I am wholly opposed to this development. First, the proposed development is on a flood plain and is completely waterlogged with every rain. Most of this land is unsuitable for building. Second, a subdivision/development of townhouse is out of character with the West Hills neighborhood and will bring property values down. Third, there is already too much traffic on West Hills Rd and this will only increase the traffic rate. Fourth, this land is zoned R1 and needs to stay R-1 for the good of the neighborhood. There are NO apartments in West Hills with the exception of the complex right next to the interstate on the Kingston Pike side.

I am a neighbor of West Hills and wanted to take a second to describe my frustration with the proposed townhomes. . I believe this development will disturb the peace of the neighborhood during the construction phase that will take 2+ years to construct plus the increase traffic that will be brought into the neighborhood. From the looks of the parcel from KGIS, it shows that the entrance would be located on Stockton Rd. which would create an entrance to the townhomes between two homes. This would detract from the 1950's -60's era of architecture in the neighborhood. There is a distinct style that runs through this neighborhood and based on the proposed floor plans from the developer's website they don't seem to reinforce these ideas. There are also power lines running through that plot of land that would force the townhomes to be placed near bordering homes ruining the privacy to people's backyards including myself. I hope you take into consideration our concerns as we are existing residents of this area and wish to sustain our neighborhood just as much. I understand the over populating difficulties that our city and county are having, but do not understand the placement of the townhomes within a tight space.
After learning about this proposal in a letter we received in the mail last night, I, and other neighbors of West Hills Road and Stockton Drive are very upset. The idea to bring townhomes into the center of historic West Hills is beyond me. The 5 acres of land is covered in trees and wildlife (fox, coyote, deer, etc.). To tear all of that down and force the animals out of their home is cruel. Not to mention, more than half of that land is unusable due to the towering power lines that run straight through it. My home is on West Hills Rd, which I believe would be the most affected due to the forcing of the townhomes right up onto the back of our yard. We have a small rancher home that is no more than 15ft high...How do you think we will feel if we have a 2-story townhome towering over our house and neighbors staring right into our kitchen? The invasion on our privacy is unimaginable. Shame on those who are trying to ruin such a historic neighborhood by bringing in generic, cookie cutter townhomes into the area just to make money.
I am a long time homeowner on Stockton Drive. I am in agreement with Wendy about all the concerns that she raised. The drainage is already inadequate for the area in question and constantly floods after heavy rains. The traffic is bad and gets worse with every school year, lighting on the street is also inadequate as I have had to jump out of the way of cars at night while walking my dog. I requested a new street light four years ago and have yet to hear anything about it. I'm also concerned about the utility easement as there is a major gas pipeline running thru the property. we already fought this fight once around 15 to 18 years ago and conditions have not changed for the better. I will be attending the meeting to voice my concerns. Thank you

I am also in agreement with prior comments. Anything more than single family housing placed in this area is out of character and will create more traffic and congestion, etc. They are also correct that there are major drainage issues. West Hills seems to be forgotten by the city for maintenance and work. We just moved to this subdivision this past year and spent a large amount of money to improve our property and preserve the "neighborhood" feel of West Hills. Let's leave it to be what it has been and should be in the future. A nice quiet neighborhood.
I live in the West Hills neighborhood and I strongly oppose the development of townhomes on this property. It will affect traffic in our neighborhood and also bring down our home values greatly.
It is asinine to try and put an entire subdivision on a tiny lot within a 1950’s era community. Under massive utilities infrastructure.
There is zero consideration for the necessary traffic, utility, or educational infrastructure needed nor of the effects on current residents. People need homes, but not stacked there. We vehemently oppose this. It doesn’t fit the community and would be a detriment to our neighborhood. Wildlife have been pushed into our yards from development around Middlebrook, and this will further destroy their habitats. Drainage and flooding must be taken into account as well. This is not environmentally sound, and not welcome in West Hills.
There are other locations to build subdivisions for profit.

I am a lifelong West Hills resident who vehemently opposes the new construction off Stockton Drive. I grew up off Corteland Drive, and currently live with my husband and three children on the Wesley side of the neighborhood. Over the last several years, residents have worked tirelessly to make West Hills a safer place to live through the development of sidewalks and speed bumps. The city of Knoxville has attested to to these needs, and the attention to safety and neighborhood cohesiveness is a huge draw for my family and so many others. This development will undo much of the work done with its increased traffic from residents and visitors. Additionally, West Hills is an important part of Knoxville’s history and should be treated as such. As someone who has been a part of this neighborhood since 1989, and plans to keep their family in West Hills for many years to come, I strongly urge you to not allow this development to occur at this location.

Our neighborhood has lost a huge amount of undeveloped natural area recently, due to Tennova Health facilities development, and we are dealing with increased traffic, and our wildlife is suffering a much decreased food source and shelter. It is essential for our community’s health and safety to protect and preserve the remaining trees and grassy meadows like this one.

