I strongly appose this rezoning for the development of a high density housing unit. Highway access in the area is highly conjested and unsafe. This development would seriously degrade highway safety, traffic flow, property values, and overall quality of life in the area.

The continued irresponsible development within the area is quickly becoming a severe safety issue. 2) There are no other 5-unit/acre developments within the immediate area. The highest level of actual completed development within the area is just less than 3.5-units/acre. The majority of developments were actually developed to under 3-units/acre. So 5-units/acre would not be consistent with the character of the area. Please deny the request due to the Northshore safety issue but at a minimum Knox County should limit the effect on our community by greatly reducing the number of units per acre and with a written stipulation that attached housing will NOT be allowed.

Hello, I live 2 subdivisions down from the proposed development on Northshore Dr. I am extremely opposed to a townhome/condo community. Adding more traffic to Northshore is not in the best interest of the “country” feel of the area. We purchased our home for the rural feel and having more traffic, taxed utilities and overcrowding the schools is not keeping the area desirable.

We respectfully request consideration of denying the proposed development on Harvey Road. Please see attachment. We do not want the property behind our house to become yet another subdivision. The last thing anyone in the area wants to see is another Hardin Valley situation where it is completely saturated with housing developments, constant cars and trucks coming and going all hours of the day and night, having to wait and wait just to pull out our subdivision. Having to leave for work half hour or so earlier just to get to work on time because of traffic on an already overcrowded 2 lane road. Not to mention the young drivers who are just learning and driving to high school on Northshore with the buses, trucks, and people who just want to be in front of every other car on the road.

I live very close to this property and have a good understanding of the traffic. I cannot understand how further residential development can be approved here until road improvements are made. Access to this property from Knoxville will be either down Northshore or coming in from Mcfee. Most of the traffic will be down Northshore and this road is narrow with very dangerous road shoulder drop-offs on either side of the road. Especially in the area where children play baseball and softball at the Farragut baseball/softball fields and pedestrians at the Cove at Concord Park. The planning around this area in my opinion is lacking. Who knows what unspeakable tragedy could happen if a vehicle looses control while the ball games are being played. The shoulders need to be taken care of. Further, if an oncoming car veers into your lane along much of this section of Northshore, there is nowhere to go. We need shoulders on the road! The other problem is the railroad underpass people will use that come off of Mcfee. How can that handle more traffic? Thank you.

Approving this would be a total failure on behalf of the commission. This would open the flood gates for building high density units in our neighborhoods that are already over built. Northshore and the surrounding roads cannot handle the traffic as is. Local schools are already overflowing. Parks and recreation areas are full and cannot handle the influx. Please do not approve this and ruin our community.

I vehemently oppose this development. Our infrastructure is already maxed out. Roads and schools are not built to accommodate more traffic and and students this development will bring. Go build it where you live!

The rezoning request for 1630 Harvey Rd would allow much needed affordable housing to be built. However, the impacts to roads, traffic, and emergency access must be addressed as well as making sure the development blends in with the surrounding neighborhoods. In my opinion, a maximum of 3 single family units per acre would be a better fit than the proposed 5 units per acre. Many of the comments I have read are opposed to any development or rezoning at all, but I don't feel that those expectations are realistic.

There should be no new developments on Northshore, until the infrastructure is brought back to a level to accommodate the increasing numbers of vehicles that travel Northshore daily. The current road is starting to breakdown near the Choto roundabout, two places between Weigels and Mont. Cove, entrance and another right before YMCA. The road needs to be widened and shoulders provided. The areas where there are no shoulders and 2-3 feet drop-offs are very dangerous. With subdivisions already being built at the end of Northshore and on Beal's Chapel at Muddy Creek, the traffic headed towards Knoxville will undoubtedly increase when completed. The fact that the Farragut Schools are already overcrowded should also be taken into consideration. With all these facts considered, it is a no-brainer that future development should be halted until the current issues are addressed. Therefore, I am opposed to the current housing development plan indicated at the corner of Northshore and Harvey Road.

I strongly oppose this build request. Northshore roadway at current state is truly unable to support the increase traffic this will cause. The roads need to be primary focus before a construction proposal of this magnitude should be approved. My vote is to just keep the farmland.

I strongly oppose the planned high density housing at Northshore and Harvey Rd. I live in the Oaks, just across this intersection. This area is so overly populated in relation to the infrastructure... There are constant accidents along Northshore which often forces traffic to reroute along Choto, which also can not handle the traffic. These are narrow lanes with no easy to identify ways to expand them to provide critical safety measures. Public school busses are already significantly overcrowded in relation to Northshore Elementary and the Farragut schools. I was informed on numerous occasions of children sitting in the bus aisles and it taking nearly an hour from dismissal to travel the appropriate 10 minutes distance. One of the reasons I chose the Oaks community backing to Harvey Rd was the quiet of the small untouched wooded area... Imagining a new subdivision directly across from my backyard is devastating. Please do not allow this development without infrastructure improvements prior.

