Im highly opposed to this rezoning. I live very close to this property. Gallaher View is already a dangerous road and increased traffic will make it more so. And please, must we tear down every little speck of woods we have left to put up more housing? Knoxville residents are sick and tired of it. Please leave the little 7 acres of woods, and the animals that live there, alone. This is not welcome.

I oppose the rezoning of the 7.6 wooded acres on S. Gallaher View Road from Agricultural to Planned Residential. The road is already dangerous. We don't need more traffic on it. The wooded acreage is one of very few habitats for wildlife in the area. The proposed rezoning would increase density, traffic, and noise thereby negatively impacting area property values.

I own my residence on Kingsdale Rd, which backs up to Gallaher View Rd - directly across from the proposed rezoning property. I request that you vote no on rezoning this land to planned residential. The property is on a dangerous curve and blind spot on Gallaher with a documented crash history that includes crashes with injuries. We are already seeing single home houses and vacant land on Gallaher and Westland being bulldozed for multi-unit apartments and residences, exponentially increasing the burden on our resources and infrastructure: more daily traffic on the same size roads, destroyed natural habitats, an increase in construction noise and damage from heavy construction equipment. Rezoning 637 S Gallaher View Rd will add more traffic congestion on the most dangerous part of Gallaher and will make driving less safe for the teenagers and residents of our neighborhood. I turn left off Gallaher into my neighborhood right at 637 S Gallaher, and multiple times a week have dodged speeding cars on the curve. In addition to the increased density and traffic, there will be months and months of construction noise, land closures, construction traffic, loss of wooded buffer and natural habitat for rehabilitated owls released in July, a potentially negative impact to property values. Please vote no on rezoning this property.

Our property is located directly across the street from 637 S Gallaher View Road. We respectfully ask the Planning Commission to carefully evaluate the road capacity, traffic safety, construction impacts, tree and wildlife habitat, drainage, and compatibility of the proposed density with the surrounding neighborhood before making a decision on Case #10-G-26-RZ. Thank you for taking the concerns of area residents into consideration. Dominic and Lu Jan P. [redacted]

Leave this area untouched. we must have this area for various animals to exist.... two lane street cannot handle anymore traffic... area is already overbuilt...stop this now..... keep me informed .... we will be watching... thank you much.... Jerry C. resident

