- A portion of the Old City Hall complex noted as Building 3, and built as a classroom building (1874). Designed by architect A. C. Bruce of Knoxville. Rectangular plan, three story brick structure is five bays wide and three bays deep, with a pressed metal cornice with brackets and modillions, windows and doors with segmental and round-arched heads with pressed metal hoods. Low metal hip roof. Original windows replaced in vinyl windows c. 1982.
