We own the property to the east of this property. A natural water spring is located on our property which feeds the lake/pond located on the lower section of this property. In addition, this lake/pond is the water shed for all the properties from Marietta Church Road to this property. Any development of this property must not interfere with this water flow. A restriction should be placed on this rezoning to prevent interfering with this existing water shed.

We are FULL! We don't need anymore traffic or overcrowded schools! Traffic is awful already! You are nothing but money hungry [redacted] that care NOTHING about our community! If I could afford it, I would move to Anderson County! I hate the traffic hear and all the hamburger joints, the horrible elementary school, that STUPID workout equipment lining the roads, and our LOUSY park. Start caring about the people that already live and quit bringing more in! And of course, I know....you could care less about how we feel.

This proposal of 15 condos does not match the existing homes in this part of the neighborhood. The construction of this type of high traffic residences will cause strain on this section of the community. I urge you to not allow this deity change at this address.

This proposal is terrible! We already have multiple accidents at Bakertown which is still a single lane road. We can not get out of our road of Lobetti, to cross the road, making a left hand turn! There are already multiple resident neighborhoods going up everywhere adding to an already lacking infrastructure! We still are left with a single lane after you cross Middlebrook Pike to the south which backs up all the way down Lovell to Pellissippi, after 4:30 PM. Our bus driver can't even pull out without parking the bus full of kids in the middle divider for a open spot to get in, taking our kids to school. Classroom sizes are maxed out in the surrounding schools. When is this ever going to be enough? Let the infrastructure catch up! PLEASE DO NOT LET THIS HAPPEN!! THANKS

This property is between other residential / agricultural properties where homes are. A business smack dab in the middle of a residential area is not good for the business nor traffic and the infrastructure of the neighborhood.

This is a huge mistake to build anything else here on E. Beaver Creek. I don't care if it's 1 building, that's 1 too many. What is anyone thinking adding something so massive to a tiny road that's already maxed? There are already so many accidents on East Beaver Creek, this will absolutely add more to it. No one cares about this part. No one cares or gives 1 ounce about the people. Money always trumps people doesn't it?

In the mornings, the road is literally backed up from 1 end of the road to the other with traffic. People use this small road as a cut through to avoid the Emory Road traffic, and that's getting worse! Now, add probably 1000+ more people to this?! NO! Make it make sense?! Please LEAVE US ALONE THAT ALREADY LIVE HERE! There's other, much better places to put this dumb mess other than a teeny tiny road that absolutely cannot handle anymore new traffic -at ALL!! This is a huge hazard. It's dangerous! Figure out another place for this disaster, because having it here on E. Beaver Creek is a massive, huge HUGE mistake! NO ONE WANTS THIS! STOP! We are full!!

This is a horrible proposal. The public utilities here are NOT adequate to suggest another 21 houses on that small narrow lot could possibly be considered responsible planning. I'm aware the commission will likely rubber stamp whatever their greedy developer friends ask for, but this narrow 2-lane road with almost 9,000 cars per day should not be forced to support additional traffic from another 21 new houses. This additional unsupported traffic would be a burden to current residents, which I'm aware you don't care about. This builder should not be given license to increase pollution and drainage issues by bridging and damaging the existing stream, and continuing the poor site conditions displayed so far on this project. The recently remodeled house on this lot was turned into a trash dump and eyesore for more than 3 years. Please use reason and common sense and deny this greedy request. Please don't allow them to pretend slapping up 21 houses in a backyard should be called progress. This rezoning request was already attempted and denied in the past, why do they get to keep bellying up to the trough like greedy pigs and trying the same bad ideas over and over again until they get what they want?