I often drive by this expanse of trees on Gallagher View Rd and marvel at what a rarity it is these days to see such a natural habitat undisturbed. It's a beautiful oasis for the neighborhood and creates much needed shade. I know development is inevitable, but please try to preserve as many trees as possible, and take a care for the many insects and animals that call this area home. Thank you.
10-G-26-RZ Wayne (37919), September 27, 2026 at 4:03 PM
S. Gallaher View in this section is an extremely narrow road with many areas of limited visibility. Adding additional dwellings along this area will create a dangerous hazard for traffic. Construction of dwellings on the steep grade that is on the property could cause massive erosion into the bottom of the property and pollution to the watershed.
10-G-26-RZ Tyler (37919), September 28, 2026 at 12:45 PM
I live right across the street from the property at 637 S. Gallaher View Road and I oppose the proposed rezoning from Agricultural to PR. The decisions made about this land will directly affect my home. S. Gallaher View is already a dangerous road with a history of crashes, including injury crashes. Adding more traffic to an already busy road will create more problems, which concerns me as a parent who has kids that play in a yard that backs up to S. Gallaher. The large wooded area is one of the reasons we purchased property here. It is unnecessary to remove the beautiful mature forest that exists here and severs as a habitat for wildlife, including recently released rehabilitated owls. I urge you to please vote no on rezoning this area.
10-SB-26-F Philip (37919), September 28, 2026 at 1:11 PM
The intersection at Dunkirk and South Gallagher View is already extremely dangerous. Adding 98 homes would further increase the danger that exists and will only continue to get worse once the apartment complex at the end of South Gallagher View is completed. Property values, construction traffic, and lane closures are some other concerns that need to be considered.
10-G-26-RZ Mira (37919), September 29, 2026 at 3:47 PM
We live near to 637 S. Gallaher View Road and drive it daily. We have always been relieved as we drive by the wooded area that is would never be able to be developed. Now we and our neighbors are shocked that there is a proposal to rezone and develop this area. The roads are narrow and curvy, the steep drop off in the wooded area and this is the home to many wildlife are some of the reasons to never develop this area. Also, the quality of life for those in homes around the wooded area would diminish - both for the humans and wildlife. We are asking this Planning Commission to leave the natural state of this area alone and protect it from developers. Thank you.
10-G-26-RZ Chris (37919), September 29, 2026 at 6:52 PM
As a longtime homeowner in this area, I have enjoyed the relative quiet of our neighborhood and the convenience of being close to most everything one could want. I suspect others seek the same, however at what expense? The uptick in traffic in Knoxville in general requires road improvements to accommodate the increase. Unfortunately most of the work needed has yet to be done all while more and more housing increases at a frenetic pace leaving current homeowners with ever increasing property taxes with a dwindling quality of life.
10-G-26-RZ James (37919), September 30, 2026 at 10:50 AM
We oppose this rezoning for a number of reasons. First, S. Gallaher is already a dangerous two-lane road with blind curves where people often drive too fast. Additional traffic from a multi-dwelling development would only make matters worse. We also believe the additional traffic on S. Gallaher would negatively impact our property values. People would look at the narrow road to our subdivision and be inclined to make a lower offer than the current value of our homes. Maybe most importantly, this wooded habitat is home to deer, foxes, raccoons, foxes and other types of animals. There have also been rehabilitated owls released into this area and they keep various vermin under control. Surely there are better places than this wooded area for a development. Please register our opposition to this rezoning.
10-G-26-RZ Vicky (37919), September 30, 2026 at 12:47 PM
I would like to voice my opposition to the rezoning of the 7.6 wooded acres at 637 S. Gallaher Rd for the following reasons: 1. First and foremost would be the additional traffic on S Gallaher View Rd which is already dangerous as it is very narrow and curvy. 2. Another housing development, recently approved and less than a mile away, will be adding to the challenging traffic along this road as well. 3. This heavily wooded area currently serves as a noise buffer and wildlife habitat. As a lifelong resident of Knox County, I ask that you not ruin another area of our county for those that live nearby. If you are not familiar with this area, please come look for yourself before approving this proposal.
10-G-26-RZ Richard (37919), September 30, 2026 at 4:46 PM
Myself and many of our neighbors are concerned about the potential development of this 7.6 acres. Gallaher View road is already very heavy with traffic. The land is home to lots of wildlife, including deer and red foxes, and rehabilitated owls. Can't we please have a piece of woodland (this piece is too steep to develop easily anyway) that is left alone and not developed! Please say no to the rezoning of this land. Thank you, Richard M.
10-G-26-RZ Ava (37919), September 30, 2026 at 6:29 PM
Dear Members of the Knox County Planning Commission, I am a homeowner who lives directly across the street from the property at 637 S. Gallaher View Road, and I respectfully urge you to deny the requested rezoning from Agricultural to Planned Residential.
10-G-26-RZ Valerie (37919), September 30, 2026 at 7:18 PM
Please distribute attached document to the committee for review re: case 10-G-26-RZ. The present application is materially different from the July request. The previous request sought PR zoning at up to 4 dwelling units per acre; the current request seeks up to 1 dwelling unit per acre. This reduction lowers the potential number of dwellings and reduces staffs estimated traffic impact from 333 to 87 daily vehicle trips. The objection is not that the two applications are identical. The issue is whether the reduced density, without a binding development plan or complete transportation review, resolves the unchanged roadway and environmental concerns. Staff acknowledges that existing Agricultural zoning and requested PR zoning allow the same general density of approximately 1 dwelling unit per acre. The record therefore should explain why a zoning amendment is necessary, rather than merely advantageous for a preferred arrangement or clustering of dwellings.
10-G-26-RZ Karl (37919), September 30, 2026 at 8:30 PM
I would like to voice my concern for the development of this land. The acreage is located immediately across from the entrance to our neighborhood, Cambridge. South Gallaher Road is a very narrow, curvy, hilly, and dangerous road. In addition it is a main thoroughfare for cars to use as a cut through from Westland Road to Gleason Road and Kingston Pike. Much development has been done on South Gallaher Road over the past 30 years with no improvement at all to the road. Our fear is that an additional housing development will only cause a more dangerous situation for the existing residents. The density of our area is already stretching Gallaher View to the max. Construction on the road would most certainly require road closures and delays to an already hard to navigate road, resulting in a dangerous situation for all. This land is the only wooded and natural area left in the immediate area and should be left for the existing wildlife that call it home. Disturbing the area would disrupt that wildlife and the rehabilitated owls that were released in July. Please give serious thought and consideration to our concerns and opposition. We appreciate your help in this matter.
10-G-26-RZ Melinda (37919), September 30, 2026 at 9:55 PM
I strongly oppose the building of any dwellings on this site. The last thing we need on this already highly travelled road is more traffic. S.Gallaher View is narrow and curving, with a documented crash history, including injury crashes. With the new housing units being built on the corner of Westland and Gallaher, this will only get worse. The construction of the project will be an ongoing issue for months, and, more importantly, the wildlife habitat will be destroyed. I have read the other comments and I agree with everyone. Please do NOT go forward with this project.
10-G-26-RZ Scott (37919), September 30, 2026 at 10:08 PM
I strongly oppose this zoning change. Living very close to this location, I'm familiar with this property along a narrow stretch of road on a sharp curve that is wholly unsuitable for development. The traffic burden on S. Gallaher has already increased significantly in recent years. Adding more volume through residences on this sharp turn is unsafe, irresponsible, and will irreversibly damage one of the remaining pockets of natural habitat that contributes to the identity of our community. My neighborhood backs up to the property that is being reviewed for rezoning. To rezone this property would be a huge mistake by local government. Gallaher View is a dangerous road. It's already difficult to pull out onto Gallaher View because it's used as a cut through from Westland to Kingston Pike. It's a curvy narrow road, and people already drive too fast on it. The wooded area is home to a variety of wildlife. We frequently see deer, wild turkeys, owls and more. The grading and removal of trees would seriously impact the integrity of the land around those seven acres. We have very few green spaces in this area. We have lost many others in the last few years. There is already development at the south end of Gallaher. Any thing more would cause overcrowding and overdevelopment that would have a negative impact on the surrounding neighborhoods for years to come.

