Please don't allow this land to be a residential area. My husband and I love on prairie clover lane and our back yard has the beautiful woods between our house and old Tazewell. We bought out house for the nature and beauty of the woods, enjoy watching the blue Jay's and cardinals and the other bird species in our trees. The roads on Murphy and Tazewell are already congested and Smithbuilt is already adding 60 more homes in a subdivision on Murphy road which will add even more traffic and congestion. Please don't do this. Thanks for taking the time to consider our concerns.
Please don't. Just don't. Dry Gap Pike is dangerous enough as it is. They keep adding more subdivisions on Dry Gap and now this. The semi trucks and school buses are enough on this 2 lane road. Dry Gap is a death trap as it is. This development would only add to it and make my property value drop even further. Dollar General is notorious for drawing undesirables. The neighborhood is bad enough as it is. No one wants this here. No one. I speak for myself & my neighbor who would be living across the street from it. How about widening the road like you guys said you were going to do & put those sidewalks in before someone gets killed? Do something with the looming timber down Dry Gap before more semi trucks take out more branches? I didn't buy a house next to a grocery store. I don't want a house next to a grocery store. I keep getting inquiries about selling my house. Are they wanting to make all this commercial? Please don't add to the already overload of traffic here. I can't get out of my driveway safely as it is.
As a resident of Sterchi Hills Subdivision I am strongly against the proposed Dollar General Store location at the corner of Dry Gap and Fountain City Road. This is a residential area with multiple subdivisions and neighborhoods and there should not be a commercially-zoned lot right in the middle of it. Sterchi Hills, Sterchi Village, and all other surrounding subdivisions have quick and easy access to Merchant’s Road, Clinton Hwy, and Emory Road and therefore easy access to other nearby Dollar General Stores. There is no need for a Dollar General Store smack in the middle of this neighborhood.
I also feel like the additional traffic it would bring is unwanted and pulling in and out of Dry Gap and/or Fountain City Road proposes a much higher risk for traffic accidents.
I think having a store at that location will hurt property values as well. It would make our neighborhood much less attractive and therefor less desirable.
I hope my comments are taken into consideration along with other residents’ input. Thank you for your time and attention to this matter.
I am resident of Sterchi Village subdivision and I strongly oppose approval of commercial zoning and business at this location. The surrounding roads cannot accommodate more traffic, two nearby intersections already have frequent accidents, it would decrease the value of the homes nearby, and there are several Dollar General stores within a few mile radius.
Our lovely community is seconds from all sorts of shopping and dining conveniences, and honestly, is there a need for one more Dollar General in East TN? I’ve never been near or in one that had the clientele that represents our neighborhood. I’ve remained a resident of Sterchi Hills since 1998, owning 2 homes during this time and one of the awesome perks of living here is is the lack of commercial properties connecting to our neighborhood. Please no commercial properties on the corner of Dry Gap and Dante.
The Sterchi Hills Home Owners Association would like to express our clear and overwhelming opposition to the proposed Dollar General store @ Dry Gap/Fountain City Rd. In a poll conducted online of our residents asking for a vote of in favor or opposition of this project, at last count the numbers were 105 against and 9 for with at least 2 of the in favor of votes coming from non-residents of Sterchi Hills.
We have more than enough traffic on Dry Gap and Dante as it is without adding additional traffic because of this project. Our subdivision already is dealing with individuals coming into the neighborhood from surrounding areas, in particular two less than desirable hotels located at Dante/Central and Callahan/I-75 stealing and vandalizing our properties. Dollar General, operating as a discount store could possibly draw even more of those types of individuals who while traveling to the proposed store swing through our neighborhood in hopes of getting an even better deal........free.
Lastly there are six stores operating as either a Dollar General, Dollar Tree or Dollar General Market all within 5.0 miles of Sterchi Hills and Sterchi Village. We clearly do not need another one and more importantly we do not need the additional traffic this proposed store will bring and then if the store is not a success and I can assure you no one from our neighborhood will being doing business there, we are stuck with a large vacant building.
There are currently 6 stores of this same type within a 5 to 6 mile radius of this planned location. The planned location is not suited for commercial traffic. Due to the potential for increased crime and the negative impact on the surrounding area I hope this plan does not come to fruition.
KCPA has looked at this rezoning and asks that you consider the following issues during the rezoning, and look at what can be done to mitigate impacts about:
- noise during evening hours - this will be a 24 hour facility, and it is adjacent to residential uses.
- Site Lighting should be shielded and low enough in height that the allowable spillage does not impact adjacent properties
- landscape shielding along the perimeter of the development
- traffic on Keck Rd and how the residents would be impacted with a road closure.
I support the staff recommendation of 3 units per acre for the rezoning; 5 units is not consistent with the Growth Plan, General Plan, or the adjacent larger subdivisions.
I note that this would be an excellent small timber stand - a productive use of land. If we had a Transfer of Development rights program in place, perhaps a builder of a subdivision on Murphy Rd could have bought the development rights to this property, allowing denser (i.e. the desired more profitable) development on some land, and leaving this land as undeveloped land. Please consider recommending a Transfer of Development Rights program to Knox County Commission.
KCPA supports the staff recommendation to deny the requested sector plan amendment to CA. The other corners of this intersection are all NC. KCPA does not support the extension of the GC sector plan more than absolutely necessary. Neighborhood Commercial land use designations offer several zoning options for the applicant, particularly the CN (Neighborhood Commercial) ZONE which would align with the other 3 corners of the Rutledge Pike / Roberts Rd intersection.
KCPA supports the recommendation to deny the requested CA zone. That zoning designation is very broad with its allowed, does not have sufficient landscape requirements to buffer it from adjacent residential uses, nor does it contain lighting requirements, and the signage requirements are... skimpy. KCPA could support a CN (Neighborhood Commercial) zone which would align it with the other 3 corners of Roberts Rd, but we do not support a CA zone. We ask that you support the sector plan land use designation chart and the staff recommendation.