This has already caused significant disruption in our residential neighborhood, with large tractor trailers, trucks, and other heavy-load vehicles traversing our area from both Strawberry Plains Pike and Gov John Sevier. The property owner has been operating for a year without going through the proper channels to get approval. They've even lied on their application, claiming minimal traffic when, in reality, traffic has increased dramatically, causing damage to our roads. The secondary roads, which are not marked, are now being used by these large vehicles at high speeds, cutting through people's properties because they cannot make proper 90° turns due to their size. This is simply not the appropriate location for a mulching business. These large trucks are damaging the Knox County residential roads, creating large potholes because they just can’t handle the weight and posing a safety risk with no fire hydrant near the property. The presence of tractor trailers, box trucks, and flatbeds navigating our small, winding, secondary roads is dangerous for everyone.

There is absolutely no way that our roads or schools can handle any more subdivisions being built. I have lived here my entire life and traffic is the worst its ever been. Corryton doesnt need anymore homes built. Look online - there are plenty listed for sale.

The request to build a densely populated subdivision in this location does not fit in with existing structure/planning in addition the narrow roads cannot handle the influx of traffic this would bring. The commission should look to limit the property sizes to align with the existing area of ~1 per 1/2 acre. This will do irreparable damage to the area's aesthetics while creating traffic that the infrastructure cannot safely handle, this type of development should not be allowed in this location.

Roads leading to this can not support large trucks in very narrow roads with no shoulder. The property has already begun processing mulch even though zoning is still not commercial

Putting a 300-unit apartment complex in this area will greatly increase the vehicular traffic in the area. This is mostly single family homes in this area and putting up such a large development will change the neighborhood atmosphere. Schaad Road in this area has already had a great many vehicle accidents and this seems like it will just add to the likelihood of more accidents with people entering and leaving the complex. I am a board membe of a local HOA board and most residents are not in favor of this. Is there anything we can do to cut down the number of units?

Please DENY this request as presented. Our community has added thousands of homes in recent years, and the resulting impacts are already quite evident traffic congestion has increased significantly, and our road network has not kept pace with this growth. Local schools are also experiencing capacity strain, with no clear plan for how additional households will be accommodated.
We need to put a stop to four-per-acre developments. These high-density, uniform (cookie-cutter) developments are negatively impacting the long-term property values and stability of the surrounding community. The character of Karns is being destroyed by these developers and the Knox County Planning Commission that is allowing it time and time again.
I respectfully urge the Planning Commission to consider the cumulative impacts of recent development and require meaningful infrastructure improvements, school capacity solutions, or a reduction in density before approving this and future requests.

Our neighborhood already has difficulty turn left out of our subdivision during high traffic times (which is honestly most of the time now), and the subdivision being built directly across the street hasn't even been built yet. East Beaver Creek cannot handle any more traffic. Please do not allow this massive new housing development to be built on this road.

Not only does this company not have proper licensing, but they have lied about how there is “no increased traffic”. The roads have gotten exponentially worse and more unsafe to drive, due to oversized tractor trailers and trucks using the secondary roads for commercial use. The shoulder-less roads are too narrow for such vehicles to travel on, and only damages the infrastructure. Not to mention peoples’ property being ruined due to said vehicles not having proper places to turn around in.

My wife and I would like to make a comment that we are not interested in a Smithbilt neighborhood being built in this area. Smithbilt did not engage with local community to even see if there was interest. Because they know we do not want it here. Our community is tired of the over saturation of people in the area. There are already to many people here. Build your neighborhoods somewhere else.

It states the property is between the E. Governor John Sevier Hwy and the Strawberry Plains Pike interchange. And do you know what is in between all of those two roads? that residential back streets! A business like this doesn’t belong in a residential neighborhood.

If this subdivision is built without Bakertown Rd being improved in the vicinity of wherever the entrance/exit is placed, it will make an already dangerous road even moreso. Vehicles speed on this road in both directions and coming from the Bert Newman direction it is quite blind as the area in question is approached. There needs to he some sort of traffic control e.g. stop signs or a traffic light. I fear for the safety of the family, thats my family, myself and all visitors at [redacted] Bakertown Road, driving in and driving out of the property. I fear for our safety when walking to the mailbox which is located across the road, which is already an extremely dangerous undertaking. There is no shoulder, rather a ditch. This subdivision will only increase the number of vehicles on the road and thus increase the danger of an accident. Please listen to my plea for a safer road, not a more dangerous one.

