I just happened to see the small sign notifying neighbors of this possivle change. I'm not sure others know this is a consideration. Traffic on Northshore/Harvey is very congested and a new neighborhood with this number of houses per acre is troublesome. There doesn't seem to be the opportunity to increase lanes on Northshore, so development needs to be tempered unless there is a plan for this.

I would like to express my comments regarding the planned zoning change for the new development. I think few would disagree that Knoxville has experienced tremendous growth in the last few years which has strained our infrastructure, namely the road, schools and traffic. See attached comments

This proposal will do nothing but add to the traffic woes we already experience on Northshore. The road is particularly narrow with steep drop-offs right in the area of this proposed development. Also the 5 units per acre is akin to putting homes in a sardine can, really? The areas character will be compromised with this high density housing and set a bad precedent.

100% oppose this!

1. The roadway infrastructure can not support this increase in dwellings.

2. Farragut schools are overcrowded as it is with no solid plans for near future.

Be proactive and build infrastructure to support increase in population and then revisit rezoning.

Everyone is organizing around Choto/Farragut against this and will use our voting power to make necessary changes.

I strongly appose this rezoning for the development of a high density housing unit. Highway access in the area is highly conjested and unsafe. This development would seriously degrade highway safety, traffic flow, property values, and overall quality of life in the area.

Please do not approve this land for 5 units per acre. There are no other developments in this area with that zoning. Our roads, schools and infrastructure cannot handle this amount of additional construction. The value of homes in this area are not equal to what would be built in 5 units per acre. Please do not approve a development that will have such a negative impact on the surrounding property and area.

We can not continue development along Northshore without substantial road and infrastructure improvements. Northshore Rd is overcrowded now much less with more building. The developers make their money and leave the tax payers with overcrowded schools and roads and millions in needed expenditures. Try to exit the area at rush hour and you will see the problems.

Northshore Road is already to capacity (or more than capacity at times) for the traffic it can handle. Adding the vehicles of 200 additional homes to the traffic already on Northshore will result in traffic jams and a lot more collations. Approval of this zoning request would be very stupid!

I am totally against the development of a residential area at Harvey Road and Northshore on the 42.44 acre plot currently zoned agricultural. This plot of land is surrounded by small two-lane roads that already handle too much traffic. Knox County officials need to seriously consider the outcome of a residential build-out in this area as the roads simply cannot handle more housing. Instead of allowing developers to build more homes that will increase the number of cars on Northshore and surrounding roads by several hundreds of vehicles, why don't Knox County officials work on developing better, safer roads and slowing down the UNCONTROLLED residential and apartment developments that are rising up like mushrooms all over Knox county?! What once was a beautiful county is turning into a heavily populated, traffic congested MESS. Do something 'constructive' for the existing Knox county residents: stop this 'residential' project at Harvey and Northshore and carefully consider the need for more infrastructure throughout Knox county rather than more housing!

I strongly oppose any further neighborhood developments, specifically, the one proposed for 1630 Harvey Road. In my opinion, there are ALREADY too may neighborhoods in this Northshore/Harvey area. This overcrowding is exacerbated by the one lane roads all over the areas until you get to Kingston Pike. Since I have lived here since 2014, I've seen probably 10 new neighborhoods spring up, but never any plans to expand the roads. Of course, the walking/bike trails that tax payer money has frivolously spent are rarely used by the bicyclists that have no problem backing up traffic on Northshore/Harvey for miles. Another neighborhood (which ALL use Northshore for a.m./p.m. commutes) will only make work drive times, already irritating long to get through, an impossibility. Thank you, Jeff Bowers

We oppose the 1630 Harvey Road proposal based on density (5 units per acre). We think it should be more in line with other nearby developments averaging 3 to 3.5 units per acre. The primary reason for our opposition is that it will only lead to more traffic on Northshore which is already at capacity during certain times of the day. Thank you!

My family and I oppose the proposed rezoning of the parcel at Harvey Road and S Noryhshore Dr. in Knox County because the infrastructure does not support the additional development in this area of the county. A high density family development will result in more overcrowded schools in our area and school buses having a hard time to get our kids to school safely due to the horrible traffic in the morning. Both entries to Harvey road are very unsafe due to the curvature of the roads. Therefore, please deny additional development in the area between Choto and Harvey roads till the infrastructure is developed to support the current residents.

Does the planning commission have an emergency exit plan for this area? If not can the request be placed on hold until an appropriate plan is completely implemented. As many have said the road conditions are very poor and in the event of an evacuation emergency. One may think an evacuation plan would fall under this commission responsibilities. It would be wise, in my opinion, to adopt and implement a plan sufficient and safe for all residents to exit the area before approving any zoning change that would increase the area population. I am writing to you today regarding 1-E-24-RZ / 1630 Harvey Rd. I object to this proposed residential development primarily because the developer is recommending up to 5 density units per acre. The majority of homes in this area are 1-3 density units per acre, so any new development should adhere to the norms in this area. In addition, just like the Choto Landing Development, there is a real concern over the tremendous increase in traffic that will be generated with a new, large housing development off Harvey Rd. and Northshore. Everyone knows that the current narrow, curvy roads are not conducive to a large influx of cars, trucks etc. Therefore, safety is an issue as well. Lastly, more houses mean more overcrowding in Knox County Schools. Thank you for the opportunity to voice my opinion.

Our current infrastructure is not designed to support communities of this density. I live in an adjacent neighborhood and already need to leave 40 minutes prior to school start time to feel confident that my children can get to school without being concerned about potential tardiness. Additionally, our roads are not wide enough to support existing traffic. Please reconsider this rezoning.

1) We have been pleading to Knox County for almost a year now that continued development within the area should be suspended until Northshore has been upgraded to handle the current and future traffic needs of the area. The continued irresponsible development within the area is quickly becoming a severe safety issue.
2) There are no other 5-unit/acre developments within the immediate area. The highest level of actual completed development within the area is just less than 3.5-units/acre. The majority of developments were actually developed to under 3-units/acre. So 5-units/acre would not be consistent with the character of the area.
Please deny the request due to the Northshore safety issue but at a minimum Knox County should limit the effect on our community by greatly reducing the number of units per acre and with a written stipulation that attached housing will NOT be allowed.

I strongly oppose the subdivision planned for Harvey Road and Northshore. The traffic is already so congested that we can’t handle anymore cars. It is a nightmare to pull out of our subdivision already. It is so dangerous and actually surprised there haven’t been some serious accidents. I feel like I’m putting my life at risk almost every time I pull out onto Northshore. The traffic is so heavy that you have to floor it to pull out between cars traveling east and west. Heaven forbid if your car stalled. Please no more cars on Northshore if you can’t do something about our roads first. It’s already dangerous now.

I Live in Jefferson Park and I take my kids to school everyday. The traffic is very dangerous. Turning left onto NS is so difficult . I don’t see how we could handle this development with our current infrastructure.

I oppose this rezoning because.-traffic is unbearable as it and additional development would cause it to be even worse
-utilities such as water pressure are terrible because of the increase in demand. Maintenance for our services have not been able to keep up with the increase needed although they disagree.
-wildlife has already been invading our residences because their homes have been destroyed. They have absolutely no place to live and their bodies are found more frequently on the roads. Domestic pets are constantly being attached, killed and eaten because the wild animals have less places to hunt.

North Shore Drive to this property is a Dangerious section of road to travel now. Construction equipment entering property would back traffic for miles. Speeders in area and tragic now, are already Dangerious throughout this county area, with no active police enforcement. I oppose this rezoning for the following reasons.

It is my understanding that a new development is being proposed for the Choto/Harvey Road area. I further understand that the total number of dwelling units will be approximately 212. This is of great concern given the fact that the infrastructure in the area is inadequate to handle the current population. The roads are grossly inadequate and create an unsafe situation as evidenced t by the numerous accidents in the area on an ongoing basis. All school facilities are significantly overcrowded and are already looking at a major influx of students when the apartment complex in the new town center becomes populated. Please do not allow the proposed rezoning and the subsequent housing development.

This area cannot sustain more high volume residency in the current infrastructure. It is unsafe and profoundly congested with a litany of high volume residencies already being built in the immediate are; the future congestion of which we have yet to deal with or it appears planned to deal with. This rapid expansion of high volume units and rezoning to allow further dense urbanization is irresponsible in the current context.

I am opposed to this rezoning proposal. As someone who gets impacted on daily basis by the uncontrolled growth that has resulted in an infrastructure that cannot support it, I consider that any middle or high density rezoning, will result in traffic chaos, which can put at risk the safety of current residents and any that will come. Schools are at capacity and no clear plan has been developed by Knox County School District to resolve this issue adds to the problem.

I just heard about the proposal to rezone land at the corner of Harvey Rd. and Northshore for 5 housing units per acre. I’m sickened about this. The southwest sector plan called for 1 unit per two acres. This has been ignited so many times that traffic is insane. Subdivisions are built with no turn lanes. Northshore Dr. has no shoulders and should be 3-4 lanes now. Adding another 200+ units with no improvements in infrastructure is insane. Caving to greedy developers is in no one’s interest except the developer. Please stop giving in to these rapacious development plans!

Living on Northshore Drive has become hazardous due to increasing levels of traffic on the narrow country road. Leaving our Bayou Bend subdivision with a constant stream of cars hurtling down a blind hill from the left is downright dangerous. The addition of high density housing to this situation is irresponsible to the extreme. I oppose the rezoning proposal, along with the majority of my neighbors.

I oppose the rezoning of I-E-24RZ As a 41-year resident of Knox County, 29 of those as a property owner in the Choto area, I have watched inevitable growth as one beautiful farm after another has been lost to development. At one time I objected to all of this growth (as I still do in my heart of hearts), but I recognize that others want to live here as I do. My plea to the Planning Commission is for you to match housing growth with infrastructure progress in order to support cars, children’s education (we will need more schools as more houses are built), increased water and electricity demands, and to ensure safety.Map No: 169 highlights the already dense housing that feeds into two-lane roads with no shoulders. These rural lanes were dangerous in places 30 years ago. Today with exponentially more cars not only are these roads hazardous to drive personally, they are clogged with commuters at select hours which adds to poor air quality and blocks emergency vehicle access.If, however, this development does get approved for Planned Residential, I request that this proposed development at the corner of Northshore Drive and Harvey Road be held to no more than 2 units per acre, consistent with the character of this area.

