DEVELOPMENT PLAN ANALYSIS PER ARTICLE 6, SECTION 6.50.06 (APPROVAL OR DENIAL)
In the exercise of its administrative judgment, the Planning Commission shall determine if the proposed plan is in harmony with the general purpose and intent of the zoning ordinance and adopted plans.
1) ZONING ORDINANCE
PR (k) (Planned Residential, with conditions) up to 2.5 du/ac:
A. The PR zone allows attached dwellings as a permitted use. The administrative procedures for the PR zone require the Planning Commission to approve the development plan before permits can be issued (Article 5, Section 5.13.15).
B. The proposed density of 2.1 du/ac is consistent with the maximum allowed density of 2.5 du/ac.
C. The County Commission approved the rezoning subject to the following conditions: (1) Triplett Lane shall serve as access only to the existing residence on the property, and (2) a traffic impact study shall be completed for any development. The proposal meets both conditions.
D. Rear setbacks in the PR zone must be approved by the Planning Commission, and the applicant is requesting a rear setback of # ft for the existing structure.
2) KNOX COUNTY COMPREHENSIVE PLAN - FUTURE LAND USE MAP
A. The property is designated with the RC (Rural Conservation) place type, except for a negligible portion of the existing access strip off Triplett Lane, which is classified as SR (Suburban Residential). The land use mix of the RC place type lists detached houses as a primary use. The place type requires preservation of 50% or more of open space for single-family residential subdivisions. The site plan indicates that # acres (#%) of the site will be open space, including the common areas of the main body of the subdivision and the undeveloped portion of Lot 102. As specified in condition 7 of the concept plan, at least 50% of the site must be preserved based on the final acreage confirmed by a property survey.
B. Approximately 39.87 acres of the property fall within the HP (Hillside Protection) area. The slope analysis recommends a maximum disturbance area of 24.69 acres (61.9%) within the HP area. Excluding the large lot for the existing house and horse farm, the proposed disturbance within the main body of the subdivision complies with the overall disturbance budget for the site.
3) KNOX COUNTY COMPREHENSIVE PLAN - IMPLEMENTATION POLICIES
A. Ensure that development is sensitive to existing community character. (Implementation Policy 2) - Detached dwellings would be compatible with the other detached dwellings in the area.
4) KNOXVILLE - FARRAGUT - KNOX COUNTY GROWTH POLICY PLAN
A. The property is within the Planned Growth Area. The purposes of the Planned Growth Area designation are to encourage a reasonably compact pattern of development, promote the expansion of the Knox County economy, offer a wide range of housing choices, and coordinate the actions of the public and private sectors, particularly with regard to the provision of adequate roads, utilities, schools, drainage and other public facilities and services.
