Staff Recommendation
Based on the application and plans as submitted, the staff recommends Approval of a Certificate of Appropriateness for a Sign Permit for the proposed monument sign, with the following condition:
1) Meeting all relevant requirements of the Knox County Zoning Ordinance, as appropriate.
This is a request to add a new monument sign for Decks & Docks Company located on the west side of Cogdill Road, south of Lexington Drive. The sign will be placed at the driveway entrance at Cogdill Road 20 ft from the right-of-way.
PURSUANT TO ARTICLE V, SECTION 4 OF THE TTCDA ADMINISTRATIVE RULES AND PROCEDURES, THE DECISION OF THE TTCDA TO APPROVE A SIGN MUST BE BASED ON THE FOLLOWING CRITERIA:
A. CONFORMITY OF THE SIGN PROPOSAL WITH THE DESIGN GUIDELINES.
1. The proposed sign is a non-illuminated, two-sided, V-shaped sign with white aluminum leg posts. The sign panels will be composed of aluminum with a vinyl application and a matte finish. The height of the signage structure is 6 ft.
2. The maximum allowable square footage for the sign message area is 57 sq ft, based on the building's linear frontage of 57 ft. Per TTCDA Guideline 4.3.5, the supporting structure has an allowable 85.5 sq ft. The proposed total area for the sign structure is 66 sq ft, and the total message area for both sign panels is approximately 44 sq ft, well within the allowable square footage.
3. The proposed sign has four colors: white, yellow, light blue, and navy. Per TTCDA Guideline 4.1.6, the number of sign colors may exceed three, where it is desirable to preserve the corporate image. Because the four colors are the business logo and therefore integral to the business's image, and the color combination is non-offensive, the four colors comply with the guidelines.
4. The placement of the sign complies with TTCDA Guideline 4.3.2, requiring signs to be placed a minimum of 20 ft from a public right-of-way.
B. RELATIONSHIP OF THE PROPOSED SIGNAGE TO SIGNAGE ON NEARBY PROPERTIES, IN TERMS OF SIZE, LOCATION, MATERIALS, AND COLOR
1. The proposed signs are in proportion with signs in the vicinity.
