Dear Commissioners - this parcel is at the entrance of a subdivision. The requested CA designation has no landscaping standards and limited lighting standards. Neighborhood Commercial (CN) would be far more compatible with the residential neighborhood adjacent to the north.
In 2020 the development plan was reviewed for the new subdivision in the rear - the Ridges at Neals Landing (7-D-20-UR). Attached are the public comments from that, which detail information about stormwater and provide useful background information for the area. View Attachment
How much of the property that's requested to rezone to CA is actually usable? There are front setbacks on two sides (Asheville Hwy and Neals Landing Rd). There are also stream buffers on the west and north. A non-engineered measurement shows buildings would be restricted to no more than about 5,000 sq ft, with only a few parking spaces available in the front setback areas, and leaving no room for landscape installation. It's important to ask the applicant how they could actually use this parcel with the requested CA zoning - to press for examples. CA allows uses, but what uses are actually viable with the required setbacks?