I wish to strongly oppose the building of a Dollar General on Dry Gap Road. From what I can tell, this will violate ordinance 3.90.02, Section D: No illuminated sign shall be permitted within three hundred feet of property zoned RA, Low Density Residential, RAE, Exclusive Residential, PR, Planned Residential, RB, General Residential..... unless such sign is so designed that it does not shine or reflect its own illumination rays onto such property. With residential properties within half that distance, see no way they can have any illuminated sign that would not shine on residential properties. I don't think anyone would like to have a bright green and yellow sign that close to their house, shining in their bedroom window. I did not see the ordinance for parking lot lights, but these would end up being just as bright, in not brighter, and being elevated, would shine even worse across fences and into people's yards/houses. There are no street lights in this area, so it is quite dark at night. With the addition of business lighting, it will be quite a noticeable distraction to residents.
I respectively ask that this area not be developed into a commercial zone for the following reasons:
1. This is a mostly quiet, mainly residential area. Developing a commercial building will add to traffic noise, as well as increase in public annoyances. 2. The intersection is already a hazard and adding more traffic will only increase this problem. 3. The neighborhoods, housing values, etc will be decreased substantially with this development. This will cause our neighborhood to go "downhill" very quickly in terms of quality and desire to live here. 4. There is a relatively new Dollar General just over on Merchants Drive that is easily accessible and in a commercial/non residential area - suitable. 5. There is a Dollar General Market just over on Emory - again easily accessible and in a commercial/nonresidential area. There is no need for another one between the 2 already existing stores.
Again, there is no reason for this addition and it will substantially negatively impact our desirable neighborhood. We petition the county to NOT develop this area into an unnecessary commercial land.

I request that staff and commission consider adding conditions that for sides facing and visible from adjacent residences, house-side shields be required for free-standing luminaires and that the building material beneath wall scones be a non-reflective, dark material to reduce or eliminate the glare from the wall scone cast the wall. I would support the planning commissions recommendation of 3 units/acre as opposed to the 5 units/acre. Hopefully, this would allow us to keep some of the undeveloped agriculture land and trees behind our homes on Prairie Clover Lane. We have already had some drainage issues and removal of the trees and brush behind our homes may pose additional drainage issues for not only us, but also any new residential build on old Tazewell.
The proposed Dollar General is out of place in the proposed area and has the probability of increasing crime in the nearby neighborhoods. The Sterchi Hills subdivision has been having a significant increase in property theft recently and increased "shoppers" traffic can only add to the problem. There is already a problem with people walking along Dante Rd in the area stretching from Central Avenue Pike to the Health Dept. where sidewalks are lacking. Having a Dollar General a short distance away from the budget motel will be an incentive to walk a bit further along the road where drivers are going faster and the risks to all is higher. There are already three (3) Dollar General locations within four (4) miles of the proposed location. The proposed location is not near a bus route so is not needed by those without transportation so any of the other locations will suffice.
I am asking you to reconsider location a Dollar General at the corner of Dry Gap Pike and Dante Road.
I am commenting to oppose the building of a Dollar General at Dry Gap and Fountain City Rd. Our community does not want this. There is one on Merchants Rd as well as Emory. Our neighborhood is already seeing more issues with the motels and Weigels at the other end of Dante. I personally don't want any increase of traffic for Dante Rd let alone more foot traffic. Reconsider your plans and keep our neighborhood quiet and safe.
Are there plans to widen/straighten Dry Gap Pike BEFORE building the store? That is such a dangerous part of the road. Adding turning traffic both in and out of the store parking lot without the necessary road work ensures there will be numerous accidents.

