We ask that Planning staff's recommendation to postpone 12-SA-22-C and 12-A-22-DP to Jan. 12, 2023, be approved. With that said, we ask that staff and commission reject outright both of these requests and require the developer to submit a plan that meets planning guidelines for the site's footprint. The justifications for variances and alternative design standards are offensive to common sense and public safety. The developer should submit a subdivision plan that fits the 5.15 acres. The variance hardships are of the developer's own making with an oversized plan, and his justifications for throwing out the standards are non-sensical at best. Any infringement on rights-of-way for Sevierville Pike, a narrow, winding, country road, and for Gov. John Sevier Highway, an already dangerous roadway with bloated traffic volumes, would be catastrophic. Neither roadway has sufficient shoulder capacity to allow such requests; and why should public land be ceded to a private developer whose ultimate goal is not for the betterment of the community but for profit? This plan is so flawed in so many ways, but two other points we don't see addressed: the impact of the future widening of Gov. John Sevier or historic corridor impact. In summary, we ask that Planning staff and commission demand a plan that meets zoning and growth standards and deny these requests, variances and alternatives as submitted.

I live in the neighborhood that would be right next to this shorting range and I have 3 small children. 1 being a newborn. The constant boom of large caliber rifles will be a detriment to their sense of safety and well-being. It will also affect the peace and quiet of our neighborhood. My other concern will be our property value. With the constant boom from firearms going off that will also affect my resale value. Has anyone talked about the potential of compensation due to that change.

While I do not live without 2 miles of where the shooting range is planning to become, I do have friends who live within one mile and visit them often. Please consider not building a shooting range so close to residential areas. I would not want to hear shooting constantly, especially when guests are over or when my children are napping during the day or when we are trying to enjoy our back yard. This also decreases property value and anyone home buyer would find it a huge negative to constantly be hearing gunshots from the home. Please do the right thing, and don’t allow this to be built here. Thank you!

An outdoor gun range in a heavy residential area violates the rights of home owners and decreases our property value.

In addition this land is owned by Jordan Mollenhour of the Lucky Gunner. The CEO of Lucky Gunner, Jake Felde, signed the petition. This land will NOT be used for private shooting but will undoubtedly be used for commercial purposes. (Ammo testing, supplier demonstrations, etc). This WILL be used for business.

This type of establishment has no placement on our peaceful side of the county.

We do not want a gun range next to our property that we have owned for 30 years. We have had livestock in past years and planning to add more this spring. We can hear the gun shots from our property now when they are there shooting at the range site. And we did not buy this property to listen to a bunch of guns going off all the time. We bought for our privacy to raise our family and this will cause nothing but trouble in the area. Also, with our livestock...the gunshots could consistently and easily cause loss of livestock due to "spooking" the livestock. I am really concerned about the affect on livestock. If they want to build an indoor, sound proof firing range - that would be fine. Then surrounding areas will not have to listen to the gunfire hours at a time. Please consider carefully how much this will affect so many residential environments. We do not want a firing range interrupting the peace and quiet we have enjoyed and plan to enjoy for years to come. This would be a major issue.

I have 2 dogs that gun shots terrified, thunder, fireworks,I have to give them medication to try and calm them, I would have to keep them drugged , this would be so traumatized please do not let this become a shooting range.i do not want my babies become dependent on drugs.please please don't let this happen.thank you, Judy Wilson

Please don't allow this in a residential area. Constant shooting is unnerving especially in this day. To watch the news and see shootings all over the country is very stressful and discouraging. Then to go outside and try to enjoy our backyard. Only to hear gunshots a mile away will be unnerving to say the least.

