Reason for Closure
I would like to purchase all right-of-way land to add value to my home. I have maintained this property for 15 years. Closing this would give me access to my property, garage and back door. Vehicles are parking and blocking my entrance.
Comments / Recommendations
− +-- Planning: The closure could inhibit future access to the northern property (5919 Meadowland Dr, Foster Chapel Baptist Church) which currently has access via George Bounds Road. A concept plan for a single-family subdivision was approved for the church property in 2004 (Planning file # 7-SD-04-C), but it has remained undeveloped. The Previously Approved Planned District (C) designation on the zoning map indicates that this property can be developed under the former RP-1 (Planned Residential) with up to 4 du/ac district standards. At maximum intensity, this could yield up to 32 dwelling units which may require secondary access for fire apparatus.
-- Engineering Department: The Department of City Engineering objects to this closure due to receiving information from Foster Chapel Baptist Church citing disagreement and that closure would negatively impact future development plans that the church has for their property.
The property is located at 5919 Meadow Drive, Tax Map 071, Parcel 002.07, is currently undeveloped and is approximately 8 acres in area. Future development of this property could generate the need for Loice Ln to be improved for access to support higher traffic that would be traveling through the neighborhood.
-- Addressing: The proposed ROW closure is not expected to impact any existing addresses.
-- Fire Department: Approved for fire department.
-- KUB: We have reviewed our records and find that we have existing utility facilities located within the subject right-of-way. The approximate locations of these facilities are indicated on the enclosed prints. However, KUB does not release and hereby retains all easements and rights for existing utility facilities, whether or not shown on these prints.
Should this right-of-way be closed, KUB will require the following permanent easements for its utility facilities: Sewer - 7.5 feet on each side of the centerline of the sewer line, 15 feet total width.