I strongly oppose JDK properties from obtaining a permit to operate a mulching business located at 0 Cahaba Lane. Mr Epperly that owns the property has been in full operation of his mulching business WITHOUT APPROVAL for 1 year. The property is not near a fire hydrant and located next to Sunnyview Baptist Church on a narrow secondary Road. He continues to run tractor trailers, large dump trucks, box trucks and other equipment without a permit to transport mulch, trees and other debris.Additionally, his transport vehicles present a danger as they are too large to navigate the narrow roads. Our roads leading off Asheville highway and Strawberryplains Pike from his operation are not designed for the weight limit of these vehicles. The roads are showing extreme wear with broken payment. This business has not been given a permit to operate, but defies county codes and regulation. I have personally witness his trucks using the width of the road causing oncoming traffic having to pull over to a ditch or driveways to avoid collision. Road safety and Fire safety are concerns that should be addressed. Please do not allow a permit to continue to operate.

I propose that the entrance connects to (or otherwise combines with) nearby Mars Hill Rd instead of a direct connection to Gallaher View to minimize the number of intersections on Gallaher View with no real impact to residents' convenience. Fewer intersections increases both traffic safety by limiting conflict points and pedestrian safety by reducing the number of (non-signalized) crossings.

I noticed the signage and was surprised to see that it was a 300 unit apartment complex. How many more apartment buildings do we need? The vacancies can't even be filled with the ones we have that are existing. They just completed the huge one on Walker Springs Rd and have already cut move in prices to try and fill it. They are also building duplexes further up Schaad across from Amherst elementary already. There are also new apartments at Lovell and Cornerstone named The Chelsea and The Retreat At Knoxville, another set of new ones at Hardin valley rd and Schaeffer named legends at Hardin Valley, Icon Lovell Rd is being built as we speak, then there the huge Greystone Pointe community apartments. Schaad Rd is a nightmare as it is with people racing up and down it and Bakertown is a sorry excuse for a road to cut across from Ball to Schaad and then to Ball Camp and is going to get even worse when Lobetti rd is closed to Ball Camp. There are multiple accidents monthly already at the Bakertown and Schaad rd intersection and it desperately needs a traffic signal. I can barely come out of the Lobetti Landing sub division as it is. This Town is full of vacant apartment complexes as it is and we do not need any more for a long time. I am a Licensed real estate agent that is very active in the community so this information doesn't come without first hand knowledge of the current market and where people are moving to.

I live on Roberts Road. I feel like just like everyone else there’s enough subdivisions going up Roberts Road is tight small road. There’s already a lot accidents at the end of Roberts Road in Emery Road. I told him my car one time because somebody hit me every time you pull out of Robert Road to take a left turn onto Emery Road and back towards the middle school in the high school. you have to say a prayer because you can’t see what’s coming over the road we don’t need any more homes built in our rule community. Our schools are getting overcrowded. The roads going into the elementary school and middle school is already crowded enough. It takes a long time drop our kids off to school now I think these people that make the decisions to open up farmland to develop more homes should be slowed down drastically. We do not need more homes in our community. we have enough DR Horton Smith built is taking over every bit of farmland and they can. They’re putting up cheap homes that fall apart after seven years I have owned both of their homes and I have had nothing but problems. I know other people that have bought their homes and have nothing but problems they throw them up too fast too quick they do not do proper drainage with their homes. They just throw up a home as fast as they can, and move on to the next farmland and leave it to the person purchased the home to deal with the problems that they leave behind I beg you to please stop

I live on Moshina and travel on these secondary roads. There are curves and blind spots on these roads which makes it almost impossible to pass one of these. Trucks from the mulch company on Cahaba are using residential roads and backstreets, causing significant wear and tear on the roads. These trucks shouldn't be on these roads. It is a nuisance for other drivers and the citizens who live off these roads.

