Level 1: Minor alteration of an existing building/structure

This is a revision to the previously approved CoA 3-B-14-DT (revision of CoA 12-B-13-DT), Walnut Street Garage and pedestrian bridge that attaches to the Langley Building. The proposed revisions involve the ground floor entrance to the Langley Building and the pedestrian bridge columns that are in the sidewalk space. The attached plans also provide clarification to the previously approved plans for the second story (plaza level) connection of the pedestrian bridge.

NOTE: The proposed ground floor entry modifications have already been completed, as shown in the attached images.

REVISION
Remove the existing ground floor stairs, entry door and brick walls within the entry recess, and reduce the size of the landscape areas to allow for the new stairs. Install new aluminum storefront door with sidelights and transom to match the new second story (plaza level) entry at the pedestrian bridge. The original ground floor entry had an angled wall that narrowed to a single recessed door (see the dashed line that represents the old walls on the 'Foundation Plan at Connector' detail on sheet S1). The new entry removes the angled wall, squaring up the entry to match the second story, and has double entry doors. The doors are brought forward and aligned with those on the second story. The walls of the first and second story recessed entries will have pre-finished metal wall panels and metal panel soffits. The second story entry will also have storefront glass on the sidewalls of the recessed entry. The color of the aluminum storefront framing and the metal panels will be dark bronze, which is the same color as the window frames of the Langley Building.

Because the ground floor entry doors are brought forward, the entry stairs must be extended further into the sidewalk space to allow for a appropriate landing at the top of the stairs (see the attached detail labeled 1/A-2, 'Entry Section'). The entry stairs radiate in a circular pattern, extending just short of the columns for the pedestrian bridge. The landscaping areas have been cut back to allow the new stairs (see the attached photos).

The columns for the pedestrian bridge, as originally approved for both north and south sides of the street, were to be cylindrically shaped with a bush-hammered concrete finish. The proposed column design is square with a brick cladding and a concrete cap.

Staff Comments
The majority of the proposed revisions have been completed with the exception of installing the ground floor storefront system and the brick cladding on the columns for the pedestrian bridge.

Applicable Guidelines:
Section 1.B.5 (GROUND FLOOR DOORS AND WINDOWS)
Entrances and ground floor windows should foster pedestrian comfort, safety and orientation.
5a. Use consistent rhythm of openings, windows, doorways, and entries.
5b. Orient primary front entrances to the main street; secondary entrances should be clearly defined and oriented to streets or alleys, as appropriate.
5c. Design entrances according to the proportions of the building's height and width.
5e. All windows at the pedestrian level should be clear.
5f. Recess ground floor window frames and doors from the exterior building face to provide depth to the facade