We have lived and raised our family in the Woodbrook Park Subdivision which is positioned against the area in question to be re-zoned. This area of Gallagher View road Cannot handle the road traffic if another plot of houses are built. I agree 100% with a letter submitted by our neighbor Hannah Stuart who lives on Brooktree Road. This would obviously disrupt the wildlife eco system that has been thriving in these woods for years. The site is on a slope which would mean a tremendous amount of dirt etc would have to be brought in which Will cause significant drainage issues not only for that area but our subdivision which sits below. Please reconsider zoning this for residential, there are Many people in this area that Will be affected and do not want this to happen.
10-G-26-RZ Jo Ann (37919), October 1, 2026 at 6:34 AM
This property is on the almost 360 degree curve on Gallaher View Rd - a road used by young drivers attending Bearden High School. There is all ready construction of 64 additional dwellings near the railroad tracks that will add traffic onto this street. Another consideration is the high voltage TVA power lines that goes thru the middle of this property that makes placement of entrances at more dangerous locations My personal concern is the added runoff of water that will flow thru my neighborhood as we are located down the hill from this potential development. Please deny this request for a change of land use.
10-G-26-RZ Jennifer (37919), October 1, 2026 at 10:10 AM
I am writing to strongly oppose the proposed rezoning of 10G-26R-Z from Agricultural to Planned Residential.
My biggest concern is traffic and road safety on Gallaher View Road. This is not a straight, wide road designed to accommodate a substantial increase in traffic. It has numerous curves, limited visibility, and areas with poor sight distance, creating an already challenging and potentially dangerous driving environment.
Adding a large number of homes would bring significantly more vehicles onto Gallaher View and surrounding roads. I am concerned that the existing road infrastructure cannot safely support this increase.
This is about more than inconvenience, it is about the safety of residents who live here and travel these roads every day. Before approving this rezoning, I ask the County Commission to determine whether the roads have the capacity and safety infrastructure necessary to support the proposed development.
I respectfully ask the County Commission to deny rezoning case 10G-26R-Z.
Thank you for considering the concerns of Gallaher View residents.
10-G-26-RZ Jim and Shannon (37919), October 1, 2026 at 11:06 AM
We live in close proximity to the proposed development off Gallagher View Rd. This section of Gallagher View is already hazardous to travel. This proposal just increases those hazards. Construction traffic and lane closures are very likely to create significant access and exit issues for current residents of existing neighborhoods in the area. The wildlife in the area depends on the canopy provided by all the mature trees. Removal forces that wildlife out. PLEASE take all of this into consideration when making your decision
10-G-26-RZ Meagan (37919), October 1, 2026 at 11:19 AM
My home backs up to Gallagher View Road. There is already construction underway to build a huge amount of homes at the south end of the street. This road cannot sustain more development. It is a two lane, dangerous street with blind curves. We ask that you leave the small amount of habitat that remains for the animals that live in this area. We don't want more development.
10-G-26-RZ Laura (37919), October 1, 2026 at 12:09 PM
I also live in the Woodbrook Park subdivision downstream from the subject property. I share similar opinions to those expressed. I thank the planning commission for seeking to limit the density on this site. However, I would strongly suggest that the planning commission at least require a development plan be submitted before approving any change in zoning. There needs to be some idea of where and how a development would be clustered on the site. And please keep the density at no more than currently allowed. This is a very dangerous road as it currently exists.
