Staff Recommendation
APPROVE variance 1 because of the shape of the property, and the proposed variance will not create a traffic hazard.
APPROVE the Concept Plan subject to 10 conditions:
1. Connection to sanitary sewer and meeting any other relevant requirements of the Knox County Health Department.
2. Provision of street names which are consistent with the Uniform Street Naming and Addressing System within Knox County (County Ord. 91-1-102).
3. The design plan will need to show how the drainage flow in the easement between lots 23 and 24 will be diverted away from the existing house located at the rear of the lots (Unit 2 of the subdivision) and out to the 822' contour.
4. Meeting all applicable requirements of the Knox County Department of Engineering and Public Works.
5. Meeting all applicable requirements and obtaining all required permits from the Tennessee Department of Environment and Conservation if required for any alteration of the blueline stream.
6. Identify all sewer line easements across proposed lots on the final plat.
7. Place a note on the final plat that all lots will have access only to the internal street system.
8. At final plat approval, record a line of sight easement across Lots 30 and 31 in order to provide the needed sight distance for the curve in South Creek Rd.
9. Meeting all requirements of the approved use on review development plan.
10. A final plat application based on this concept plan will not be accepted for review by the MPC until certification of design plan approval has been submitted to the MPC staff.
