Recommendation
APPROVE Certificate 10-D-14-DT subject to the following conditions: 1) The stair tower shall be no more than 1-story tall and the height of the structure along its north elevation (facing Krutch Park) shall be no taller than the shorter portion of the existing elevator/stair tower, which is approximately 10 feet tall (the roof can rise taller than 10 feet if sloping up away from the north elevation); 2) The stair tower shall have complimentary exterior cladding to the historic structure; and 3) The stair tower and pavilion shall have a low profile roof, such as flat or low slope.Applicant Request
:- Construct a rooftop penthouse addition for the Holston Building which includes a deck, pavilion, pool with a pergola, and two-story stair tower with a viewing deck.
- The deck and structure will occupy the rear portion of the building facing West at approximately 1600 square feet. Approximately 700 square feet will be enclosed with the remaining area dedicated to deck surface. Deck material will either be a composite material or pavers on extenders. Railings will be made of safety glass.
- The height of the pavilion and stair/viewing tower will be approximately 25 feet to the roof peaks. The roof will be metal clad and the pavilion will have a central skylight.
- The structure is planned to be primarily glass and steel structure. The steel will either be a dark bronze or a gunmetal color.
- The privacy wall to the east will be either metal clad or stucco.
- Lighting on the open deck area will be subdued. Interior space lighting will be both task and ombiance.
Property Notes / Work to be Completed
- The guidelines in Section 1.C (Historic Resources) will apply for this project because it is within the Gay Street Commercial (National Register) Historic District.
- Applicable guidelines:
- Section 1.C.1 (Rooflines and additions) - "A one-story rooftop addition, including railings, may be possible on taller buildings if it is inconspicuous from the public right-of-way. Additions should be set back from the primary elevation of the building, and should not damage character-defining features, including parapets and side walls." NOTE: The stair/viewing tower is two-stories and near the Krutch Park extension elevation. This location makes it highly visible from the park and Gay Street, north of the Holston Building.
- 1b. Design rooftop additions to be complimentary to the historic building in terms of materials and color. NOTE: Rooftop structures are typically non-descript and utilitarian with flat or sloped roofs. Most other downtown rooftop additions have adopted this general utilitarian look so as to blend into the other rooftop structures and be subordinate in both size and design to the historic structure (see the attached images). The proposed rooftop structures have hipped or pyramidal roofs which contrast with the design of the structure.
- 1e. Design rooftop additions so that they are not seen from adjoining streets and sidewalks. NOTE: The rooftop addition is set back from the primary elevation(s) along Gay Street and Clinch Avenue, however, since the building stands alone and is surrounded by publicly-oriented space (streets and parks), the addition is visible from many angles. Notably, the two-story stair/viewing tower is highly visible from Gay Street (north of the Holston Building), Krutch Park extension and Market Street (north of Clinch Avenue). Reducing this stair tower to one story and using a low profile roof type would minimize the visibility of the structure while still providing the desired access to the rooftop.
