UDO Module D Articles and Second Draft Map Available

The creation of Knox County’s Unified Development Ordinance (UDO) is well underway. The project team has held a series of public meetings to share information and provide opportunities for input at each stage. Feedback submitted throughout the process has helped inform updates to material along the way.

The most recent meeting on July 29, 2026, included updates to previously released dimensional standards, draft Module D Articles, and a second draft zoning map. A recording of the meeting and all materials are available on the project website.

Updated Articles 4-7:

These previously released articles cover residential, commercial and mixed-use, industrial, and agricultural and open space dimensional standards. First shared earlier this spring, they have been revised based on feedback and additional review. The changes made are reflected in red text within each document.

Draft Module D Articles:

The new Module D Articles cover parking, landscaping, signs, open space, infrastructure, and stormwater regulations. Each article is presented along with its own survey component so you can choose to take one survey or all of them. Please provide feedback by Wednesday, August 12, 2026.

Draft Zoning Map 2:

The second draft zoning map allows you to compare your property’s current and proposed zoning and provide comments. It also allows you to compare changes from the first draft zoning map.

Comments can be made within the map through Monday, August 31, 2026.

A notable change has been made related to the Agricultural zone.

For all parcels currently zoned Agricultural (A), the Rural Residential (RR) zoning district was applied. Any property owner whose parcel is designated on Draft Map 2 as Rural Residential (RR) or Rural Preservation (RP) may request to opt into a more restrictive zoning district. This application honors the rights property owners have today while giving them the choice to apply a new, more restrictive district to reflect the rural character or agricultural uses on the property.

Agricultural District Opt-In Form by Monday, August 31, 2026.
