Staff Recommendation
1. Level 1 Review: as the application proposes a new WCF featuring two ground-level satellite dishes, with no additional deviations from the development standards listed in 4.92.D and no exceptions to the standards for minimum height or minimum spacing between towers, the proposed new WCF can be evaluated as Level 1 review and granted a COA by Planning staff. 4.92 contains standards related primarily to new towers and antennas.

2. Tower type, height, and separation: the height standards for type, height, and separation would not apply to satellite dish WCFs. The satellite dishes do not exceed the tower height standards in Table 1.

3. Driveway access: the proposed access, extending north/northwest off Verton Drive, will use a 20' wide, paved access drive within a proposed 20' wide access and utility easement. The access and drive will meet standards of 2012 IFC, Section 503.1.4, which can be ensured during permitting.

4. Landscaping: the proposal will retain the existing trees and vegetation around the proposed compound, particularly the wooded area to the north and west, screening the compound from adjacent property owners. No trees will be removed for the proposed compound.

5. Setbacks: the lease area will be set approximately 800' from the nearest PR zone and meets the requirements of the base district (CA). The lease area will be set approximately 40' from the property line at the closest point. The perimeter fencing meets the setback requirements of the base zoning district.

6. The proposed WCF is not in a residential zone, nor within 2,000' of a Scenic Highway, Tennessee Parkway, or Historic District, and is not subject to visual impact requirements.
