Ok I got a call back from Sean Kitts with the Property Assessor's office and he also told me they could not combine it because of the county/city thing? By platting it, it will create a stand a lone lot that is non-forming in size of the required one acre. Choices would be to request a BZA variance on it or go to the Planning Commission and ask for a variance to leave the remaining portion of that parcel without the benefit of a survey. Both options are probably more than your client would pay in taxes by just incorporating it into the rest of the lot?
Please advise what you will be doing?

I know and I'm working on it. I wasn't happy with David's answer because I see property that is City and County all the time and they say they can't do it. I met with Max in Knox County Codes and he says they need to combine into one parcel. By platting it separate, it creates a non-conforming lot so I'm in a quandry but will not give up.