I am OPPOSED to the proposed rezoning. The traffic issues in the area continue to mount and the roads have become very dangerous. Until a plan has been formulated and the work has been performed to deal with the highly traveled and narrow roadways, drainage issues, etc. no new developments should be considered in the Northshore/Choto area, especially higher density developments. Even after infrastructure changes are made, much thought needs to go into any sort of higher density development since this type of housing is not consistent with the current housing in the area. Please DENY THE REQUEST. Thank you for your consideration and for working towards the best interest of the Northshore/Choto community.

I have lived in the Bluff Point neighborhood since 1996 and have observed the continued development of farmland all around the Northshore/Choto area without any corresponding improvement in infrastructure, especially including water supply and roadways. We enjoy very much living in this area, but just getting to and from our home has become unsafe because of the exponential increase in traffic. Northshore and Harvey roads are two lane country roads without any shoulders, and there is not a day that goes by that I don't have to dodge a vehicle over the center line in my lane. Trailers are especially dangerous, as they are as wide as the narrow lanes, and there is literally nowhere to go to avoid a head-on collision. The water infrastructure is aging and insufficient for current area residents; I do not see how another huge development can be supported. It is my plea to the planning commission that the infrastructure be enhanced to accommodate the existing community before adding any more new developments. We love this area, but it has become quite unsafe to live in it, and adding more burden to roads and utilities will only make it even more dangerous. Please consider the safety and basic utility needs of residents before exacerbating existing problems. Thank you.

The infrastructure ,as well as our schools ,is not equipped to deal with the additional traffic and increase in student population. My children attend both these schools, and both schools are seeing the impact of the consequences due to the overwhelming development in our area.

I oppose this rezoning because as a community we have been begging Knox County for years to stop the continued overdevelopment within this area which has made Northshore a severe safety issue. It is a two-lane road approaching 20,000 daily trips and the two lanes that do exist do not meet current road width standards. How can Knox County even consider additional traffic until Northshore is upgraded to at least manage its existing traffic flow?? Also, there are no other 5-unit/acre developments within the immediate area. The highest level of actual completed development within the area is just less than 3.5-units/acre. The majority of developments were actually developed to under 3-units/acre. So 5-units/acre would not be consistent with the character of the area. In addition, FUD already restricts our water usage during peak hours due to an ability to meet supply. We can't continue out-developing our infrastructure.

Rezoning of this nature will lead to schools becoming more crowded. The Farragut / NES System is already overcrowded. This can affect the quality of education and teacher-student ratios, which is a major cause for concern. School Transportation Issues: If the rezoning results in a shift in school locations, it could also affect the transportation system, particularly school bus routes. Longer bus rides and increased travel time can lead to fatigue for students and may even pose safety concerns. Buses are already severely overcrowded. My kids had to stand on the Farragut high school bus because they were at end of route. This rezoning can make that unacceptably worse. General traffic issues – no plan has been put forth in my opinion that addresses the huge level of traffic increase on S. Northshore drive – no work has been done; lanes have not been widened. Before resorting to rezoning, we respectfully request that you explore alternative solutions to address the issues at hand. This might include building new schools, expanding existing ones, or implementing other strategies to alleviate overcrowding without disrupting established communities. Traffic systems planning should be put forth and implemented before any rezoning of this nature. 5 per acre is unheard of in this area – Infrastructure like traffic and schools cannot support this.

This development is very concerning. Traffic on Northshore road is already reaching dangerous levels. If there is not a plan to SIGNIFICANTLY improve the flow of traffic (addition of lanes, etc) and/or safety (speed limits, signage, etc). I am not opposed to more people joining our neighborhood but it is the responsibility of the planning commission to ensure it is not only safe but attempts to improve the quality of life for for current residents. For these reasons, I opposed this development.

I oppose the rezoning of I-E-24RZ I want to express my opposition to this rezoning. While I understand the need for new housing in Knox County, development along Northshore Drive in West Knox County has surpassed the capacity of infrastructure to service such growth. I commute daily on Northshore and unfortunately frequently encounter traffic backups, not to mention occasional accidents which shut the road down and render it impassable. The Planning Commission has a duty to responsibly match housing growth with that of infrastructure in order to support traffic, educational, other demands of a growing population. This development will lead to even more cars on the road which will only add to air and noise pollution, increased travel times, and limited access for emergency vehicle access. Again, an accident on Northshore, especially on the bridges, can leave the road completely blocked. If, however, this development does get approved for Planned Residential, I request that this proposed development at the corner of Northshore Drive and Harvey Road be limited to no more than 2 units per acre, consistent with the character of this area.

I oppose the requested rezoning to increase the density of housing. I have to drive the intersection at Harvey and Northshore every day, as does everyone south and west of us. This is a gauntlet that was never intended to support the amount of traffic being requested. The roads and other infrastructure cannot handle this increase. Why should this be rezoned? What is the justification?

Absolutely NO to this rezoning and NO to another so-called "development". It is time to shift the growth to the surrounding counties. Our quality of life is going down. The Commissioners have the duty to represent our views.
1. Our two-lane country roads without shoulders are dangerous and can't accommodate the increasing traffic.
2. The Cove Park on Northshore is overcrowded on the weekends and holidays (no parking).
3. Emergency evacuation is a problem no one is talking about. To leave the Choto area toward Kingston Pike, we can either take the narrow Northshore Dr. or the narrow Harvey Rd. to the infamous 3-way stop underpass under the train track.
Every Commissioner should visit our area and drive a minivan through that underpass without scratching your vehicle then please let us know how it makes sense to convert more farmland into another Knox-box utopia. Instead, we would welcome more amenities, such as restaurants, doctor's office, or a small grocery shop.

I do not approve of the development on Harvey Road and Northshore. The are is already extremely overcrowded with people and traffic as it is now. Adding over 200 townhomes to this are along with all the development on McFee Road will make Northshore and the surround roads more of a hazard than they already are currently. Townhomes do not fit in with the surrounding single family home neighborhoods all around it. I ask you to deny the rezoning request to preserve what's left of this beautiful area. Thank you

I live right across from where this property is in Falcon Pointe. Just recently, a large development close to our area was going to be built as well, with significantly less homes being added than these plans and it was shut down quickly because of the backlash from the community. We do not approve of more housing in this area - the roads and infrastructure cannot accommodate it! Please do not approve these plans.

I wish to register my strongest objection to the application to change the zoning of the above property from agricultural to residential. I have been living at the above address for 8 years and have watched the traffic on all roads increase to a level that is not sustainable by the current road infrastructure. Each morning I sit in a traffic jam extending from the roundabout at the junction of S Northshore and 332 to the Davis Family YMCA as I bring my child to school and go to work, each evening the traffic is backed up at the roundabout to get onto S Northshore to make the journey back to the current houses in the Choto area, plus the cars using the road to get to Lenoir City, furthermore when the baseball fields are in use during the summer traffic is a total stop each evening in both directions A recent planning application close to this proposed rezoning did not proceed due to residents' concerns of traffic congestion and this was only for 52 units this application is for 42 acres which would be for massively more housing bringing traffic and quality of life to a standstill in our area. Again, please reject this application as the volume of homes built in the area surrounding this application in recent years has had a detrimental effect on the residents living here.

The infrastructure does not support any additional housing. Farragut schools are overcrowded. My children actually had classes in a trailer with not heat in the winter. Traffic on Northshore is absurd during morning and evening hours.

I am frustrated, saddened, and 100% opposed, to the continual effort to rezone agriculture and low density zoned land to multi-dwelling units within the South Northshore area corridor, of West Knox County. The proposed rezoning request for the property located at the corner of S. Northshore and Harvey Rd is not realistic for the exsisting infrastructure. Everyday, the safety of anyone traveling this area, including school children, is put at risk of injury, or worse, due to the insufficient infrastructure. Over the past few years, the increase of new housing developments being built with minimal acerage per home, in both Knox and Loudon Counties, has drastically changed the natural beauty and the wildlife habit of this area, forever. West Knoxville has become an epicenter for numerous high density residential projects, please address the existing inadequate infrastructure, our overcrowded educational system, and the stormwater drainage issues of the Northshore Corridor before rezoning and building more HDRP's, in this area.

I live [REDACTED] in the Bluff point subdivision. My wife and I have lived here since 1991 and have seen most of the land developed on either side of North shore west of Concord Park. I am totally opposed to modifying the zoning to allow higher density, five housing units per acre on the 42 acre property at Harvey Road on North Shore Dr. The traffic levels and congestion from Choteau Road to Harvey Road on North Shore are increasingly problematic. I am happy to share the West End Knox County with others, but not at that high density, which will spoil the environment which drew us here in the first place.

5 units/acre?!?! Traffic is already bad on Northshore at the Concord roundabout. Also Westland and Pellissippi Parkway. All those apartments behind Weigel's at Westland and Pellissippi !!! Multiple developments at the south end of Northshore... Turner homes & the old golf course at Martel Road and Beals Chapel. I realize chances are slim that this development will be stopped. But please at least cut down the units per acre.

Please do not approve the rezoning request for high density housing in the Choto area. In Bluff Point the density is approximately .5 houses per acre. Many subdivisions have been added since we moved here in 1996 but there have been no upgrades in the roads. Northshore Drive is narrow with no shoulders and during rush hours or ballgames there is a 20 to 40 minute traffic delay. Northshore Drive cannot support a high density neighborhood. Also the water pressure is low in our neighborhood. Additional pumping stations would be needed to support additional homes. Please deny this rezoning request because the existing roads cannot support it.

