Revise the area under the parking deck to either have the space left open (unenclosed) or partially enclosed with a wall finished with stucco or metal panels. The "open" option will include large diameter rip rap on the ground to stabilize the soil and discourage people from going under the building. The enclosed option will seal the area under the building, with the exception of the last column bay at the rear of the building, so people and animals cannot go under.

Staff Comments
This project has received two different approvals for the area under the building. The original approval included a finished basement level with concrete walls and a fiberglass storefront system. The most recent approval removed the basement and included a solid wall at the outside edge of the parking deck that was finished with stucco. Staff determined that the proposed change was beyond our ability to approve administratively.

Staff is recommending that the area under the building be enclosed as proposed as an alternative by the applicant. The applicant prefers the "open" option.
