Application approved March 6, 2025, pursuant to Article VIII, Section 7 of the Administrative Rules and Procedures of the Tennessee Technology Corridor Development Authority (Staff Review and Approval of Minor Changes to Previously Approved Applications), for a Certificate of Appropriateness subject to the following conditions:
1) Meeting all relevant requirements of the Knoxville Zoning Ordinance, as appropriate.
PURSUANT TO ARTICLE VIII, SECTION 7 OF THE TTCDA ADMINISTRATIVE RULES AND PROCEDURES, THE TTCDA STAFF MAY REVIEW AND APPROVE MINOR CHANGES TO PREVIOUSLY APPROVED APPLICATIONS FOR CERTIFICATES OF APPROPRIATENESS FOR BUILDING, GRADING, AND SIGN PERMITS, CONSISTENT WITH THE FOLLOWING REQUIREMENTS:
A. THE PROPOSED CHANGE COMPLIES WITH ALL RELEVANT REQUIREMENTS OF THE DESIGN GUIDELINES, KNOXVILLE ZONING ORDINANCE AND KNOX COUNTY ZONING ORDINANCE, AS APPROPRIATE. AS SUCH, WAIVERS TO THE DESIGN GUIDELINES AND ZONING VARIANCES WOULD NOT BE NEEDED.
1. The applicant is requesting to revise the previously approved plans for a 318 unit multifamily
development on Lovell Rd and Cornerstone Dr (12-B-22-TOB/12-B-22-UR). The original approval
received a waiver to increase the floor area ratio (FAR) from 30% to 54% and this approval still
stands. The first administrative approval was granted for revised building plans, site plan, and landscaping (7-C-23-TOA). The second approval was granted for adding structures to the amenities area and building materials. These minor revisions did not require a new development plan because the site plan remained the same. The development is distributed between 8 (3-story) multi-family buildings, 1 (3/4 split level) multi-family building, 6 (3 story) townhome buildings, one community building, a courtyard area and two 14-space garages.
2. The applicant is adding sidewalks to the garages and carwash and tweaking the location of the sidewalks around Building C. The community building and amenities area is adding a stamped concrete design, and the playground is being added next to the carwash.
3. The landscape plan remains largely the same. In front of the townhomes, redbud trees with liriope are being swapped for willow oak trees with little bluestem grasses. All the other landscape design guidelines have been met.
B. THE PROPOSED CHANGE DOES NOT RESULT IN AN INCREASE OF MORE THAN 5% OF THE SQUARE FOOTAGE IN THE APPROVED DEVELOPMENT PLAN, AND ANY OTHER CHANGES RESULTING FROM SUCH AN INCREASE WILL COMPLY WITH ALL APPLICABLE REQUIREMENTS.
1. Administrative approval is required for minor changes. The lot layout remains the same.
C. THE PROPOSED CHANGE COMPLIES WITH THE REQUIREMENTS OF EITHER THE KNOXVILLE ZONING ORDINANCE OR THE KNOX COUNTY ZONING ORDINANCE FOR APPROVAL OF MINOR CHANGES IN EITHER THE TO-1 OR TO ZONE.
1. The proposed change complies with the requirements of the Knox County Zoning Ordinance for approval of minor changes in the TO zone (Article 5.9).