Please do not let this happen. Ive lived in this area for over 30 years. Ive lived in Arbor Gate since 2008. Northshore is already a very dangerous road. With no room for error and people crossing the double yellow line daily the last thing we need is more houses back in the Choto/Northshore area. There are already way too many houses/subdivisions out in this area and Northshore has way too much traffic. Its all day every day and its not safe. Daily people are speeding, crossing over into the other lane, distracted by their cell phones and not paying attention. Please let us keep some farm land and not have houses on top of each other. I speak for all of us living in the Choto/Northshore area that the last thing we need is more cars traveling Northshore, Harvey and surrounding roads. We all feel like we are gambling with our life when we travel Northshore. Its not safe.

I am voicing my opinion regarding the zoning off Northshore and Harvey Road, which deals with experiences and observations, that I have dealt with in my lifetime regarding quality of life. Everyone “earns” a better quality of living especially if that is a goal you’ve worked hard and a desire you deserve. I like my lifestyle and community and want to see it to continue to flourish, that is how an area increases in value, and a healthy lifestyle when you have quality of life vs unhealthy conditions. This is a pedestrian/family-friendly community, so it needs to be treated as such. Building excess housing is not the solution. Too many developments in a certain location or area create more problems than opportunities.
The main reason people do not want this particular development is due to the quality of life for everyone in the neighborhood/community. Adding more houses or multi-dwellings in the area off Northshore and Harvey Road would affect our safe streets, safe neighborhoods, and an overall safe environment. I, as well as, the majority of people strive for a better way of living for their family. Protect the environment and family communities. (Edited)

I am very opposed to change the rezoning of the 43 acre tract from Agricultural to Planned Residential for up to 5 units per acre. I have lived in Falcon Pointe Subdivision for the past 15 years. Our neighborhood is zoned PR for 3 units per acre. Silver Oak Subdivision and Bailey Park Subdivision are also zoned PR and have 3 units per acre. Most subdivisions in this area are built with 3 units per acre or less. Shady Grove Subdivision to the east is the exception and has 3.5 units per acre. Shady Grove Subdivision is densely populated for the size of the subdivision. We do not have the infrastructure in this area to support 215 new families from this tract if it is developed as PR with 5 units per acre. The roads are already dangerous and very busy with the existing traffic. I think Northshore Drive is one of the most dangerous roads in Knox County. There are no plans that I know of to increase the size of these country roads like Harvey Road, Northshore Drive, and Bruce Smith Road. In addition, the Farragut Schools are already over-crowed with their current students. If the property is rezoned, I ask that the zoning be limited to PR for 2 or 3 units per acre which will blend in with the current type of neighborhoods in our Choto/far West Knox County area. The continued irresponsible development within the area is quickly becoming a severe safety issue.
2) The other route out of the area is down Harvey. That is a curvy road which ends at the narrow railroad underpass. This route quickly becomes congested with long backups on both sides of the underpass.
3) There are no other 5-unit/acre developments within the immediate area. The highest level of actual completed development within the area is just less than 3.5-units/acre. The majority of developments were actually developed to under 3-units/acre. So 5-units/acre would not be consistent with the character of the area.
Please deny the request due to the Northshore safety issue but at a minimum Knox County should limit the effect on our community by greatly reducing the number of units per acre and with a written stipulation that attached housing will NOT be allowed.

The growth in our area is getting a little out of hand. With the massive amount of LDR being built off of Watt Rd and Boyd Station Rd, this is just another money grab for the developer. I have no issue with developing the area but the developer should be responsible and build single family homes that are similar to the homes in the area. Stop trying to cram as many people as possible into small housing. Provide nice homes for the new residents. If the developer lived in this area, I'm sure they'd be thinking differently. I am writing you once again about a proposed development along S. Northshore. We just had this conversation. And now I live directly across the street from the proposed development. I respectfully oppose the rezoning under consideration in MPC Case 1-E-24-RZ. I have lived in the near-by Bluff Point subdivision for 31 years and have witnessed the rapid growth and development of the area during this time. The supporting infrastructure has not kept pace with this rapid development. This has resulted in rush hour traffic congestion and transportation safety issues on South Northshore Road and the other narrow two-lane access roads serving the area. The proposed rezoning to allow 5 units per acre will only increase the problematic traffic conditions that currently exist on the access roads. The proposed rezoning is inconsistent with and in excess of the 0.5 to 3.5 units per acre density of other subdivisions in the area. I specifically request the proposed rezoning to 5 units per acre not be approved until the existing traffic infrastructure is upgraded to support the planned area growth.

I oppose zone request 1-E-24-RZ for the reasons below
1. 1-E-24-RZ request 5 units per acre. Housing density of five units per acre no way fits the character of the sub divisions in this area and would be a first. Many homes in this area are 1 acre plus. Two units per acre would be the optimal, though I recognize and accept there are already developments with 3 units per acre.
2. Current road infrastructure is poor and already stressed with the existing sub divisions. S Northshore is the only main access to this part of the county and is very congested during peak times of the day. Regularly police are required for traffic control at The Cove Park for both people walking to the park, crossing S Northshore, and vehicle access to the park. S Northshore is already unsafe being narrow at points with no road shoulders. Some people in the area are trying to use the 1 lane railroad underpass at Boyd Station Rd and Harvey Rd as a 2 lane underpass, which is risky with no way a fire engine or other emergency vehicles being able to fit through the underpass. This leaves only S Northshore Rd as the access route to this part of the county.
3. Entertain the idea of a moratorium on further development in the area until a long term infrastructure plan for the area can be developed that will meet the needs and desires of both developers and property owners

We were not aware of this rezoning project!! Apparently there were signs out that were so small that none of my family or neighbors knew of the proposal. Northshore has a huge, incredible amount of traffic. Northshore is very narrow and Ive almost lost my entire front end trying to exit the neighborhood. There’s always an accident on Northshore. I’m lucky to drive a smaller vehicle as the roads are full of very large vehicles. The possibility of a large new development with 215 units each with 3-6 people is such a huge concern for them and other neighborhoods. Our neighborhood has become the new roundabout!! We have way to many people entering Falcon Pointe just to use to turnaround. The safety for that and school buses for our over 100 children is a challenge. Schools leave neighborhood children at school as the bus system is so overcrowded. The kids seat 3 to a seat AND on the floor. I could go on about the horrible situation our schools are in due to improper growth in the area. 215 Townhomes per acre is baffling and crazy. Not only that the police, fire and ambulance services are so stretched. We say NO to 1-E—24-RZ

Please do not approve this development. The infrastructure, roads, and schools do not support these additional homes and residents. There are safety issues on Northshore that urgently need to be addressed to make travel safe on Northshore. There are traffic flow issues now. The school buses barely travel safely on Northshore due to narrow lanes and lack of shoulder. This is another ill advised development that Farragut can not support adequately.

Re: South Northshore Rd. I write to beg you to seriously consider stopping any further construction along the South Northshore Rd. area. This road is one very long bottleneck. There is nowhere to go when road striping is done, trees are cut, rare fenderbenders occur, or as recently happened, a tree falls across the road, causing a 25-minute detour. There are no shoulders to pull off onto, nowhere to go. What would happen in a medical emergency? There is no inexpensive way to resolve this with the river on one side (or both) of the road, and hills that need blasting on the other. To allow further home building in this area is, well, blindness of the planning board. It should have been restricted five years ago. If we had known how busy S. Northshore was, we would not have bought here. Our house lot backs up to Harvey Road and we see a constant flow of cars and trucks and every variety of constuction vehicle heading south and west to the river. Please do not permit further building and absolutely do NOT approve any zoning changes that would allow multi-family housing, resulting in further road congestion and less safe travel along Northshore.

I oppose the rezoning of I-E-24RZ. After being out of town for the holiday, I just found out about this rezoning request from a neighbor - there are NO SIGNS posted anywhere near the proposed property site. That needs to be remedied immediately so that other members of our community can be aware of this proposal. I understand there is a need for new housing in Knox County but development along S Northshore Drive has far surpassed the capacity of current infrastructure. As a mother to an elementary child, I take the 8.5 mile trek down Northshore (to get to our zoned school - Northshore Elementary) daily & even leaving at 7am (for a 7:45am school start time) frequently encounter traffic backups, commuters taking dangerous turns out of Montgomery Cove/Jefferson Park to pull into traffic & accidents that shut this 2 lane road down making it impassable. The Planning Commission has a responsibility to ensure housing growth & infrastructure are working hand in hand. The proposed development is just too crowded and will mean more traffic, increased frustration/road rage with current commuters, even more unsafe conditions for walkers/kids exiting buses as there are NO SIDEWALKS, longer travel times, more overcrowding on the afternoon school buses, and limited access for emergency vehicles.

I am against the rezoning of said proposal of 5 units/acre. We bought in the area for the more spacious development and rural feel. Northshore does not have the capacity for high density development. There is limited access to the neighborhoods and already when there is a catastrophe such as the fire a few weeks ago, egress and ingress is an issue. You need to consider infrastructure way before approving this. The roads are congested, schools are overcrowded, and houses are already stacked on each other. There are only 2 inlets for this area and that’s Boyd’s station and Northshore. Unless you drive to Lenior city. Rush hours are already severally backed up and heaven help if there’s a wreak, it’s chaos! I would love to see some land unused. It adds value to the existing properties. Please don’t ruin it with more Knoxville boxes!

I oppose the building of this neighborhood on Northshore Road. Northshore Road is a two lane road that is at capacity with traffic. It is also extremely dangerous as someone crosses lanes almost causing a head on collision with our family on almost daily basis. There are often accidents weekly. Due to the dangerous conditions we do not allow our 17 year old son to drive on Northshore unless absolutely necessary. We have two sons attending Farragut High School. The school is so crowed and at capacity. For example, our oldest son, a senior, has not had a locker all four years because there are not enough lockers for the number of students. Our boys carry extremely heavy backpacks with Chrome books, all supplies plus their lunch boxes and another bag for sports. With the apartments going in across the street how many more students is Farragut schools expected to accommodate? Traffic is already terrible twice a day at the schools for teenage drivers, parents, buses and people trying to get to work. Farragut is a wonderful town but it does not have the infrastructure for the amount of people moving into our town. It is a desirable place to live for now but we all know that will change if better planning and not just listening but respecting the desires of it’s citizens. The complex across from the high school is a prime example of the will of the majority of residents not being respected.