This shooting range is highly opposed by everyone in the area. It is extremely unnecessary and will affect everyone in the area negatively. There are pets, elderly, special needs individuals, as well as veterans and peoples affected by ptsd that will all be harmed by the sound of gunshots. There is no pros to having it and it doesn’t need to be in our areas. I myself have autism and am highly affected and harmed by loud noises. I also have many pets that are terrified of even fireworks so I know gunshots will terrify them. This is also detrimental to wildlife as well. Nobody wants to hear guns being shot off when we have all lived in this area for many years. This will also affect individuals that may be wanting to sell their homes or properties because nobody is going to move near a shooting range. Please do not allow this to happen in our quiet neighborhood communities.

Our American freedom provides the right to bear arms and hobby firearms. However, when firearms are blasted in close range of many peaceful neighborhoods, it disrupts our peace and also takes away other people’s freedom. The freedom to enjoy their homes without the invasive sound of gun shots at any given time of the day. There are pets and people who suffer from PTSD & anxieties from the sound of gun shots. Placing a full fledged shooting range within the vicinity of private residences is a very inconsiderate and does not display patriotism in our nation. Shooting ranges are meant to be in a far off distance or in a sound proof indoor facility. Whomever is behind the planning of this facility has no consideration of others and would not appreciate gun blast echoing behind their senior family, children and pets. This just isn’t a smart plan and shows how ignorant and selfish some gun fanatics can be.

I do not wish to speak, but I wish to be heard. Let it be known that my husband and I, Stan and Tammy Lueders are the owners of 7213 Sunset Ridge Lane property and have begun to build a home on this property under the known fact it is a peaceful and quiet residential area. We want to sit on our front porch and enjoy the quiet neighborhood. We do not want to hear any constant gunfire or explosives near our home or within 2 miles of our home. My husband sleeps during the day and works night shift. He will not be able to rest with this type of disruption in our community. A residential area MUST be fully protected from a higher noise level. It was stated as such when advertised. We, as a community, expect you to protect our properties.

I live within a mile of the proposed driving range. We have small children in our home and this would definitely be very disruptive. It would be a big issue for naptime and and even bigger issue for playing outside. I would not feel safe playing outside with the children, or even sitting on my front porch, with the sound of gunshots all day. Please do not all this to happen. Thank you.

I am a longtime resident of the New Hopewell community. When hearing what is being proposed at the French Rd property site. I assume that no one has taken in consideration the quiet community and also in a short distance two churches with two graveyards behind them that is very close to this property site. We the people of this area do not want such a thing of disturbance of a shooting range as this should be taken in full consideration of the history of this community and this type of proposed business would not do anything but degrade or area.

This area of Knox County is a very residential area. The last thing we need is a shooting range. We live less than a mile from the proposed project. Sitting outside on our porch would be nearly impossible with the noise that would be created from this project. We bought our house here because it was a peaceful area. I cannot image hearing guns fire all day long. Please do not approve this project for the sake of all the people that live in Thai are

I would like to recommend the Commission delay voting on this request for a shooting range on this property. The proposal provides no details such as hours / days of operation. No noise abatement plan and no information on safety and security precautions.

Overall I oppose the idea of a shooting range in residential areas. There are numerous residential properties in this area and additional approved residential property development on John Sevier Hyw. and French Road area. South Knoxville area is sited for residential growth and a shooting range is generally not a draw for residential growth. The corridor of John Sevier Hyw. is already inundated with heavy industrial and the quarry. The blasting from the quarry creates enough noise with blasting and machinery. It causes our homes to shake so severely that pictures and other items on the wall are knocked crooked or literally shaken from the walls. A shooting range will causes constant noise and concern for safety. Give this area of residential homes a break. Go somewhere else removed from residential to play with guns.

I live less than a mile away and there is an elementary school less than half a mile away. This would impact peace and quiet in our neighborhoods as well as property values. My home is down hill from the proposed area and sound would echo and carry a lot further than 2 miles.

This would disrupt the school day for the children in New Hopewell Elementary and they already have enough distractions/disruptions as it is.

If there is a chance that the community gets to vote on this, I will gladly vote NO.

