My name is Wanda Julian. I live in the Dry Hollow Community/Highland View area in South Knoxville. I am a retired RN and have lived in this area 70 + years. I am invested in preserving our community as the rural, natural area it has been for many years. I want to make it clear that I am not opposed to new growth and developments. I just want to see it done in a reasonable and responsible manner. And what is being done and proposed in this area of South Knoxville is neither reasonable nor responsible. II am a member of the Dry Hollow Community in South Knox County (787 members to date) and I live half a mile away from this site. We strongly oppose this request. The density of any new housing on this site should be consistent with the houses bordering it to preserve the character of the neighborhood and mitigate the negative impact on current homeowners of higher density housing. I am a member of the Dry Hollow Community group - 878 folks who live near Bower Field in South Knox. We oppose the proposed Sector Plan change to this 15-acre parcel from LDR to MU-SD (SCo-1), and the related request (1-M-24-RZ) to rezone it from RA, A (Low Density Residential, Agricultural) to CA (General Business)., as explained in the attached letter. I am a member of the Dry Hollow Community group - 878 folks who live near Bower Field in South Knox. We oppose the proposed rezoning of this 15-acre parcel (1-M-24-RZ) from RA, A (Low Density Residential, Agricultural) to CA (General Business). There is currently a lot of vacant commercial space in the immediate area that has been vacant for years. The nearby Industrial complex on ValGro (the old Camel Manufacturing factory) is more than half empty. If demand for commercial space were truly high, these empty spaces wouldn't be empty year after year. In addition, the Sector Plan map in the Case File related to this petition (1-H-24-RZ) shows a very large parcel already designated MU-SD (where the driving range, etc. are now). AND the same petitioner is asking for an additional Sector Plan change from PP, A to MU-SD (SCo-1) on 30 acres he owns directly across the highway where the ballpark currently sits (1-G-24-SP). With anticipated commercial growth demand met as outlined above, we urge that the current Zone designation remain RA, A and would encourage and support any proposed development on this property to be Low Density Residential to help meet future housing demand in our area.

Do we really have un-met, pent-up demand for housing and commercial space? I did a quick inventory in our immediate area. See attachment below... My question is â are these current requests for rezoning and sector plan changes needed? Are they of some great benefit to our community?

I strongly oppose this request. The density is too high - as it will surely be "clustered" in flat areas of the parcel. We do not want to see the same low standards and inappropriate projects recently approved and built in South Knox. See attached letter. Thank you. View Attachment

The 820-member Dry Hollow Community group Strongly Objects to Thunder Mountain Properties' current request for 4 rezoning and 2 Sector Plan amendments.
Please say NO to unchecked sprawl and destruction of large tracts of farmland.

We strongly oppose this request. We have no existing need for additional commercial space and we have plenty of UNUSED commercial space currently for lease to meet demand for quite some time. Once that space is full, there is a large tract of land around the Lowe's center that is already zoned and subdivided, with streets and services already installed that should be "infilled" before we sprawl onto currently vacant land not zoned (or designated in Sector Plan) for a use not needed.

This case must be considered together with requests 1-K through N-24-RZ and 1-G-24-SP as well as the development/rezoning/sector plan change granted in 2022 for 255 houses to be clustered on 8802 Sevierville Pike. (This density was achieved by "clustering" 77 houses granted on 95 acres of vacant, unbuildable, land-locked steeply-sloping TMP land behind Valley Baptist church.) We request that ALL 400+ acres of TMP-owned land be considered together; the current piecemeal approach does not allow for the Planning staff, Planning Commissioners, County Commissioners and the public to see the full impact of TMP development in this area - the south gate to Knox County.

We are life long residents of South Knox County, Dry Hollow Community. We love this community and are concerned about current rezoning requests by Thunder Mountain Properties. We desire to see the concerns and desires of the community residents put above the desires of out of area developers with no ties to the community other than to make a higher profits on the proposed pieces of property. We are life long residents of South Knox County and the Dry Hollow community. We have serious concerns regarding the rezoning requests of the various properties by Thunder Mountain Property Management.
We encourage this commission to be reasonable stewards of the land resources of this community. Please don't sell us out to large out of town developments seeking higher returns on their investments rather than the good of the community;

Thunder Mountain Properties already has one development approved on old Sevierville Pike near the county line that they have not started totaling 180 houses. Just across Chapman highway is another development of 118 condos which is not completed. How can our planning committees make an honest study on the impact of this request until the others are completed? These are all within 3 miles of each other. Please stop all Thunder Mountain requests at least until we can see the impact of the unfinished developments.