We simply should not be considering more development in areas that will force more vehicle traffic onto Northshore Drive in District 5. Northshore has become a nightmare to drive already due to the high traffic count and attractions such as Concord Park and the baseball fields having to be accessed from Northshore which causes considerable stop and go traffic unsafe conditions when pulling into or out of these facilities. Northshore needs to have at least three lanes to be made safe given existing circumstances. You must improve infrastructure before allowing for more development. You have created an unsafe road due to all the development already in existence.

I’ve almost been killed more than once by people crossing the center lane and run off the road! Fix the roads first before anymore development please! I've lived in this area all my life. The road infrastructure on North shore cannot support another large dwelling in the area. We have kids many of those that will soon be driving, and I feel it raises another added risk to traffic. I'm no tax expert but I'm assuming the cost for expanding the infrastructure will likely hit our pockets as well. I would like to see the approved plans and how it would likely impact the flow of traffic, schools, and other public resources. I could not give my vote for the development at this time.

Please reconsider this rezoning. Our community is already overloaded. I live on Harvey Road and travel Northshore and this area daily, multiple times a day. Traffic has progressed badly in the past 3 years and continues to worsen. Major traffic delays arise daily between fallen trees, accidents, etc. Please take the school system overpopulation into consideration as well. This will tarnish our community vs helping. As a two lane road with no shoulders, every accident or lane closure (either by storm, tree trimming, or utility work) causes miles of backups. The increase in traffic occurs all hours of the day, not just rush hour. Danger to the general taxpayers In the fifteen years I have lived here, there still remains no shoulders and the public is at risk should a vehicle veer off the road. Example: Boyd Station and Choto curb, unbelievable drop off. Why are the utilities allowed to cut tree branches during peak traffic hours? Why cannot we sync our traffic light system to move traffic in a smart way? Consider the dangerous situations occurring every day on Northshore. Example: Tree falling across the road with electrical lines downed nearly hitting a car passing. You are trying to take 1950s living into the current day in a most ignorant and dangerous method. I always look to our officials and major private entities to preserve and protect the paying public. Very disappointing in retirement to see how little is being done right here in Knox County. Just hearing about this proposed high density neighborhood planning to be built off Northshore. First of all, we don’t have the infrastructure to support this many more people in this area. Driving to work every morning is already an issue. I work for Children’s Hospital and there are times when they need me STAT - and I get stuck behind a lot of traffic and cannot get to the hospital fast enough. There are no alternate routes for us to take so clogging our area up with many more people is not a good idea, expand the infrastructure first including new schools because those are already over crowded. I am a local real estate broker and have been since 1997 here in Knoxville, TN. I also live in Jefferson Park Subdivision and would be affected by this proposed development. The Northshore and Harvey Roads would be heavily impacted by the proposed development due to the already heavily burdened traffic we have on both of these 2 lane roads. It is already extremely difficult to get into and out of our subdivision and more duplexes would only add to it. This area is residential single family homes and anything else would not be conforming to this area. The wildlife would also lose their living space. We are starting to have a coyote problem in our area as well because they are consistently being driven away from their habitats. I oppose this rezoning for the following reasons.
1) We have been pleading to Knox County for almost a year now that continued development within the area should be suspended until Northshore has been upgraded to handle the current and future traffic needs of the area. The continued irresponsible development within the area is quickly becoming a severe safety issue.
2) There are no other 5-unit/acre developments within the immediate area. The highest level of actual completed development within the area is just less than 3.5-units/acre. The majority of developments were actually developed to under 3-units/acre. So 5-units/acre would not be consistent with the character of the area.
Please deny the request due to the Northshore safety issue but at a minimum Knox County should limit the effect on our community by greatly reducing the number of units per acre and with a written stipulation that attached housing will NOT be allowed.

As others have stated, the infrastructure cannot handle a new development of this size. For anyone who travels Northshore on a regular basis, you can see that the area cannot handle the sheer amount of vehicles that would be traveling through every day. At this point, many people are waiting in long lines in either direction during morning and evening hours. Adding a new development to the community would just exacerbate the issue. At 3 homes per acre and this being a 44 acre plat, that is an addition of at least 132 homes. If there is an average of 2 vehicles per home, you are looking at adding almost 300 additional vehicles to the overcrowded infrastructure on a daily basis. My vote would be no to this new development unless they were planning to cut it down to 1 home per acre (which many potential homeowners would prefer anyway).

The roadways that will service this kind of growth are simply unsuitable for the amount of traffic that will be generated. The entire infrastructure including water and electricity services are probably not capable of the extra load either. This past year many of us in the area have had to deal with power outages for unknown reasons. I have lived in this area for 26 years and the traffic is out of control most of the time. Northshore Rd is dangerous and not capable of being widened any more. The majority of the road does not even have street lights making it even more dangerous after dark and during heavy rains because of the heavy traffic and the non existent shoulders. The cluster housing really needs to stop in this area.

I have been a resident here for three years. In that time, I’ve seen this town grow exponentially. I am strongly opposed to the building of another subdivision on the S.Northshore/ Harvey Rd site. Our current infrastructure is bursting at the seams with overcrowded schools, dangerous, narrow roadways and terrible traffic. In fact we don’t have enough doctors or hospital beds to handle the influx of new residents. It takes anywhere from 2 weeks to 2 months to get a doctor’s appointment and if you can’t wait you are directed to the ER where right now at ETCH there are no available beds. New construction now should be at a halt until all the pieces of the infrastructure are upgraded to accommodate!

My family travels by where these proposed townhouses are to be constructed. Should they be built, the entire surrounding areas will forever be changed from being quiet and beautiful, to one of a feel of commercialization and busyness. Add to this, the increased traffic and school challenges. Keep the property use to that of the surrounding neighborhoods.

Hi. My concern is with traffic on Northshore. It's already crowded. There are no shoulders to pull off onto. There's no turning lanes. A wreck stops everything... and there's at least 1 a week. If more housing is coming in where is the traffic going to go?! No sidewalks on Northshore either. People can't safely walk anywhere. Busses to school are already jam packed at 3 to a seat. I think before anymore gets built we need to address the issues that stand in the present.

Honestly, until there is a plan to improve / widen the roads in our area, and house more students in properly sized schools, I feel it would be reasonable to hold off further development. Understanding that development will happen, can we at least try to preserve the character that we bought into when we chose to buy homes in this area. It seems reasonable to require that the development stay in line with existing surrounding neighborhoods and not alter the character of the area. The developer proposed zoning at 3 homes per acre. An increase to 4 or 5 homes per acre should not be allowed for the track or any portion of it. There are valid concerns regarding traffic, schools, fire service and other infrastructure. The planning commission cannot ignore these concerns and needs to coordinate with other branches of government so that we have coordinated intelligent growth.

Schools are already saturated and services are poor. The amount of traffic in Northshore is causing many accidents. These is a rural area with poor communication roads. I oppose this rezoning for the following reasons. 1) We have been pleading to Knox County for almost a year now that continued development within the area should be suspended until Northshore has been upgraded to handle the current and future traffic needs of the area. The continued irresponsible development within the area is quickly becoming a severe safety issue. 2) There are no other 5-unit/acre developments within the immediate area. The highest level of actual completed development within the area is just less than 3.5-units/acre. The majority of developments were actually developed to under 3-units/acre. So 5-units/acre would not be consistent with the character of the area. Please deny the request due to the Northshore safety issue but at a minimum Knox County should limit the effect on our community by greatly reducing the number of units per acre and with a written stipulation that attached housing will NOT be allowed.

I am opposed to this rezoning for the following reasons:
1. Traffic on Northshore is already a nightmare. I now have to go into work an hour early just to avoid morning rush hour traffic that triples my commute time. 2. Northshore is so narrow and quite dangerous to navigate given the volume of cars that now travel this 2-lane road at high speeds.
3.. Anytime an accident occurs the road is blocked both ways.
3. If you need police, fire or ambulance service, the current road conditions and it difficult for them to make it to an emergency in a timely manner.
4. If you have a young driver, it's a very nerve racking situation and will only get worse. I worry about my daughter when she starts driving in two years.
5. The schools are already overcrowded --where do we put new kids? Every day I hear my daughter complain about how many kids there are at FMS and how crowded it is. Carpool is a nightmare and the kids sit 3 in a seat on the buses.
I can’t even get into the issue with the bicycling and what it does to the flow of traffic out here. Our area of Knox County needs to have the roads improved before we add more people to the area by increasing the number of houses. We also need to have more schools vs just adding more students to the current schools.

This area should not be rezoned. The size of the roads cannot handle an increase in this number of cars. It is already too congested as is. It takes many at least 30 minutes to get to the elementary school in our zone and this many more people will only create more of an issue. The roads and infrastructure in Choto area need to be widened and improved to accommodate which is not possible. This is a poor decision and would create many problems.

Growth is a positive occurrence when appropriate planning is in place for the infrastructure. Northshore simply cannot handle more traffic from a new subdivision. My commute to work was 15 to 20 minutes one way. Now, it is at least 20 to 30 minutes. Sometimes, it takes me longer to get home because traffic on Northshore backs up from the I-140 exchange to Northshore and Ebenezer. I am respectfully asking that this rezoning request be denied. Thanks for considering my comments. Please note that I am not against development in our area. We have lived in this area over 5 years and witnessed much growth. However, there has been no growth in infrastructure such as roads. Particularly S Northshore and Choto Roads. These have become traffic nightmares already during the work commute, with backups for miles on a normal morning or afternoon now. If proposed townhomes are added without fixing infrastructure this will create chaos that is untenable. Please reconsider and place single family homes instead. Thank you.