I am an avid gun owner that lives within a mile and believes there needs to be places to practice. BUT this is too much of a residential area with HOUSES, CHURCHES, and CEMETERIES, one of which is the Veteran Cemetery. I am quite sure that no one standing at a veterans cemetery wants to hear rifle shots from ak's and automatic weapons going off while they're standing in peace and quiet at their loved ones tombstones. There's also the problem of home values in the area that will decline because of this, as well as the many of us around here that have outdoor parties during football season and other sporting events outside and enjoy our friends without the sound of firearms going off constantly.

The only way I would even consider this is if it's an indoor range otherwise I have no doubt you can find a better area far from the public to let the bullets fly.

I strongly oppose the gun range that is within 2 miles of my home. We live a gated community that is very quiet and well maintained. All the home in our community are over $500,000 and having a gun range this close will lower our property value and the noise is just acceptable. Please do not allow this gun range to move forward!! .

We live in a high end residential neighborhood with residential neighborhoods all around this area. We have seniors who moved here and don’t want to hear this awful gun shots, countless household dogs who this will terrify, retired veterans with ptsd who this could easily be life threatening to and wildlife that this will for sure scare away. This will also greatly decrease property value and it’s for these reasons and countless others that this proposed gun range should not happen!

My neighborhood is very close to the proposed gun range, and believe this would negatively affect property values, cause harm to wildlife, cause children to fear being outside, and generally be a noise nuisance to the community. Commissioners I would like to be able to voice my opinion on the shooting range to be built at 5285 French Rd. We live only 1 mile from the proposed site and do not want be annoyed with the sound of shooting when we built our house in this location for the purpose of being in a quite secluded area and do not think this would be a good decision to allow this to proceed. It is not fair to our domestic animals nor to our wildlife or to the community who enjoys being outside with our families to have this annoyance. I hope your vote will be for the good of the tax prayers who own homes and property around this area and that you would decline the proposed site for the shooting range.

This proposed range is very near the Veteran's Cemetery on John Sevier highway and the new Veteran's Memorial Park overlooking the cemetery. As a retired Navy Chief Petty Officer I find this project to be very disturbing and disrespectful to my deceased Brothers and Sisters and to their families and friends!

We cannot think of any reason this request for an outdoor shooting range should be approved particularly since several acres in this area were recently rezoned for high density housing. I doubt people will want to move to that development if they will hear constant shooting. We live in a quiet residential neighborhood where residents have pets, children, and lots of privacy. Approval of this request would decrease the value of our homes' investments & disturb us daily. If they want to build an indoor shooting range that would be fine. Knox County has plenty of rural land where the outdoor range would work. Locating it less than one mile from our residential neighborhood & the many other residential neighborhoods in this area should not be condoned or approved.

I am a rock-solid believer in our Second Amendment constitutional rights but permitting the proposed outdoor range would be a truly awful, cruel idea.

Firing ranges that are open to the sky should account for the orientation of the range in relation to the sun. The site plan reveals one long shooting lane where shooters would be aiming towards the WSW (into the sun) during afternoons. One reason why you should not approve this plan is because the firing lane's WSW orientation would not ensure that afternoon sunlight would not impede a marksman’s view but would instead present unsafe firing practices.

All of the objectors deserve peaceful and calm enjoyment of their property, and they all deserve protection from emotional harm.

Surely the applicant can go elsewhere to a more rural, less populated location that would not result in so much harm to so many neighbors.

As an area homeowner I strongly object to the building, licensing, operation of a gun firing range/business in our area. We are a peaceful part of Knoxville with many homes and schools and churches and totally object to this proposed operation being present in our neighborhood.

Please say NO!

We live about a mile from the French Road shooting range. We are full time guardians of our 4 year old grandson who loves to be outside.

Please keep our neighborhood safe and peaceful. I do not want him to hear gunshots nor does my husband and myself. We are one of over 40 residential homes in our subdivision who collectively have many children/grandchildren.

Please consider this before approving such a request.

