Applicant Request
Level I: Window replacement
    • Proposed replacement of 39 windows. All proposed windows are Marvin brand aluminum-clad wood. On the rear (south) elevation, fifteen windows (out of 24 total, the second through fourth stories) are proposed to be replaced with 2/2, double-hung, aluminum-clad windows measuring 53.75" by 89" (within rough openings that are 54.75" by 89.5"). On the façade (north), the first two stories of windows will be replaced with 2/2, double-hung, aluminum-clad windows measuring 52" by 87" (within rough openings of 53" by 87.5"). The upper story windows will be replaced with 2/2, double-hung, aluminum-clad windows with two-light transoms (excepting three of the leftmost windows on the top story). Two windows will be replaced on one side, with one window replacement proposed for the other side.

Property Notes / Work to be Completed
    • 130 W. Jackson Ave is listed as a contributing resource to the Southern Terminal and Warehouse Historic District, so the Historic Resources section of the design guidelines applies.
    • The proposal includes replacing all of the façade elevation windows on the upper levels except three, and replacing all of the rear elevation upper-level windows. The rear elevation windows appear to be replacements; they are 1/1 with thicker stiles and rails than original wood windows, and the top rail and frame is infilled below the exterior arch. The façade windows are historic or recreations of the original windows, as 2/2 double hung windows with decorative wood detail on the meeting rails. The applicant has not provided information on the windows' condition or any efforts to repair them.
    • Aluminum-clad wood has been approved as a replacement material for wood windows in historic districts downtown. The proposed replacement windows duplicate the operation (double-hung) and muntin arrangements (2/2) of the existing. The 2/2 windows feature a simulated-divided-light with a spacer bar, which can adequately reflect true divided light windows, especially on upper stories viewed from the street. Based on the specifications, the windows appear to be comparable sizes to the existing fenestrations, with little difference between the frame size and the rough opening measurements. The Board should discuss the replacement of all the façade windows except for three windows on the upper level and any conflicts with the design guidelines that might create. Replacing the rear elevation windows with the proposed 2/2 specifications will draw from the original window pattern and remain appropriate for the historic design.
    • The specification sheet includes frame and mull expanders, which indicate the windows are smaller than the fenestrations. The applicant should clarify where these will be installed.