As a two lane road with no shoulders, every accident or lane closure (either by storm, tree trimming, or utility work) causes miles of backups. This rezoning will only make things worse on all current residents in neighborhoods relying on Northshore Dr for exit/entry into their homes. Plus schools in this area are past capacity! I join my fellow neighbors in echoing the same concerns regarding the re zoning and possible housing development on Northshore. I noticed that the development manager has commented regarding the number of units, but failed to address the main concern that is overwhelmingly in the comments, by people that actually live over here. TRAFFIC. This road cannot handle any more traffic. Our drive to school in the morning has doubled in time over just the last year and a half, and that’s without any kind of accident or obstruction in the road. Schools/busses are over crowded, roads are over crowded, and there seems to be zero regard for putting any kind of infrastructure in place BEFORE we continue to develop. When is enough enough? Residents have expressed concerns about this over and over and over again yet no one seems to listen. So respectfully, until there is proper planning in place, future builds will continue to be met with opposition.

We live around the corner from the proposed development. As it is, there is not adequate road lanes to accommodate the existing traffic. Roads are very narrow with huge drop off at road edges. This is dangerous to begin with. This development, without adding lanes to Northshore, creates a huge danger, as well as adding to the existing traffic jams that we experience every day.

No group or organization behind me. I’ve just owned property and lived in the area since 1996. Moved because it was out in the country. Roads need to be widen and necessary improvements before you start putting more housing in the area. Too much traffic for the area. Road rage has increased. People pass you when you are going the speed limit or even a little above the speed limit on double yellow lines. They intimidate you by riding your bumper. Even the Internet service is slower and glitches more at certain times of the day. What do you plan to do about keeping it safe for us?

I am asking the Planning Commission to deny the request to rezone this parcel on Harvey Road. The entire Northshore Corridor requires better road infrastructure just to support the homes already in place. Over the last two months of 2023, there were two incidents near Northshore and Choto that closed Northshore. The last incident required an accident victim be airlifted from the site since traffic was preventing any emergency vehicles from approaching the site. Schools are already at an overcrowding point, and the problems of an overused Northshore Road are spilling over into Farragut. I would also further ask that the Planning Commission, as well as the County, place a growth moratorium in this area in order to address, budget and fund, corrective construction of the local infrastructure. Better planning now will yield better results in the future, and not an overbuilt community that came from developers grabbing what they consider easy profits.

This area of Northshore is already overbuilt. We have serious accidents frequently due to drivers losing patience and taking unnecessary risks pulling out into traffic. There is also serious overcrowding in Farragut Schools, which will only worsen when several large apartment complexes already under construction are completed and occupied by families with kids. The Planning Commission needs to address issues related to roads and schools before adding more high-density or large single-family developments. Adding additional lanes to North Shore DR west of Pellissipi and Choto RD would be a tremendous undertaking if even possible. It would take years to complete, and traffic during the construction period would be unmanageable.

I am against this proposal. Before any new developments are approved in the area, the county must upgrade local infrastructure, especially the water supply and roads. Please do not approve rezoning of this piece of land for residential development. The impact on traffic could not be worse, and the current road infrastructure in the area is already seriously overwhelmed during key periods of time during the week and increasingly also on weekends. This part of the county used to have very high quality of life, among others due to high recreational value. This is already not the case anymore because of incompetent comprehensive planning that takes mobility into account when new housing is planned. Increasing density of occupancy is foolish without at the same time ensuring appropriate mobility infrastructure. Your approach to rezoning shows financial greed unmitigated by any competency in sustainable development and ensuring quality of life.

My wife and I oppose this zoning change and the increased density it proposes for a number of reasons including those listed below.
1. Traffic on Northshore is already dangerously overcrowded at 22,000 to 24,000 cars per day.
2. Northshore is so narrow that any accident results in road blockages both both ways.
3. If you need police, fire or ambulance service, current road conditions make this unpredictable and increases emergency risks.
4. As parents of a young driver with 3 more on the way, Northshore is too dangerous for their learning and development with risks to all drivers only getting worse.
5. Current school funding plans can only address overcrowding for some age levels when all age levels require relief at current levels. Where do we put new kids?
6. How many more homes can the existing water & sewer facilities support?

I strongly oppose this proposed rezoning effort. The roads are currently a mess in the effected area with the amount of homes already established. The thought of putting 200+ townhomes/units in will cause an increase of over 450+ vehicles daily with 2,000+ daily trips. The schools and buses are already at max capacity and the infrastructure just would not be conducive with more homes. Furthermore, the type of homes is different from the other homes in the area. We do not need more homes of any type due to the lack of adequate infrastructure for the growth already endured by existing residents.

I vehemently oppose the 1-E-24-RZ proposal. The infrastructure in the area is not adequate for the existing community/residences, especially with the major influx in the past 4 years. Therefore, adding townhomes would multiply 10-fold the amount of cars on Harvey & Northshore (both 2 lane roads that are already super busy). The schools buses are also already over congested with 3 kids per seat and no space to spare. Development of this 44 acre parcel of land is only in the best interest (a financial one) to the developer. Our schools are currently overcrowded. Transportation is an issue already. Texts/emails are sent out to let parents know buses are running late, kids do not have enough room on the bus for their backpacks, band instruments, and athletic gear. Northshore is a two lane road that already has difficulty keeping up with supporting the number of vehicles traveled on it. When a tree is down, or an accident occurs, there is no way to get through. ALL TRAFFIC HAS TO SIT AND WAIT TIL IT IS CLEARED, or turn around. This is just not an acceptable proposition to allow further development of this area.

The road infrastructure in this area is already overwhelmed esp. at peak times. The area also has limited access - via Northshore, McFee, or Martel. An accident on any one, esp. Northshore effectively prevents access to the area. Without major road improvements to Northshore between Westland and Harvey; improvements to rail bridge underpass at Martel/Harvey/McFee; improvements to rail underpass at Martel and Muddy Creek; and large scale development should be carefully considered. Large vehicle access is limited to Northshore in this area due to rail bridge underpasses, which further limits emergency access/egress to this area.

I am a concerned resident living across from proposed land off Northshore & Harvey. Big concern about the traffic which is already heavy at times and a dangerous 2 lane road. Adding to the population without infrastructure in place by widening roads and looking at the schools over crowding first is something I can’t understand. We already have major concerns about the effect of the large housing complex that is being built across from Kroger Brooklawn & Concord Rd. When this gets completed the traffic will be unbearable, not to mention the overcrowding of our schools. I hope you are addressing these issues for the sake of Knox County/ Farragut.

As you probably know, the area consists of traditional homes and has grown so much over the past several years. The infrastructure has been significantly impacted by this. Roads are over crowded and school buses are 3 to a seat so adding 220 or so townhomes will only further impact the area. If you consider most homes have at LEAST 2 cars so that's an additional 440+ cars on the 2 lane road that is super narrow. I vehemently oppose this rezoning for the following reasons. 1) We have been pleading to Knox County for almost a year now that continued development within the area should be suspended until Northshore has been upgraded to handle the current and future traffic needs of the area. The continued irresponsible development within the area is quickly becoming a severe safety issue. 2) There are no other 5-unit/acre developments within the immediate area. The highest level of actual completed development within the area is just less than 3.5-units/acre. The majority of developments were actually developed to under 3-units/acre. So 5-units/acre would not be consistent with the character of the area. Please DENY this requests due to the Northshore & Harvey Roads safety issue but at a minimum Knox County should limit the effect on our community by greatly reducing the number of units per acre and with a written stipulation that attached housing will NOT be allowed. Please heed the voices of the community that is effected by this and voted you in office!

I STRONGLY oppose the rezoning of I-E-24-RZ. While I understand the need for new housing in Knox County, development along Northshore Drive in West Knox County has surpassed the capacity of infrastructure to service such growth. I commute daily on Northshore and unfortunately frequently encounter traffic backups, not to mention occasional accidents which shut the road down and render it impassable. The Planning Commission has a duty to responsibly match housing growth with that of infrastructure in order to support traffic, educational, other demands of a growing population. This development will lead to even more cars on the road which will only add to air and noise pollution, increased travel times, and limited access for emergency vehicle access. Again, an accident on Northshore, especially on the bridges, can leave the road completely blocked. The other thing to consider with regards to infrastructure is schools and buses. Currently, children are sitting 3 to a seat and the bus is at capacity. Additionally homes would mean more school age children. Our schools and buses are at capacity!

Say NO to this rezoning & NO to another so-called "development". Our QUALITY OF LIFE is going down. The Commissioners have a duty to represent our views.
1. Our 2 lane shoulder-less country roads are dangerous & can't accommodate the increased traffic.
2. The Cove Park is overcrowded on the weekends & holidays (no parking).
3. Schools are at capacity & buses are beyond capable of transporting more students as they're @ 3 students per seat already (Safety for the buses/people in the area is already a major concern given how narrow the roads are.)
4. The Emergency support services are at capacity for existing residents. What is the plan to beef up the Fire & Police Departments to support 220+ more "homes?"
5.. Along the same lines, the emergency evacuation is a problem. To leave the Choto area toward Kingston Pike, we can take the curvy & narrow Northshore Dr. or the narrow Harvey Rd. to the infamous 3-way stop underpass under the train track. Commissioners should drive thru that underpass w/out scratching your vehicle then let us know how it makes sense to convert more farmland into more homes.
Please do NOT allow this to happen, our community needs our commissioners to understand the NEGATIVE impact this would have on the community from a safety & QOL view!