I live in Phase 3 of Sterchi Hills, and I am a part of the HOA
Please do not allow Dollar General to build a store on Dry Gap Pike, where Dante Road and Fountain City Road meet. This will put more traffic on all three of these roads, and all of these roads do not need the increased traffic. Plus, I fear the building of the store will lower home values in our subdivision.
I have been a resident in Sterchi Hills subdivision for the last 20 years. I do not see any benefit to our community in having a Dollar General store placed in the proposed location. I do not know any residents in our community that DO want it. We have access to plenty of shopping options without having one in our backyard. I am against the placement of a Dollar General at this location.

As a parent who already worries about the amount of traffic in our neighborhood, I do not want the Dollar General built directly across the street from where my children play. This will add to the amount of traffic we already have. We also have two different Dollar General stores with in two miles. Those are the only two I pass there could be more. This is a residential area, not a commercial area. Bringing in this business is only going to allow more businesses to come in. That will affect the amount of traffic and the crime rate of our area. I also fear that having a business that close to my home is going to affect to value of it. This is not something I want to deal with when going to sell my house. Please do not allow this business or any other business to go into this area.
I am not in favor of a Dollar General Store being built on Dry Gap Rd across from Sterchi Hills neighborhood. I feel it will become a negative impact on the community and we have another Dollar General less than 5 minutes away. I feel like the proposed store will increase foot traffic and allow loitering, as well as add unneeded vehicle traffic to that intersection.
There is a Dollar General store that is being planned for our area. It is across the street from our subdivision. Our subdivision is experience being a huge influx of crime and drug related break-ins. Several people from the hotel at Central and Callahan walk up this way and steal and go through our private property and cars. Adding a dollar general will only encourage more of that type of traffic and more illegal activity. Additionally the road cannot handle more traffic as it is already very and safe with many ignoring the red light at that intersection. Having large delivery trucks come through a residential area where many children are is not only unsafe but is a disruption to the peace and quiet of the community. I do not support a dollar general store in this area. Especially given there are two within a couple of miles from this area already.
With all due respect, I ask that Dollar General not be brought into our neighborhood. Our housing values will be decreased & it will be a less desirable area to live. There is a DG less than 2 miles on Emory Road and one on Merchants Road. Extra traffic will make an already hazardous intersection even worse. Please do not build in our quiet neighborhood!!!