We have had to change our blinds and curtains because of the lighting from the Dollar General Store and the new trucking company. What can they do about the lighting that won't disturb local houses in the area? I feel like we've had so much growth in this residential area that it's not country living anymore. We feel like we may have to sell because all of our privacy is going.

I grew up here, on these roads, and I've never seen tractor trailers on them before. These roads are small and narrow, with blind hills, making it very dangerous. This is a residential neighborhood, and these kinds of trucks shouldn’t be on these roads. They're damaging the roads and creating safety hazards.

I am upset with the idea of putting a 300-unit apartment complex. In the middle of an area with single family homes and mostly small country roads. Although this complex will have access to Schaad Road, much of this traffic will filter to smaller roads in the area and congest already-congested streets that were not built for the traffic they currently handle. An apatment complex of this size will also diminish the neighborhood feel of the surrounding developments. It will become more like the city than the county. I am oppose to such a large apartment complex being built in this area which has been the home of some lovely bovines. Thank you.

I am opposed to this mulch business at the end of Cahaba Lane. I am a member of East Sunnyview Baptist Church that is also on Cahaba Ln. several times myself and another member has asked them to move so we could go up our driveway to the church. They have cut the corner short, where our big sign is, making tire tracks. Coming from Asheville Hwy. they have a hairpin, L shaped, to get to the business. They also come off Strawplains Pike onto my street, Moshina Road. My street has deteriorated so much this past year with all of these big trucks going by. The other way, off Strawplains Pike is very narrow winding road. They have been operating this business for a year without permits to do so. Now they are trying to get this zoned and my concern is no water running down this road. If there was a fire. It could spread to our church and woods surrounding it. We have seen mulch piles as high as high as 20 or more feet. We are praying this business is located to another area. There are tractor trailers going in there that is a danger on these roads to residents in the area. Thank you for your help in this.

I am a resident on Moshina Road since last year. There have been large vehicles up and down my road, which has resulted in many holes in the roads due to hauling trees and mulch. These trucks are using my residential road to come the interstate to Strawberry Plains Pike In order to get to Cahaba Lane, which is in a residential area. Our roads are not built for these top of large vehicles because they are damaging our back roads and the roads are too small for them to travel. They are similar residential areas in Knox County that actually have signs posted for large tractor trailers to not go down the road. I’m asking the same for our community for this not to pass. Lastly, my wife has has had to have many deliveries shipped FedEx freight. However before delivery, FedEx freight will call and will not deliver on our road being in residential and not wanting to travel it in a tractor trailer. Therefore, they will call and have her come and pick it up from their warehouse.

I am a homeowner on Oglesby Rd and I oppose the mulching operation at O Cahaba Ln. This operation has been in business since at least 2024 without approval or permits. The operation uses semi-trucks on small 2 lane roads that were never designed for heavy truck traffic. I have been run off the road multiple times. Our community infrastructure was never intended for this type of truck traffic. There aren't traffic control devices like stop signs (No stop sign from Cahaba to Oglesby) or slow down sharp curve ahead signs and most roads do not have dividing yellow lines. There are sharp curves, blind hills and no shoulders on the roads. The telephone/internet lines on Manis RD had to be repaired because a truck was to high and pulled the line down.

Homeowner of 21 years has had first hand experience with Mr. Donald Epperly. My neighbor was subject to an illegal deutsch bank foreclosure. Mr. Donald Epperly bought the property for $91K when Nashville attorney's trustee was wanting $133K. The root cause of Mr. Epperly business dealings are unethical. In 2020 a licensed tennessee surveyor from Land Development Solutions was on my audio/video Ring camera saying ... are you sure you want me to do this. The surveyor put 12 feet rebar property pins drilled into my property, 5 feet south and 7 feet west. I had a 1988 survey, and recent survey. The 2nd commercial realtor had them removed. Mr. Donald Epperly knowingly sold a property which could not get clear title. The property has a seller owner financing lien and codes now is set for a $40,000 abatement of a property. I also had to experience illegal activity, homeless, prostitution, drugs next to my home due to lack of cleanup and maint. or concern. I would think twice about approval anything he is involved in. Commercial zoning is a must for this property. I have everything on cloud storage. Hundreds of cars/trucks/utility vehicles when Dr. Donald Epperly owned the property. The current owner is stuck with his mess.