To think that a forty acre - five unit per acre development is being considered for any section of Northshore Drive West of Pellissippi Parkway is insane. With that consideration being realty, I can only conclude that no one voting to approve this project either live in this area nor do they plan to safely traverse this area once this development is completed. Northshore Drive is not equipped to handle the amount of residents and traffic as it stands. Maybe this project is a some type of experiment to see just how far safety, traffic and the school system can be pushed without the county and state stepping in to either STOP development or produce infrastructure adequate for the population. Be sure that this citizen can see the following are the proximate results of this or any other major development in the area: more accidents will take place on Northshore Drive, commute times will increase (so will greenhouse gases), and our schools suffer with no additional resource allocation (as the current county/state regimes are concerned more about censorship, vouchers and profiting friends than teaching and leading the next generations). I live in Woods at Choto. The existing roads in this area are already too congested and narrow with no shoulder. When there is a wreck it shuts down traffic for quite some time. This is a wonderful area for single dwelling homes that are expensive. This is no place for multi unit complex. Just like the other re zoning attempt earlier. This proposed construction should be in an area more conducive. That property should be used for single dwelling homes like is done for 100% of this area.

It is ok for the Farragut to say no to more development. It is ok for us to have farmland and open spaces. Not every inch of this area needs to be taken up by homes and townhomes. I would like to express my concerns about the proposed zoning change at the corner of Northshore and Harvey Rd. The infrastructure in this area is not sufficient to support high density housing. The current infrastructure reflects the low density residential housing in this community. Since there are no neighborhood and community services, all residents will be forced into the same area for these services. This will increase traffic on narrow, curvy roads, which will increase accidents, traffic delays and will overburden our schools. Infrastructure needs to be improved/expanded before the area can support an influx of population. We do not want to set a precedent for other expansions that will continue to exacerbate an already over-burdened infrastructure.

I oppose the rezoning request of 3+ houses/townhomes per acre. Northshore can not support the additional traffic. The roadways are narrow with no shoulders and steep drop off and the amount of traffic passing over this stretch is at capacity. In its current condition it is a dangerous road to travel. Farragut schools are at capacity (elementary school is utilizing portable classrooms outside the safety of a secured building). Northshore must be widened to accommodate EXISTING traffic problems and dangers. In last few weeks alone multiple accidents, power lines downed resulting in power outages, downed trees resulting in Northshore total CLOSURE, making impossible emergency services for anyone of the thousands and thousands of people that already reside in this stretch of Northshore. Helicopter evacuation was required for another lady whom word is did not survive. Larsen Jay sent a letter to Mayor Jacob’s requesting roundabouts near us to help this matter, in which he cites TDOT data (thank you Larsen, what a gift) proving 38% increase in accidents on Northshore stretch in 2022. KCSD in 2023 reduced requirements for documenting wrecks so any data moving forward is false or at minimum skewed. Funds were reallocated to WIDEN Northshore rather than expand greenway at a time that head on fatality occurred. We are now told they are “doing both”. Further, against knox code - such a development will adversely impact the character of the overall area, allowing Planning to VOTE NO, WITH JUSTIFICATION. VOTE NO.

My husband Jim and I are homeowners at 12515 Choto Mill Lane in Knoxville and we live very close to this proposed development. We strongly oppose this high-density development in this location, with one of the greatest concerns being the significant amount of additional traffic that this will add to an already over-crowded Northshore Drive.  Northshore Drive serves as the main trunk line carrying traffic in this area, and it has already seen huge increases in traffic due to major housing developments over the past 5 or so years. This two-lane country road with no shoulders, simply cannot safely handle an increase of the magnitude that this high-density housing will generate.  I believe that taxpayer funding needs to be spent to help improve the current infrastructure (e.g. widen roads, build new schools) which was allowed to be ignored while many earlier housing developments were approved and built...basically ignoring the the needs and quality of life of the residents that already live here.  No additional developments should occur until the infrastructure is upgraded sufficiently to support not only the existing residents, but any future developments.

Northshore Farragut resident that OPPOSES THE REZONING. A choice to allow the building of more residential structures would indicate interest in profits over doing what is right for the community. We can not access Northshore from our neighborhood in a timely manner due to the current traffic volume. We live in risk now of not being able to react to a crisis or emergency that requires basic levels of commute time. Any added traffic before road widening would create a further serious crisis. We have been promised for 20 years Northshore Road would be widened. When there is a traffic wreck, emergency vehicles cannot get to the victims. People have died because of this. Northshore and Harvey roads have been overbuilt. This is matter of life and death. Turning out of our neighborhood is a nightmare already. Adding 200+ townhomes to the already overpopulated area is only going to hurt the existing residents. I am writing in opposition to the rezoning at 1630 Harvey Rd. I am not opposed at all to well planned and managed growth within our community. My family has lived in Jefferson Park for over 10 years, and we have seen a significant and unsustainable amount of increased traffic with serious safety concerns. This is especially prevalent during the school year between 7-9am and 4-7pm. Turning left on Northshore requires taking a significant amount of risk during these hours - in fact, I make make teenage daughter turn right and go to the Choto round about just to make a left hand turn. The parks and baseball/softball fields also further overwhelm Northshore during Spring and fall sports. Knox County needs to improve and widen Northshore before continuing development in and around the Choto area. Approving the rezoning would be an egregious and intentional neglection of the current residents safety. Therefore, I OPPOSE THE REZONING. Northshore Drive has to be widened to at least three lanes. This has to start immediately but there are no approved plans now.

I am opposed to the zoning density change and new development planned for Northshore and Harvey. This area continues to be developed when the county has not appropriately invested in the infrastructure to support this many people. Accidents are up 30 plus percent in the last few years as noted by Laresn Jay in his letter to Mayor Jacobs back in Sept quoting a county traffic study. Every time there is an accident out here, it makes it almost impossible to route traffic because there are so limited ways in and out of this area and it’s only a two lane road. If there were a traffic accident at the same time as a medical emergency in one of these neighborhoods you wouldn’t be able to help your constituents. Until you fix the infrastructure, please stop enriching land owners and developers at the rest of our expense.

I am writing to express my strong opposition to FILE #: 1-E-24-RZ the proposed rezoning at the Northwest side of S. Northshore Dr., east side of Harvey Rd. The addition of multi-family housing that will cause traffic and safety problems, create even more problems with schools that are already over-capacity. Traffic is a major area of concern. Traffic is heavily congested at the roundabout located at Northshore drive and Choto Road. The local neighborhood traffic will disproportionately surge during morning and evening rush hours, causing traffic issues during critical times for the existing neighborhoods. Furthermore, the 12500 block of Northshore Drive is prone to traffic accidents and has resulted in the power line poles and fence to be replaced multiple times. Schools in the area are already reported at overcapacity, and the council should not approve multi-family dwellings that creates or exacerbates a situation that will cause school concurrency to fail for this proposal and/or other approved plans.

Responsible development must include widened roads, additional school capacity, and infrastructure. These things must come BEFORE the housing. I strongly oppose the proposed development at S. Northshore and Harvey Road as neither Northshore nor Harvey Road are constructed to support any new development. Northshore is narrow, without shoulders, has blind hills and is unsuitable for heavy traffic, especially during "rush" hours in the morning and the afternoon which now appear to last for hours. If we had an emergency during peak hours, we would have no alternatives as traffic is stopped on Northshore due to buses and commuter traffic or trying to get through the railroad underpass on Harvey Road, always a challenge. Until Knox County is willing or able to provide more connector routes, like Concord Road to siphon off some of the traffic, there is no reason to approve any new development. The schools are already a challenge [note the proposed school on McFee that was cancelled as no buses could get through the underpass] and Northshore is often blocked for several minutes as buses load and unload children safely. In the alternative, I would suggest as low density a subdivision as possible, no more than one to two houses per acre to minimize the number of vehicles in the road.

It didn't take long for us to realize that we had moved to a very poorly planned area of the County. The infrastructure in the Northshore Drive/Choto Road area is certainly not adequate. There is too much traffic on a very dangerous road. Any addition to the population in this particular area is not only worrisome, but dangerous. Dangerous to me, my family, and every other resident and visitor to this area of Knox County who must utilize these roads because of the limited number of thoroughfares around the water.

I'd like to express my concern over the proposed density of 4/5 units per acre on this property. As duly noted, the surrounding neighborhoods are maximum 3 units per acre and there are none with attached dwellings or zero lot line dwellings. The tight, two lane roads in the area are at capacity particularly during morning and evening rush hours, during softball season along Concord Park and any time there are cyclist and maintenance crews trimming and collecting debris. The very narrow train underpass at Harvey Road and Boyd Station is the only direct access to Kingston Pike west of Virtue Road. Although it is impossible to stop growth, the infrastructure should be in place before development occurs in order to ensure safety and quality of life for tax-paying residents. Once again, high density housing in such a rural area is NOT acceptable. The infrastructure in this area is NOT able to support such high density housing. The new community developments in recent years and current developments underway have been and will continue to over-stress the current infrastructure. Our roads are largely un-improved, narrow, lack drop-off barriers, and are rarely re-lined, just to name a few major issues. Frequent traffic back-ups and head-on collisions (near miss head-on collisions) are an everyday occurrence. The way the Tennessee river wraps around this area means there are few ways to enter and exit this area, which is the cause of the current traffic issues. We already have way too much traffic and speeding drivers and no local police to enforce the current speed limits. The current volume of construction trucking and equipment is already MORE THAN PROBLEMATIC, its dangerous! Such being the case, this application needs to be and must be soundly denied.

I oppose the further construction of high-density housing on Harvey Road and Northshore Drive at the site mentioned above. Due to the current condition of the roads, it is not feasible to increase traffic density further in the area before the roads are widened to at least 3 lanes and "shoulders" to the road are built. Currently, if there is a life-threatening accident in the area, the road conditions on Northshore hinder emergency traffic to be able to get to the injured person in a timely fashion, therefore a bad outcome with permanent disabilities and even death could occur. Also, the schools are over-crowded in this area which could ultimately lead to decreased quality of education if more schools are not built before more construction is brought to the area. Again, the area already has a highly dense population and traffic, therefore in my opinion I think the roads should be widened to at least three lanes and there should be more school development before further high-density development is even considered and brought to the area. Northshore from Choto Rd to Harvey Rd is still a rural road that is utilized as a biking road, as well as a main road traveled for some areas. As it currently sits, this road cannot handle an influx of traffic and is already extremely dangerous for bikers and drivers. This development will overburden the already congested Northshore Rd that is one lane in each direction with several roundabouts. This will also require additional school buses for children living there which will further congest daily traffic. The railroad bridge at the north end of Choto Rd and Old Stage road also does not allow for the additional traffic this new subdivision will cause. As it is you can only safely get one vehicle under the bridge at any given time. Until the county builds out the road infrastructure to accommodate high density population growth, we cannot be adding additional high congestion traffic to the area. It is not safe. When a traffic accident occurs, it would back up traffic for miles, not giving people any alternative routes. There is only two ways into that area by road. One is by Choto Rd and the other is by Harvey Rd. Choto, Harvey and Northshore are all one lane roads in each direction. They can barely handle the traffic they have now, far less adding more from high density population neighborhoods. Build the road infrastructure first, then add the high density residential housing.