I moved to Knoxville almost 13 yrs ago. We’ve watched what we moved here for disappear it actually makes me sick to my stomach to drive by the once 1 farm house to hundreds of houses on that property. We don’t have the roads, schools or grocery stores in this area for more people here. If I wanted to live in a congested area I would have bought a house in the heart of Farragut. I absolutely oppose of this plan! Please go somewhere else!

My family has lived a minute's drive from this proposed development over the past 7 years. My wife and I share our neighbors' concerns about the alarming deterioration in traffic patterns and infrastructure. I will add that the shoulder-less roads are starting to deteriorate - only about 2 years after repaving - to a degree that causes drivers to swerve over the double yellow line to avoid potholes. We've had a few terrifying near-miss head-on collisions on Northshore Drive. We are not nanny-state busybodies. We believe in property rights and population growth. However, there is such a thing as responsible development and stewardship of the resources we have been blessed with. Surely the added housing units provide sufficient property tax receipts for the Knox Planning Commission to pause and assess whether (a lot) more should be invested into infrastructure first. A plea/suggestion to the homebuilder: Local housing transaction prices have inflated to such a ludicrous extent in 7 years that the current building plan hardly requires the extra profit margin from higher-density lots to earn a reasonable ROI. The market can surely support the sale of higher-priced homes on larger lots. Raising the density over the objections of the local community would be a disservice to area residents.

Although I am not a Knox County resident, I live within one mile of this proposed development. My family and I are concerned about the impact of such a high density development to the area that is already heavily congested. We travel through the area for work and school and have seen the congestion grow in recent years and fear this would make it even worse. Please reconsider the development as currently proposed as this amount of growth will negatively impact our community.

I have read all comments including the comment by the developer. Though the developer is trying to correct information that has circulated regarding this development, there is still a door that is left open about building triplexes. Adding triplexes to the development will surely add additional pressure to the infrastructure and possibly the school system depending on who the development is marketing to. Though I live in Loudon County, Northshore is a huge part of my daily driving. This road has become congested, dangerous and leaves no options for movement when there are accidents, maintenance or other issues suddenly presented. The congestion also adds to issues regarding emergency response time putting citizens in jeopardy. Plans for what to do with Northshore should be the priority before adding additional traffic. Where can there be areas added for emergency vehicles to get by or through? Better timing for maintenance work on Northshore Drive to avoid long backups. Addressing areas on Northshore that have steep drop offs. Growth is inevitable, but creating a solid plan for infrastructure to handle the growth is even more important. Thank you.

This is not an appropriate area for what is proposed. Our roads can’t handle high density traffic! Schools and EMS aren’t ample for high density use either. Safety of the residents in the existing residential communities will be negatively affected.

The area cannot support this number of additional residents!!!! The county needs to focus and spend time and their money on updating the infrastructure before any high density neighborhoods are built! The congestion/traffic in the area will just make it more worse as it is already now!!!!

As someone who lives near the area, I am against 1-E-24-RZ due to the fact that the current configuration of Northshore Dr, in this area would not sufficiently handle the volume of traffic in the area. It’s way too many new residents to add to the already crowded area. So many forestry areas are already being torn down to build homes, causing more animals to be in the road, which leads to more accidents, this should not be one of them. Thank you for your time.

I do not live in Knox county presently but I would like to make a comment on the development at Harvey and S Northshore since it will effect my travel in the direction toward Farragut and Knoxville. Having housing density up to 5 units per acrea seem excessive especially since the traffic is all ready bad during the morning and evening hours in that area. If you go ahead with that zoning, S Northshore should be increased to 4 lanes.

The libertarian in me says that a man can do what he wants to do with his own property. After all, this is America, specifically East Tennessee, where many of us have relocated to in order to avoid ever encroaching government. That being said, the flip side of this coin states that we all have to be responsible citizens. In other words, why doesn’t the developer build bigger homes on one acre properties, instead of trying to cram as many units into a constricted space? That way, you could make the area more desirable, without overly straining the existing infrastructure. And, everyone involved could get a good return on their investment. Also, as far as Northshore Rd. goes, I wouldn’t be so quick to see it ‘upgraded’ with accessible shoulders, widen to 4 lanes, etc. If Northshore gets changed , get ready for huge developments to follow very quickly in its wake. I remember a little country intersection, with a 4 way stop, and a cute little country church on the one corner with an old adjacent graveyard. The village said that it was just going to‘ modernize’ the roads. Well, they certainly did! Within 18-24 months later the biggest high school in Illinois stood at that huge intersection, in what became Naperville IL. Watch out for what you ask for. You may get it!