I am NOT in favor of this rezoning. This proposed gun range is way too close to houses, neighborhoods, farmland, churches and schools, New Hopewell being the main school. People in Mountain Place Neighborhood already hear large trucks that go down the highway due to the position of the mountain/ridge. A gun range will make our home unlivable because the sounds will echo off that ridge. Children will not be able to play outside and dogs/pets and homeowners will not be able to live in peace without constantly being scared. Please do not approve this!

Gun shots (not even from a range can be heard for miles and miles). If approved, this range will be less than 2 miles from New Hopewell Elementary school where children playing on the playground will hear gun shots and teachers and students will be fearful to go outside. Will the teachers know its the gun range or an actual shot being fired near the school? Safety is a major concern here!

I live in a residential subdivision within a mile of the proposed gun range. There is an elementary school close by too. This should not be allowed with children nearby nor close to residential areas. The noise it will cause will be disturbing especially due to the violence that is happening everywhere this day and time. Another concern will be the depreciation of our property value from the boom and banging everyday.

As a homeowner less than 2 miles away from this proposed outdoor gun range, I am asking that this please not be approved. It is already loud enough around here with frequent gun shots and all the traffic on John Sevier Highway, not to mention the quarry in the industrial park. I cannot imagine purposely adding to the noise. My husband and I like to be outside and enjoy our property with our 13 month old and our neighbors, and more shooting is the very last thing we want to hear.

If a person who does not live in this area could picture what it would be like to have an outdoor gun rage going in near their home, I believe most people would feel the same way myself and the rest of the community does.

I believe gun ranges are needed, but this is certainly not an appropriate place for one amongst all these residences. Please do not approve this proposal.

The proposed gun range is less than two miles from a neighborhood, Mountain Place, that would be directly affected by the noise generated at the range. Stray rounds from the range could pose a hazard to the houses directly adjoining the property that adjoins to the proposed range. This range would have a direct negative impact on the value of the properties located in Mountain Place. Additionally, the proximity to the nearby school (New Hopewell Elementary) makes this location non-ideal for a gun rage.

I am a home owner right down the street and live on the hill that sits just above this proposed gun range. Living right here you already hear the shooting way too much as it is. I am a gun owner myself and love to shoot but I 100% do not want a gun range right next to my house. I can’t imagine having to deal with the added noise over what we already deal with including the traffic from John Sevier, industrial park, rock quarry, etc.. Please do not grant permission to this applicant. As neighbor to this property and someone who enjoys spending what time off work I can get outside, I hope we can this area free from this kind business.

I recently learned that a request has been made to Knox County regarding a planned "Private Rifle Range" adjacent to French Road. My home is within two miles of this planned shooting range. It should be noted that the plans show this property is near many residences, including my own. There are nearby churches, a school, and plans for additional housing nearby. The establishing of a shooting range so close to our residential neighborhoods could negatively impact our property values.

I am a retired, VA Disabled, combat veteran Green Beret. With more than 22 years of Active Service, I settled in South Knoxville for the calm and quiet of the countryside. I am VERY familiar with the sounds of gunfire and am no longer able to comfortably live with it. If this shooting range is developed, I will be forced to seek peace and quiet further away from such unwelcome sounds. Please consider the intrusiveness of the noises startling those nearby, or the irreverence to those families and friends who are laying their loved ones to rest at the very nearby East Tennessee Veterans Cemetery. I am firmly against this proposed shooting range.

My family and I, living less than a mile from this prospective shooting range, are strongly opposed to the idea. It is honestly surprising to me that this idea can even be proposed being so close to multiple neighborhoods in a growing community. I would have thought there would be more rigorous guidelines to be able to propose a shooting range, (proximity to neighborhoods, density of said neighborhoods, proximity to highways and roadways, etc). I am not opposed to people owning guns, and definitely not to people learning how to safely operate them... but there is a place for such things, and this is not it. Home is supposed to be where you can find peace and escape to; please don't take that away from us. I truly hope that in reading these multiple comments, it is understood that this is not something this community wants or needs. Hindering property values and quality of life is in no way a positive for this community, please hear us.