The consistent ongoing attempts to rezone low-density zoned land and agricultural land in West Knox County's South Northshore region corridor to multi-dwelling units frustrates me, and I outright oppose this. Given the current in-place infrastructure, the proposed rezoning request for the site at the intersection of S. Northshore and Harvey Road is not feasible. Due to inadequate infrastructure, anyone using this region daily - including schoolchildren - runs the danger of getting hurt or worse. The natural beauty and wildlife habits of Knox and Loudon Counties have seen significant changes due to the construction of new housing projects with small acreage per home in recent years. West Knoxville has emerged as a hub for several high-density residential developments recently. Before rezoning and developing further projects like this in this area, please fix the current challenges, including inadequate infrastructure, our congested school system, and the storm water drainage challenges of the Northshore Corridor.

This could have had a tragic ending because the road is so narrow, it is impossible for emergency vehicles to access during a lane blockage of any sort. In recent years, due to the additions of several residential areas, Northshore and surrounding roads have become excessively congested, leading to faster erosion of Northshore Drive itself. I live in Falcon point my house runs along Northshore and in my backyard there is a drainage basin, which directly runs into this proposed land development. I had the Knox County flood engineers come over about three years ago to look at the basin, because no maintenance has been done on it in over 15 years. The flood engineers told me and the HOA that the next big flood will flood my house and the neighbors houses and still nothing has been done to fix our houses from being flooded. this development will just add to that flooding risk. something needs to be done about keeping up with our flood safety before we add more houses to North Shore. Also the infrastructure, the traffic, and the narrow lanes are very unsafe at more houses more people on this dangerous street. the schools are already completely overcrowded. Knox county needs to take care of the flooding risk, infrastructure, and our kids education and safety before allowing another development to worsen the already existing problems that the residence of this area have been complaining about. Also residence of this area moved here to live in a more country style surroundings. we do not want townhouses invading our area country like area and ruining everything we love about our Choto.

Farragut township should provide adequate roads into these areas of mixed residential and farmland prior to continuing to build more homes. The Northshore road is backed up daily during rush hours and presents challenges for emergency vehicles. I’m not entirely sure about the rules or guidelines to infrastructure but it seems Farragut maybe getting ahead of itself putting the cart before the horse so to speak. Moreover, as the already in progress subdivisions are completed we can expect even more pressure on these roads. Farragut commissioners should come up with a plan to manage this before green lighting more housing projects.

We have at least 4 large neighborhoods with many, many children. Our neighborhood Falcon Point has over 100 children. So many horror stores of children left at school because of no seating, 3 to a seat and children on the floors of the bus…it gets worse in bad weather. I can go on… Lack of service ambulance, fire, hospital services. Everyone expected normal homes to be built. We never expected townhomes that don’t conform to this area. And I could go on…. I would like to express my opposition to the planned subdivision at Harvey and Northshore 1-E-24-RZ. The plan of 5 units per acre is out of character with the area, which most subdivisions are closer to 3 unite per acre. The infrastructure in the area cannot handle more traffic. There is no way to widened Northshore Drive to accommodate additional lanes. The schools are overcrowded as is and a new school is several years away at the earliest. I am aware thar development is going to continue, I just ask that the density of the homes in the area be controlled and kept 3-3.5 homes per acre. While I certainly understand the rapid growth Knoxville and Knox County are currently experiencing and subsequently the need for additional housing developments, I have serious concerns with the density numbers submitted in this latest proposed development. The growth centered in the Harvey/Choto Road vicinity and even that of adjoining areas such as McFee and Virtue has been explosive in the last two years. We have not yet even begun to feel the impact of the Saddlebrook McFee development as the build-out has just begun. The traffic patterns, lack of an ability to divert traffic out of these areas, and overcrowding of facilities and schools in the area are of major concern. Although I am not against additional housing, I am against any additional development until Knox County spends money expanding and updating the infrastructure to support this proposed development. These roads have remained the same for decades with no forethought to the massive migration that has occurred and is continuing to occur in these areas. The overcrowding to the few schools available is also of major concern. Knox County has also done a very poor job of stewarding the density and requiring developers to include greenspace in these projects. You are transforming beautiful rural communities into acres of "knox box" housing with no forethought to the damage to overall beautification or community landscape. There can and needs to be a balance!

It is absolute INSANITY to add homes of any type in this area without building the appropriate infrastructure. I understand that land owners should be allowed to sell their land, I would not want to be denied the right to sell my land if I wanted to/needed to. I do however think that there needs to be a moratorium on building west of the Concord Road/Northshore roundabout to Loudon County until the infrastructure can support it. There needs to be an immediate plan to widen the road, fix the water drainage issues, build new schools, etc. before any additional building occurs. We need to understand that we still, for the time being, live in a country that mostly believe that "WE THE PEOPLE" run the country through our elected officials. 1) 2roads will be traveled to get from the area. Both roads have safety issues.
A) Northshore, the road is too narrow for current traffic. Approximately 20,000 vehicles a day travel this road. There are no shoulders for emergency exit. This causes problems for emergency vehicles trying to get through the area. Northshore also goes by Concord Park, the ball fields and Yacht club, these areas are very busy and congested. More traffic would be a further safety hazard.
B) the other road from the area is Harvey through the railroad tunnel. This tunnel is too narrow, lots of times only allowing one car at a time to go through. The Tunnel needs to be widened. There’s also developments going up on McFee and Harvey which adds more traffic.
As a property owner I do not want the value of my property to be decreased because of housing not equivalent to this area.

I support this rezoning as the available homes in the Knoxville area are scarce and cannot support the need already in place. Knoxville is actually highly under developed, and will continue to be so if qualified and thoughtful communities are not approved by the planning commission. The proposed development for S Northshore Drive and Harvey Road is a single-family residential subdivision. The proposed development project will showcase luxury semi-custom patio homes, on properly sized homesites. These homes will be at an estimated density of three (3) units per acre. These homes will target empty nesters and retirees that want to relocate to the East TN area. Based on these demographics, the impact on the local schools should be minimal, and the tax dollars gained from these individual properties would go a long way to increasing infrastructure and road improvements in the area. Additionally, there may be a small section of the project that will feature triplex townhomes at an estimated density of 5 units per acre, but this may or may not be part of the final plan for the community.

The developer proposed zoning at 3 homes per acre. An increase to 4 or 5 homes per acre should not be allowed for the track or any portion of it. There are valid concerns regarding traffic, schools, fire service and other infrastructure. The planning commission cannot ignore these concerns and needs to coordinate with other branches of government so that we have coordinated intelligent growth. When it proceeds, I would like to encourage TWO access roads in/out of this new development: one on Northshore AND one on Harvey. I believe this would give optiobs and lighten the congestion into and out of the neighborhood. Thank you for your logical consideration of our concerns!

The high density housing zoning request needs to be stopped. Harvey road is a narrow road that was originally used for a small rural community. This road cannot handle more traffic unless there is plans by Knox County and the developer to totally redesign the road into a wider straight road with turning lanes. This road feeds into Northshore which is beyond capacity for traffic. Northshore needs significant improvements before any other developments are built. These roads cannot handle high density housing.

The addition of the development across from Falcon Pointe would greatly hinder not only traffic on northshore but also increase commutes for individuals and families going to work and school. Wrecks are also a huge concern with added cars on the road with no other lane to smooth out the flow of traffic, wrecks are increasing with the flow of traffic as is and adding in a development would make it worse. All the farms were transformed into housing erasing the country atmosphere. The same problems arose, inadequate roads and supporting markets resulting in a further decline in agricultural land. As a 31 year Knox County resident and new property owner off Harvey road, I am very concerned for the safety of my family and neighbors. THANKYOU for recommending less density at 3/ AC. However, the elected and appointees should consider the vote as you continue to add housing in the deep west Knoxville quadrant. Most concerning is the power, water and safe roads to support this rapid and dense growth around formerly dense agriculture areas. There were brown-outs in 2023. Have you studied the power needs already in the LCUB area? The 1st Utility Water pressure is not keeping up with current demand. Have you done a study of their infrastructure to see if they are ready for the added water use? The roads are not designed for more cars. Particularly the Northshore to Harvey Rd area. You would be adding to an already dangerous roadway. Please! At a minimum widen Northshore in this area, straighten this road out at the round-about! Send Knox county sheriff over to watch how people take wide turns and drive over the line to make a turn. Notice the swerve-driving as people are distracted on a Northshore drive with with no shoulder! Come check this area out for yourself! It is dangerous! Please! Fix these infrastructure concerns BEFORE you build another neighborhood!

Between the new neighborhoods off Mcfee road, just around the corner in Lenoir city, the new apartments in Turkey creek and the new apartments off Campbell station… the town of Farragut cannot handle any more!!! Adding more cars will be disasterous and deadly. Our schools: how many children live in this part of town and what does that do to our school system? Cannot fathom what another neighborhood will do to the overcrowding and safety of our children. Our resources: they’re already spread so thin. Do you know I had to call 911 3 weeks ago because of an incident. THREE HOURS LATER, I got a phone call asking if we still needed an ambulance dispatch. THREE HOURS LATER !!!! Our town, our roads, our businesses are NOT designed for this amount of people. Look at Florida- my home state, or California. Keep Farragut beautiful!!!!!!!!!!! I know people want the money, the land owners and the developers but there has to be a better, more appropriate way to go about this!

