1. Meeting all applicable requirements of the Knox County Dept. of Engineering and Public Works.
2. Constructing the west bound left turn lane from Westland Dr. prior to or concurrently with the construction of the proposed Heritage Lake Bv. Extension. The construction is to proceed per a design approved by the Knox County Dept. of Engineering and Public Works as required by the previously approved concept plans (5-SE-95-C , 1-SE-99-C & 12-SI-00-C)
3. Provision of a temporary turn around at the end of the extended Heritage Lakes Bv.
4. A final plat application based on this concept plan will not be accepted for review by the MPC until certification of design plan approval has been submitted to the MPC staff.