The current infrastructure in this area, including roads and schools, is overwhelmed as it is now. Before re-zoning, we need to address Northshore first. It is unsafe (especially by that little church st intersection Harvey/Northshore), and overcrowded already, and really needs to be a 4- lane road, to safely accommodate all the traffic on this road. Same with our schools. Due to the continued, unchecked growth of our area, Farragut schools are overcrowded and beyond capacity. What is the plan for that?

Where I currently live I often take S Northshore into Knoxville. The traffic is at times so congested I see side traffic having trouble merging into the traffice pattern. It is only a two lane road with a few turning lanes as well as the Cove Park and baseball fields in the Cove area. Adding more housing on Harvey/S Northshore Rd will only make the traffic more congested. There have been times when a wreck has happened or road work is being done on this stretch of road that the road has been closed for hours making the driver having to find a place to turn around and find another way to get to their destination. I feel the Planning Committee members should travel on this road at all times of the day, especially mornings when people are going to work and evenings when people are going home, to see just how congested the traffic can be before they make their decision about adding this amount of housing to this area.

We do not support development of any multi family units, especially apartments. Traffic is building on this tract area with all the other developments in the 5 Mile radius. The roads are narrow on Northshore and Harvey and there are no sidewalks with no evidence of any planned, to help with increased residential walking safety. The entire issue revolves around the problem with not being able to widen Northshore Rd and additionally Harvey road as well.

Why can't there be a better plan to accomidate more traffic and overcrowded schools BEFORE a huge subdivision is built? Developers don't care about the quality of what they left behind, just how much money they'll make. We do not need another huge subdivision in this area unless there is an overhaul of the road situation

As a neighbor in Loudon County, I wholeheartedly OPPOSE this development. The roads/schools/infrastructure does not support this type of development. Where are the kids supposed to go to school in already overwhelmed classes? The roads out here are very narrow and can barely support the current traffic flow. Please - listen to your constituents and oppose this development.

I strongly oppose rezoning for this Harvey project….or any rezoning in this area. You cannot rezone for high density housing without first dealing with the infrastructure. Northshore is 2 narrow lanes/bridges, no shoulder or sidewalks. No other option in/out, since Choto and all other roads are the same…narrow 2 lanes, no shoulder. Traffic is horrendous, especially at rush hours. t’s getting worse with each new development. No good options with current infrastructure.

I am against rezoning the land on Harvey and Northshore at this time. Knox Count owes the citizens of this area safe roads and sidewalks. I see people walking along Harvey Rd which has no shoulder, let alone sidewalks. There is no way to leave these developments without a car. Are there plans for the greenway to be extended? Are there any thoughts about a park out this way? Cove Park is heavily used, the Y MCA is very small with no area to add green space. If this farm could be developed with some outdoor community space and walkways it could enhance the area. Big developments like Shady Glen packed in houses, no trees, no greenway, no way to walk anywhere. Developers need to enhance an area, not just cram in houses and walk away. It’s 2024 people, we should be able to plan and make our space better , more environmentally and people friendly. We are loosing the opportunity to develop well for the future.

We need more infrastructure improvements before more development and we need more affordable housing not more luxury housing. This property could also be developed by the county for use as a school, sports complex and or senior housing.

I oppose the development 1-E-24-RZ 1630 Harvey Rd until Northshore can handle the additional stress put on traffic flow and the utilities are upgraded to supply the additional residents. I live at Northshore and Harvey and our water pressure is consistently weak due to the tremendous amount of residents. Additionally, the county has never maintained this end of Northshore past Harvey and the double switchback curve is dangerous.

This should not be passed with this many homes crammed in on an acre. It will cause more major traffic congestion on an already fragile infrastructure of Northshore and Harvey where we live. Please consider this. Thank you.

We are not residents of Knox County, but rather of Loudon County, living just down the street from this proposed development. We do not oppose growth and development for the area, IF it is planned growth and development. The INFRASTRUCTURE should be considered PRIOR to developing every square inch of farmland available. SAFETY should be first and foremost in this consideration, followed by school systems. PLEASE stop this craziness of developing land into residential areas until there is an answer for infrastructure to support all people living in the areas, including the needs of children, our future for this area. Consideration should also include road/traffic flow, fire protection, and law enforcement.

Our roads are unsafe as it is. A high density housing project near our subdivision will make it impossible to exit the area in case of a fire or something of that nature. The impact it will have on our daily commutes will be severely negative. All of the residents of the subdivisions (in both counties) chose to purchase homes in subdivisions away from high traffic / high density neighborhoods. High density neighborhoods belong in more commercial areas where infrastructure can accommodate it better.