The thought of creating a new neighborhood that has such a higher density of residential homes as proposed is greater than the other neighborhoods in our area. There was one down the street that was going to be 11 per acre but it fortunately was stopped. More than 2-3 per acre is going to put a strain on the already dangerous Northshore Drive. If you added 5+ residential units per acre you would be adding at least 200 more cars to the road and this would increase the danger that already exists. This new neighborhood if approved must be smaller number of units per acre.

I am not opposed to progress. However, the Planning Commission keeps approving construction of large developments in the Northshore/Choto area without any consideration to the limited access/egress to the area. Northshore Drive is the predominant means of travel to the area. I live in Jefferson Park and it is getting more and more dangerous trying to exit out of the development due to the volume of vehicles. At rush hour, it can take 15-20 minutes to try to get out and even then, it’s by taking extreme risk. It’s time to stop the development in this area until a plan is put in place to make it safe for the people that live in the area. I know that there are plans to widen Northshore by a couple of feet but this only makes traveling on the road safer. It does not resolve the issue of too much traffic on the road. Please do not approve any more large scale developments in this area

The proposed development is inconsistent with the surrounding character and most concerning, would add significant congestion to already narrow roadways, creating safety concerns for local residents and those traveling the roads. The curve by Northshore and Harvey road where the proposed development is slated for is worrisome - especially when navigating alongside large trucks and trailers. There are other dangerous stretches with no available shoulders (creating challenges for emergency access) - eg. by Concord Park. Are there any plans to widen Northshore to allow for increased traffic in the area? To me and as a parent, this is the most important consideration to allow for the safety of the residents.

I respectfully request the commission to consider voting against another large neighborhood to be build off Northshore Drive in this area. For the last couple of years this road has gotten incredibly heavy with traffic, slow traveling at times and numerous accidents. I have gotten caught stalled on the road with my car off due to an accident and there is literally no way to get out of it until cars are able to start moving again. It was a very, very uncomfortable feeling. I have gotten to a point where I avoid going down Northshore if I can because you never know what you may run into. I respectfully understand the concept that a seller has a right to sell their land to someone who wants to develop it, but all roads and areas are unique, and some cannot accommodate an additional large neighborhood to be developed and this area on Northshore Drive is one of them.

I have lived here in Farragut all of my life and have seen it overdeveloped with little to no change to the roads. I oppose the rezoning of I-E-24RZ I am a 19-year resident of Knox County, and have owned property in the proposed area for rezoning of for the same amount of time. Originally the area was specified for 1 home per two acres, and unfortunately the area that has been beautiful rolling hills and farmland has become large subdivisions since my moving here. The two lane roads with no shoulders have been and continue to be hazardous with the amount of traffic the large subdivisions and two plus cars per household has brought to the area. I OPPOSE THE REZONING. When wrecks occur it is difficult to get emergency help to victims because there is no center lane or road shoulder. Ours school are overcrowded because of continuous high density development. Development is more than just building houses. Development has to include widened roads, more schools, and infrastructure. PLEASE VOTE NO!

We cannot add another significant amount of residential zoning to Northshore until additional traffic allowance has been made. More lanes would be crucial as traffic is already consistent and backed-up *daily*. Then, if there is a tree trimming, tree down, or electrical work being done which seems to happen every few weeks, both sides of traffic can be completely blocked for 30mins to several hours. This is not conducive to current and potential future residents.

Opposed to the rezoning. Northshore is extremely dangerous. So many deadly traffic accidents are occurring frequently. Infrastructure is not ready for increase in population.

Please do not approve the rezoning on Harvey/Northshore. The roads are already congested and difficult to get in/out of. The area needs wider roads with more lanes before any new zoning or developments. Our infrastructure cannot support any new development at this time.

Please do not rezone the area in question at the upcoming planning meeting. Harvey/Choto road are already getting too busy. Of course South Northshore is already inadequate to handle any more traffic. It is too narrow and becoming unsafe. Until this is fixed there should be no new housing approved in this area.

Northshore can hardly handle the traffic it currently supports, why are we considering adding 100's of cars, trucks and busses. I am opposed.

I strongly oppose this development without significant improvements to the Northshore, Choto, Harvey, Boyd Station, and Turkey Creek roads. Nearly every morning Northshore drive is backed up from the Concord roundabout to as far as the Choto roundabout during the school year. Furthermore, because it is so narrow and not designed for even the current level of traffic, the road is frequently blocked due to accidents, fallen trees, or other issues. When the road is blocked it affects all surrounding roads, as the closest alternative is to approach from the north via the Harvey/Boyd Station railroad tunnel. This is especially problematic during school pick-up/drop-off times, since that tunnel is impassable to buses. The current roads do not support the current housing well, so additional development should not be approved until the road problems have been remedied.

I object to the rezoning. This area will grow and houses will be built but it should be at a controlled rate at the already established zoning laws of 3 per acre (or lower). There is no reason to force more housing than intended without being able to support traffic with expanded lanes etc. we already have concerns about increased traffic, wrecks, and potential issues with safety services being able to adequately service their area.

I have owned property in the Choto area since 1986 and have been a resident since 1990. Over the past 38 years I have witnessed many changes to our beautiful part of Knox County. The continual development of housing and commercial property has been devastating for the wildlife in our community and the added congestion of traffic has been a nightmare. Multiple accidents occur on Northshore due to the lack of infrastructure to handle all of the increased traffic The proposal to build 5 houses per acre on the corner of Northshore and Harvey will only compound an already nightmare of congestion We have already encountered an episode of. Calling for an ambulance and being told it may take up to six hours to get help. Adding more horsing and people will only compound this problem I strongly oppose this new development as proposed and hope the commission will reconsider and zone for 2 houses per acre maximum

I oppose the proposed rezoning. Southwest Knox county is experiencing explosive year-over-year residential building permit growth. Area growth is rapidly changing the low-density character of the area, placing traffic burdens on road infrastructure designed for non-metropolitan and rural loading.

I hereby express my opposition to this development. The infrastructure in the area cannot support the increase in traffic this would cause. It’s already nearly impossible to turn left out of my subdivision onto Northshore. The roads desperately need to be serviced and improved before putting such additional strain on them.

Please decline the rezoning of this parcel. The residents of this area have asked Knox County for nearly a year that continued development in the area should be suspended. The traffic along Northshore Drive is already very congested and safety is of concern should more traffic be added. The size of the development dies not meet the character of the area. I appreciate your attention in this matter.

My wife and I strongly object the development on Northshore Road.We have lived in the area for 43 years and have watched as the area has become overdeveloped.These rural roads (2 lane) can’t handle the traffic at present. If there is an accident-the traffic comes to a standstill. Farragut schools are already overcrowded. Please recommend placing less units per acre.

I OPPOSE THE REZONING. Northshore Drive is very dangerous now, ten days ago a traffic accident victim had to be taken to the hospital by helicopter because Northshore was unpassable because of the accident.

Regarding the proposed zoning change at Harvey & Northshore. I quote your own case file #1-E-24-RZ, “South Northshore Dr. is a Minor Arterial with a 20 foot pavement width. Access is also via Harvey Rd., a Minor Collector with a 20 foot pavement width.â These existing roads are not adequate to handle the current load. With a car going north and one coming south in an emergency how does the fire truck or ambulance get through? They can’t. Please DO NOT approve any zone changes until the current infrastructure is corrected. If and when Northshore Dr. and connector roads have been widened, please don’t cause another problem in the future by allowing zoning that puts us right back to square one. Any future zoning should be limited to a minimum 1/2 acre lot per single family home. This size is much more in keeping with the character of the existing neighborhoods.

The infrastructure cannot support new building. We must enlarge Northshore Rd, if it’s even possible, before any new neighborhoods can be built. This is not a good plan for our existing neighbors or any potential new neighbors.

I oppose this due to crowding at the schools and on the buses. S Northshore is already a dangerous road and adding this many more homes will not help - even if the driver decides to take Harvey - it’s just as narrow and winding.

Our communities infrastructure can not handle the number of residents this has a potential to add to the area. The traffic is already overwhelming, this will make it unbearable. The number of homes is not acceptable for this area and space.

I oppose the rezoning because there is already enough congestion and traffic as it is. Schools are becoming overcrowded and cant handle any more traffic. There are no shoulder lanes or center lanes so whenever an accident happens it holds up everyone behind them and if it was an actual emergency it would be difficult to get help.

I am strongly against this re-zoning and the building of any more homes in this area until the roads are updated. We cannot handle any more traffic on this narrow 2 lane road. It is a safety hazard each and every day for anyone living in this area. You are absolutely ruining Knoxville, which used to be a nice area-not anymore!!!

I strongly oppose the Harvey/Northshore rezoning (1-E-24-RZ) to support 5 units per acre. While residential development in the area is inevitable, the highest density in the Choto area is 3.5 units/acre, with many older subdivisions in the area at 0.5 units/acre. The proposed 5 units/acre would be inconsistent with the area, and 3.5/acre is already too many. To say that this zoning is “consistent with the sector plan and surrounding development” is simply not true. My husband and I purchased our home in the Choto area 10.5 years ago. We have about 1.5 acres. One of the reasons we moved to the area was the natural beauty and open spaces. We have loved the farms, trees, wildlife, and the lake. It has been difficult to watch the farms in the area disappear, only to be replaced by so many homes jammed onto tiny lots. It truly is an eyesore to see nothing but roofs where there were once grazing livestock. The traffic has become a nightmare and will only get worse with this proposed high-density development. The roads and the schools are already maxed out, and further development of this type is irresponsible. Until the infrastructure issues have been addressed, this type of development cannot be allowed. With traffic as heavy as it already is, emergency vehicles struggle to get through the area in a timely manner. This is literally a matter of life and death. Please do not approve this rezoning.