Hi. My name is Julia M. I live in Hidden Brook subdivision. My property backs up to the property that is proposed for townhome development. I am very concerned about our property value, traffic and scenery if this moves forward. I ask you to please consider not allowing this development. Due to the heavy traffic that we already have on East Beaver Creek and how hard it is to turn out of our subdivision now. I also dont want this to decrease our homes property value. We love having our backyard with the trees and the undeveloped land for the birds and the wildlife and serenity.
If this has to be developed, please lower the number of town homes that are being considered. I also request that the developer leave a tree line between our properties in Hidden Brook subdivision that are on Hannah Brook Rd and Berkford Rd to help keep some serenity and not disturb all of the wildlife in the area.

Good morning. The current plan to add a 300 unit apartment complex at Schaad Rd and Bakertown Rd is not a wise plan. Bakertown Rd is used as a cut-through between Ball Rd and Ball Camp Rd. Adding to the existing traffic is the already incident prone intersection of Baketown and Schaad. There have been numerous accidents at the intersection. With the additions of a traffic signal and the to-be-built Weigels, the addition of vehicles using the intersection complicates safety. There are new communities being built on Ball Rd and Ball Camp Pike and Bakertown Rd. All of these will continue to add to traffic issues at the Schaad/Bakertown intersection. Long term will see the completion of widening Schaad from Oak Ridge Hwy to Pleasant Ridge Rd which will also add to the current and future vehicle load. As a neighbor, we are against the apartment project.

East Sunnyview Church is my church and during the time it took me to blow off the driveway, large four trucks went by the church. That was around an hour. I’m very concerned with the danger of passing these trucks on these unmarked narrow roads. My concern also is if a fire broke out. There is no water down that road and there are woods and our church that could burn. Praying this business is relocated somewhere else. Some of the trucks have a tree service out of another county. Most of them lately don’t have a name on them.

As a resident of Lobetti Landing, I would add that the setup of the entrance / exit to the proposed apartment complex on Schaad Road only, will add to an existing dangerous situation.
The exit from Lobetti Landing onto Schaad Road from Truitt Path Lane is configured so that only right turns onto Schaad are allowed. This requires westbound traffic to make a U turn at the Lobetti Road / Schaad Road intersection. (The line of sight at this intersection eastward is less than 1000 feet.) If residents of the new apartments are forced to enter and exit off Schaad Road and make a U turn to go west on Lobetti, then there will be at least two intersections within a half mile section of Schaad Road where drivers will be forced to make a U turn to drive westward on Schaad. There have already been multiple accidents at the Schaad / Bakertown intersection. Adding additional U turning traffic to that intersection will only exacerbate an existing dangerous situation in the less than one mile section of Schaad from the railroad bridge to the Lobetti Road intersection.

A business like this should never be allowed into a residential neighborhood. To begin with large tractor trailers, dump trucks which many have to be way over the gross ton weight that should ever be on residential backstreet have been running up and down our neighborhood roads. In addition, I often hear them as they come over the hills and put on their brakes as they attempt to avoid passing cars. Also, The roads in front of my house and backstreet leading into Kaba are in terrible shape. There are large holes in the roads that were not there prior to them being on the roads starting last year and the roads are getting worse and worse. I’m also concerned about my child’s safety to have such large vehicles up and down the my residential roads. I am asking that a business like this not be set up in a residential neighborhood.

A business cannot operate before it has passed it's use on review! Why is Mr. Epperly allowed to operate? For over 1 year tractor trailers and large tree service box trucks have been up and down Moshina road (where my family has lived for 33 years) causing damage to roads and forcing smaller vehicles off the roadway due to the narrow unlined roads. There are no fire hydrants anywhere near this major fire hazard,mulching operation! Please stop THIS