When I learned of this shooting/ammunition testing range being proposed within a mile or less of our neighborhood, I was appalled. We have young children, pets and wildlife that thrive here. This will not only disrupt, disturb and traumatize, it is unnecessary. If someone wants to do this for whatever reason, I recommend that person look elsewhere far removed from neighborhoods and pastoral settings such as ours. Please do not approve.

I write to express my concern and deep dissatisfaction with the proposal for a shooting range on French Road. It would adversely affect our residents, communities, and property values. It's estimated that a handgun shot can be heard to up to a mile radius; a shotgun or rifle, up to two miles. I have attached a summary showing that an estimated 3,053 residents and over 1,200 housing units would be impacted by these actions of this single property owner, should this proposal be approved. Does the property owner live on site? I would bet not.

My partner and I moved to South Knoxville to enjoy the nature, recreation, and quite beauty of the area. I suspect many other residents feel the same way. I urge the commission to consider the impacts this proposed shooting range would have to current residents as well as to the local economy and property values in the area as we continue to see people drawn to this area for the serenity and recreational opportunities. Those would be spoiled with constant noise from this proposed shooting range.

I live in a home nearby. I am concerned about the constant noise. I also worry about the environmental impact of the deposit of lead that will be left in the ground. Is there a mitigation plan for the lead that may be in the water that runs off the site after rainfall that may increase over time? Please consider all environmental issues.

I would like the panning commission to consider the current usage of the neighborhood, with special consideration given to the sensitive elderly, the young families in their starter homes, the veterans, special-needs children, the churches, the schools.

With all due respect for the safe and recreational use of firearms - a shooting range (especially a club or commercial range) will negatively affect the residents of the neighborhood in uncountable ways - from children's development to property values, to our beloved elderly who have chosen to live out their lives in the peace of their own homes, and everything in between.

I urge the commission to follow the desires of the majority of the residents and not in favor of a single LLC.

I live in the Mountain Place subdivision and as someone who is terrified of guns I totally oppose of a shooting range being so close to my home. Hearing gunshots here and there is one thing, but to hear them all day long is another. I would not be able to go out and enjoy sitting on my deck let alone be able to let my dog outside. I am totally against this and if there is a vote, I will definitely vote no!

Deny this proposal due to traffic cut through & crime. Many times exiting my home, on-coming traffic will have to slam their brakes to let me continue out of my driveway due to using our residential street as a cut through. Every year we have head-on collisions. In front of my own house I can count about 8 different accidents including taking out my whole retaining wall. It is very frustrating as a home owner to have to deal with this daily and I am additionally concerned regarding business crime and bringing this to our neighborhood. Both Busbee & Stonewall DR are absolutely ridiculous dangerous streets. We live here and do not need the extra stress of this added burden. Keep this as a residential neighborhood. Respectfully.

An outdoor gun range in a primarily residential area is an affront to the rights of homeowners in our peaceful part of Knox County. Homeowners move to South Knoxville to escape the noise and traffic prevalent in other parts of our county. Bringing a gun range to what has always been a quiet, residential area will not only negatively impact homeowners, but it will also change the nature of this rural part of our community. Please consider the negative impacts to property values, traffic patterns, safety of children and school buses that use this route daily, and good old fashioned peace and quiet. As residents of this part of South Knox County, we have chosen to live here for a reason; please do not change the fabric of our community by allowing a commercial business to disrupt the atmosphere we moved here to enjoy.

My property is just on the other side of this. We are a quiet residential community and we need to keep it that way. Plus, our grandchildren play in the woods very close to this site. Adding a gun range would be a terrible nuisance to a community of folks who worked hard all of their lives to enjoy peace and quiet. PLEASE do not allow this to happen.

I am stunned that a firing range and possible ammo/gun store is being considered in my quiet residential area. I vote NO, as I am sure 90% of all residents would. The noise politiion and other dangers do not belong among neighborhoods.
