Applicant Request
Installation of a public restroom on the ground floor of the Market Square Garage with access from the Wall Avenue frontage. The restroom facility will extend through the Wall Avenue elevation of the garage approximately 5 feet, west of the garage entrance, and will not extend over the property line. This will require that a portion of the non-structural wall panels of the garage be removed on the ground floor.

The walls of the restroom will be made of concrete that is tinted a slightly darker tan than the precast panels of the garage. The exterior texture will predominately retain the "board formed concrete" look. There will also be sections of smooth concrete that have LED illuminated translucent C-channel glass panels mounted in front. The glass panels will be recessed into the concrete walls and then travel past (inside the garage) to become a privacy screen for the doors to the restrooms. The LED lighting is called LumaFilm, made by Heilux, and applied to the concrete behind the glass and will diffuse through the translucent glass (please see the attached preliminary rendering). The light will be a 2700K color temperature, very warm like a glowing lantern. This will not be color changing.

In the middle of the exterior elevation there is a "topiary screen" made of a wire matrix that allows vines to grow through it (see the attached example). A raised earth compartment above will hold the roots with the vines draping over the edge growing down toward the sidewalk.

Signs: There are two large graphics applied to the exterior walls.

Staff Comments
The Wall Avenue sidewalk at this location is very wide and the addition of the restroom should not create a situation where the sidewalk is constrained.