I've lived in Sterchi Hills for 18 years. I like the quite neighborhood and am opposed to the Dollar General at Dry Gap & Ftn. City Road. There is a Dollar General Market 2.2 miles from my house on Emory Road and another 2.5 miles on Cedar Lane. That's close enough. It will devalue our property and cause additional traffic.
I am reposting this as I realized after the fact that my attached petition was not formatted correctly.
As the President of the Sterchi Hills Home Owners Association, we are greatly opposed to rezoning Residential land in our neighborhood to Commercial. At this time, we have 206 signatures on a petition from the residents of Sterchi Hills and Sterchi Village who are opposed to this zoning change. We ask the Planning Committee to reject Dollar General's proposal. There are several reason why this rezoning is bad for our community, including increased traffic on narrow roads that are not designed for commercial use, increased crime, decrease in property values, the addition of sidewalks along Dante and Fountain City rd and an overall reduction in the peaceful beauty of our neighborhood. The proposed Dollar General would be right in the middle of a residential area with a beautiful park nearby, having commercial properties in this area is not something we want, especially when there are two other dollar general stores within a few minutes drive of the proposed location. It has come to my attention that there may be a Dollar General store built near my neighborhood. Sterchi Village is a quiet, safe, neighborhood with easy access to restaurants, grocery stores, service stations and "quick marts." All of these businesses are represented within a 5 minute drive of my home. These include 4 locations of Dollar General, one 1.6 miles away on Emory Rd, a second 1.9 miles on Cedar Lane, a third 2.5 miles on Tazewell Pike and a fourth 2.5 miles on Dutch Valley Rd.
It is my opinion that there is no need for a Dollar General store at the proposed location. The location is isolated, surrounded by natural growth. Is this really going to be a safe location after dark? Safe for shoppers or employees? I wonder about what will happen after the first business is built. Is this a foot in the door for still more unpleasant construction, more unnecessary businesses, more lights and noise? More traffic, less safety and comfort in our homes? It seems to be more than a bit excessive to build yet another Dollar General.
Dollar General is known to be a felon-friendly employer. I’d like to believe that current and future employees are upright and honorable folks, but one does wonder. I feel no need to tempt potential criminals by inviting them to our neighborhoods. I do wonder if the members of the commission would welcome this business adjacent to their neighborhoods. I oppose the plans to build a dollar general on Dry Gap. I live in Sterchi Hills and would hate to see more traffic on the roads to our homes. We are a residential area and I would love to see it stay that way. Please consider our families in Sterchi Hills and our love for our private safe residential, non commercial area. There are several other dollar general stores in the area so there isn’t even a need for one.
One of the lead attorneys has to travel 11 miles to his nearest Dollar General! Oh the humanity. Seems you should be backing the development of a store closer to your home, possibly less than a mile a way? It’s always easier to do things you’d rather not have, in someone else’s neighborhood. If you lived on Maremont would seriously be backing this proposed plan?
I do not agree with the placement of a Dollar General store at the corner of Dry Gap Pike and Fountain City Rd. This area is residential and there are already three Dollar General stores within 4 miles of this location. The closest location is 1.6 miles away. This placement will also bring unwanted and unnecessary traffic to an already busy intersection.

Please do not approve this lot to be developed commercially. I have lived in my neighborhood for over 20 years and I have safety and traffic concerns about a potential retailer at this location. There is already 2 other Dollar Generals less than 3 miles away, I do not believe this business would be successful and would just be an ugly empty building in a residential area.
I absolutely DO NOT want another dollar general in the area. We are flooded with them already. We want to keep our area free of all the traffic this ridiculous store would being! Stay Away!!!
Hello,I am writing to ask you to not approve the construction of yet another Dollar General. This will not only contribute to the many traffic issues in this area, it will lower the property values of nearby subdivisions.
We already have two Dollar stores close by, another isn't needed.
As the President of the Sterchi Hills Home Owners Association and in light of the recently approved addition of 44 homes in the Sterchi Village sub-division, planning committee case 11-J-20-UR, I ask the planning committee to address the following concerns of the Sterchi Hills HOA which are on the attached document.
Please do not place a discount retailer in the middle of a beautiful residential area, as well as Tommy Schumpert Park. We have to preserve some areas WITHOUT commercial businesses. There are already SIX Dollar Generals, Dollar Trees or Dollar General Markets within 5 miles of our neighborhood. Preserve the natural area without a business on every corner.

I am against putting a Dollar store on this tract of land. This is a small residential valley of more affluent homes. If Schaad insists on putting a business here, allow it to be something that adds value to our area, not a dollar store that won’t serve the needs of the community. We already have access to two Dollar Generals less than two miles away.
Thank you for the opportunity to speak against this application for yet another Dollar General store in this area. I live in Sterchi Village, which is part of a residential neighborhood that already has a full dozen Dollar General stores within a five mile radius (per Google maps, please see attached) including the one recently built on Cedar Lane, a mile and a half away. This is now a very quiet area except for the motorcycles and other speeders on the Rifle Range Rd. straightaway between Fountain City Rd. and Dry Gap Pike, just around the corner from the proposed Dollar General. How much worse will the traffic become with the addition of a convenience store?
The Dollar General on Cedar Lane stays open until 10 pm every night. What are the hours of the proposed store? We just don't need the light pollution from any store's commercial lighting here any more than we need more traffic in and out of a parking lot right on a corner that already can be fairly busy at some hours.
Please also consider how the addition of a Dollar General, or any convenience store, would affect your own neighborhood. Just because there’s a corner that hasn’t been built on yet, can it not be left green? Especially when the proposal is not to add another home to the neighborhood, but to put up a convenience store, completely inappropriate and unneeded on that site.
