1. Level 1 Review: the application proposes a 50' tall Type 1 Monopole in the Agricultural district with no deviations from the development standards listed in Article 4.92.D (beyond omitting elements not relevant to a radio tower) and no exceptions to the standards for maximum height or minimum spacing between towers, the proposed new tower can be evaluated as Level 1 review and granted a COA by Planning staff.2. Tower type, height, and collocation: the proposed new tower is a Type 1 Monopole, at 50' tall. As a low power FM broadcast radio tower, the proposed tower accommodates an internal FM radio antenna. There is no base station; the tower is located on a 6' by 6' concrete pad and surrounded by 10' by 10' fence with gate. There are no additional ground-level structures.
3. Separation: the proposed tower meets the zoning code requirements for standards (separated from other towers by a minimum of 1,500'). As the new tower is a low power FM broadcast radio tower, they cannot collocate on nearby wireless communications towers.
4. Driveway access: there is no driveway access to the proposed radio tower. The standalone radio tower is 40' from an existing paved driveway, accessed via a paved road which extends northeast from Fountain City Road. As the radio station will be maintained and operated by the property owner, there is no access or utility easement.
5. Landscaping and screening: the applicant proposes to use existing vegetation and screening (see site plan with existing vegetation) to screen the tower. The existing vegetation will surround a fence.
6. Equipment shelter: There are no additional ground-level structures and no equipment shelter. All equipment associated with the radio station will be located within the church building.
7. Setbacks: the proposed tower will be set 160.3' from the nearest residential zone, which exceeds 110% of the 50' tall radio tower. The tower and the perimeter fencing meet the building setback requirements of the Agricultural district.
8. Lighting: at a proposed height of 50' tall, the FAA will not require lighting or marking per FAA requirements.
8. The proposed WCF is not in a residential zone, nor within 2,000' of a Scenic Highway, Tennessee Parkway, or Historic District, and is not subject to visual impact requirements.
10. The applicant has met all application submittal requirements that are relevant for a low power FM broadcast radio tower.