This area is outgrowing the infrastructure and current logistics. We must improve roads and invest in the area before we add more people to the equation. If you live in this area, you know the pain points and should want to alleviate not digress.

I recognize that I am not a Knox County resident, but I live next door to the development site (less than 1/4 mile). The traffic from I-140 to my home is difficult to navigate during the mornings and evenings. The Northshore road is unable to handle the current traffic effectively. I recommend against additional development along this route. There are safety and logistic concerns that should be taken seriously along this route. I encourage the leadership to vote against resining this property.

I strongly disagree with this high density subdivision put in place without any consideration of the infrastructure not being implemented first. It is highly dangerous currently. Sidewalks/ a third lane and street lighting should be put in place before this is even considered.

We strongly oppose this request. We drive on S Northshore frequently and love the views and the efficient route from Lenoir City to West Knoxville. However traffic continues to increase so that any more new housing developments need to add and pay for a 3rd lane to keep traffic moving safely. Also any new housing needs to be consistent with those current existing developments which are certainly not 5 units per acre. The planning for increased traffic, school impact, and resources like fire/police need to be in place ASAP and certainly before more housing is approved. Please deny this request.

These comments are in regard to the rezoning request for the remaining Harvey farm property at the corner of Northshore Drive and Harvey Rd. specifically the 42.44 acres be rezoned to a high density designation to accommodate up to 5 dwelling units per acre. Strongly recommend this property, if rezoned, be limited to no more than 3.5 housing units per acre to better manage the density of traffic on roads near this property. These two-lane roads are currently narrow and have significant curves along the roadways. Adding higher traffic to these roads would create increased traffic flow and potentially greater traffic safety issues. This restriction would also be consistent with previous rezoning density decisions made by the Knox County Planning Commission. In addition, the Commission has an opportunity to support growth while best managing density and better retaining the beauty of the natural landscape so important to those that live in this beautiful area. * Rubber stamping development proposals under the guise of an existing precedent IS NOT planning.
* The "build it and they will come" and all else will follow mentality is a disservice to existing residents.
* Knox County could learn from Loudon County's approach to growth.
* I propose that Knox County Planning Commission deny any further rezoning proposals in this immediate area until adequate infrastructure improvements are made.

I have read the potential buyers response and while I appreciate the fact that not all lots will allow 5 homes per acre this is still very problematic. I along with my family are frequent travelers of Harvey Rd and S. Northshore Dr. The traffic along these roadways is already terribly congested. To allow this rezoning to occur will only add insult to injury for existing residents as well as new residents to the proposed development. The present road infrastructure is not equipped to handle the volume of traffic that will exist if this rezoning occurs. It will create a serious burden for all involved. As a concerned neighbor and frequent traveler and patron of Knox County businesses I urge the commission to vote NO to rezoning of this property. Thank you!

Although a Loudon County resident, we live and use Northshore/Harvey road daily. This area cannot and should not allow this residential plan to occur!!! We are becoming overrun with cookie cutter, packed in neighborhoods and townhome units! There is nowhere for traffic to flow around the area and the influx of hundreds of new occupants will far over do it. Aside from technical parts, the people who live closely to the area are not willing to give up the land we have and get to see each day. There are places for these types of housing units and on previous and/or existing farmland is not it!! Highly, highly disagree with this proposal!!

Please do not approve the rezoning for this high density development!!! Our 2 lane North Shore Rd. is already dangerously cramped in this section of town. There is no physical way to widen this road. We simply do not have the infrastructure in place in this rural area of town where we have single-family homes, not five units per acre! Work trucks can barely make it down this section of North Shore without infringing on the other oncoming lane as it is. My teenage son has already been hit and I have witnessed numerous accidents from head on traffic. I feel like it would be reckless and dangerous to approve this rezoning.

I am not opposed to putting luxury homes at least a3 of an acre on the property. Also have a protective covenant and maybe swim and tennis club. I am opposed to putting townhomes on the property. It seems to cheap in the area. It will set a president for other builders to build townhomes in the area.

This is a terrible idea. Please deny the request. The congestion in the area is already out of hand. Now we are going to add an additional 200 houses...meaning an additional 400 vehicles daily. An additional 400 children added to the school system. Our resources simply cannot handle this addition.

I live one mile from proposed development. Infrastructure is inadequate for this development. It is nearly impossible to travel northshore drive at certain hours of the day. During baseball season congestion is unbearable with increased accident rates and injuries ! Why would you want to expose us to this dangerous situation !

Don’t approve any housing developments in this area until S Lakeshore Drive and or Harvey Road undergo major improvements and widening of the road surface. The current roadways are too narrow and have no shoulder. Emergency vehicles will not be able pass thru during a disaster situation. Please consider these conditions very carefully. Don’t approve a zoning change without first making a plan for road improvements. Thank you for your consideration.
