Staff Recommendation
This item was requested to be withdrawn by the City of Knoxville on February 27, 2024 and was subsequently withdrawn from the agenda.
Knoxville's process for right-of-way closure and abandonment was reviewed and analyzed by the Matrix Consulting group in 2022. The final recommendation included a slight modification to the process to route the closure application directly from staff to City Council on 3/19/2024 and 4/2/2024.
