiple cars turning onto MY road (Tampa Road) thinking they could get out and I live on a dead end. And some have even went around the barrier onto the grass into Belmont subdivision.
Dutchtown is already overcrowded with the new townhouses close to Pellissippi so please do not add even more traffic than what we already have.

I'm very concerned about the amount of development happening on Dutchtown and in Cedar Bluff in general. They are squeezing neighborhoods & more recently an apartment complex in every inch of available space they can and now we have a 200 unit housing complex coming in at Peters Rd. Soon we will have the same issues as Hardin Valley where our little 4 lane Cedar Bluff Rd is a traffic jam. We currently have people who race through our neighborhood (Gulf Park) as a cut off to the main roads because of the current traffic and this is only going to increase. The safety of the people in the neighborhood has been a topic at many HOA meetings due to the amount of traffic that use our neighborhood as a cut through and the speeds at which they drive. In addition, my backyard currently floods, up to about 3' at its deepest, when it rains because our storm water system can't handle it. The building that's happening is only going to make this worse. I'm respectfully asking that you reconsider this request and keep this at 1 housing unit.

Rezoning of this particular plot makes no sense. The traffic that goes through this intersection on a daily basis is terrible. Trying to turn left off of Sanders onto Dutchtown can be horrendous during busy mornings and afternoons. Also, has there been a flood risk assessment done on this property in the last 25 years? There has been flooding that has occurred in this area in 2019 and 2020. We do not need any more house on this road. Thank you for your consideration.

Rezoning this property is only going to add to the already heavy traffic for both Dutchtown Road and Sanders. We have 2 private schools with entrances on Dutchtown as well as 2 Public schools on Cedar Bluff Road that use the Gulf Park Drive to Sanders as an exit. Then you have the issue of flooding if not addressed correctly could cause flooding in the Gulf Park Subdivision. You also have a new residential multi complex being built on Cedar Bluff and Peters Road which is going to contribute to the already heavy, congested traffic in the area.

I have not seen any type of plans to address the roads and the congestion.

I work in the Real Estate business and see daily how the lack of proper planning has impacted the traffic in Farragut. Not only is it congested and miserable but it is dangerous. We have young drivers on Dutchtown daily going to school and related events. There are no signals and if the traffic continues to increase we will find them as well as ourselves taking chances when trying to turn.

I respectfully urge that the Planning Commission deny the rezoning request.

This change has the potential to increase traffic, strain infrastructure, worsen drainage issues, and alter the character of the surrounding community. Many residents chose to live in this area because of its agricultural and low-density nature.
There are concerns about stormwater runoff and localized flooding during heavy rains, and additional development could increase impervious surfaces, resulting in greater flood risk for neighboring properties and roadways.
Increased residential density would also add traffic to roads that are already congested during morning and afternoon peak hours. This raises safety concerns for residents, school buses, student drivers, pedestrians, cyclists, and emergency vehicles. Approving this request would set a precedent for additional higher-density development and may not be compatible with neighboring properties. Therefore, I respectfully urge the Planning Commission to deny this rezoning request. Thank you for your consideration.