This is wholly inappropriate for the land and it’s position. Literally beneath massive electrical lines and power infrastructure, in the midst of an established 1950’s single dwelling home neighborhood. People need homes yes, but this is solely for developer profit with zero consideration to the current residents. Infrastructure, environmental impacts, and traffic cannot support this and the neighbors of west hills do not want it. Our neighborhood is already a cut through from Kingston Pike to Middlebrook, and it is not best practices to allow these companies to stick low quality construction projects in every nook and cranny of this town. People need housing but this is not the way.
I live directly across the street of the proposed entrance/exit to this development. Stockton Dr is, literally, part of the Greenway system. There are numerous individuals and families that utilize that section of the Greenway system on a daily basis. Increased vehicle traffic will raise the risk of an accident to those individuals on foot and bicycles.
Additionally, this will increase the traffic for the two school zones in the area...Bearden Middle School on Middlebrook Pike and West Hills Elementary on Vanosdale Rd. Those school zones are already heavily crowded during school zone hours in the morning and afternoon.
Please listen to the voices of the numerous folks that live in the West Hills Community.

This proposed development is a terrible idea.
The plan calls for too many houses in such a small area. It will complicate traffic and congest our neighborhood.
The land has a TVA electric line running through it which will concentrate the proposed housing in a smaller area.
The land has terrible water issues and dealing with those will negatively affect our property and neighborhood.
There looks to be only one entrance to the development possible. The bottleneck this creates will hurt our neighborhood.
This proposed construction will happen right across the street from us and will disturb our horses that we have on our property.
The proposed development discharges to a stream with a FEMA floodplain that overlays 10 existing structures in the neighborhood. The area immediately downstream of the development has had numerous flooding complaints. Due to these issues, if the development is approved please include a condition that will reduce the impact of the flooding (e.g. The proposed development shall discharge 20% less runoff volume than the site currently releases).
I am opposed to the u it’s on Stockton. The hospital built in the area drove wildlife away and many of the “ promises” we were told would happen did not. The infrastructure is not set up to allow for the density of additional homes.

I am adamantly opposed to this proposal. As already commented on by many of our West Hills residents, this plan is looking to add 27 residencies into a less than 5 acre plot. This plot is along TVA easements with land that has extremely marshy conditions when it rains along with poor drainage in an area that already has flooding implications for the surrounding houses. It will destroy the character of as well as the property values of a well established community that takes pride in its single family home establishments. Additionally it will add a significant volume of traffic to a neighborhood that has already seen a large influx of traffic in the last few years compromising the safety of many children who walk in these areas for either the middle school or elementary school as sidewalks are not available in some of these areas.
Dear Commissioners - this parcel is at the entrance of a subdivision. The requested CA designation has no landscaping standards and limited lighting standards. Neighborhood Commercial (CN) would be far more compatible with the residential neighborhood adjacent to the north.
I am a long-term homeowner on West Hills Rd (since 1990) and I am completely opposed to this project. The development that is being proposed would be a poor fit for our community and would add even more traffic to the roads in this section of West Hills. There is a chronic problem with people from outside the area using our roads as a short cut from Middlebrook to Kingston Pike (The new speed humps, by the way, did not reduce the number of people cutting through!) and this proposed development would simply add more cars to the roads. Also, water runoff is already a severe problem, and this development would make things worse. There is no credible argument that can be made in favor of this development other than profit for a developer and a few cents more tax base for the city. More housing is needed in Knoxville but not at the expense of ruining a small well-established neighborhood.

I strongly oppose the application to build homes on that piece of land. The main reason is because it is not safe for anyone to live under the huge magnetic field created by high voltage power lines. Any application to build homes in such a dangerous location should be illegal, or at the least, the landlord should be required to inform every potential resident of the high risk to their health by living in that area. There are many studies that show how enough exposure to high magnetic fields can cause especially cancer as well as many other health problems.
If you want to learn more on this topic, The Inivisible Rainbow by Arthur Firstenburg is an excellent book for that.

As a resident of the West Hills neighborhood, whose property line is bordered on the backside by the property at issue, we are vehemently opposed to development of this parcel. This neighborhood is made up of beautiful, rambling and walkable homes and streets that we chose due to its charm and safety for our child. The privacy that older growth vegetation provides to the homeowners is one of the most valuable assets in our neighborhood community, as evidenced by the recent additions to the Dogwood Trail throughout our streets. There are obvious issues that are already occurring due to the congestion and highly-trafficked area between Middlebrook and Kingston Pike using Vanosdale Road as a primary thoroughfare. The addition of the proposed development would not only add to an already problematic traffic issue-increasing concerns about safety and walkability in the near proximity to both daycare and elementary schools, it would also cause significant changes to the nature-both vegetative and aesthetic- of the surrounding homes. On top of the aforementioned issues, we have concerns, also, for the future proposed residents to live in direct proximity to high voltage power lines. We appreciate your consideration of our concerns.

Our family stand wholly opposed to this plan. We moved here 2 years ago because of the quiet and calm in this neighborhood. Our daughter goes to West Hills elementary, where the building and staffing are already OVER max capacity. This would not only ruin wild life we often see, the nature and species that are protected here, the value of our homes, and the elementary school quality of education, but also bring a massive increase in traffic and unfavorable conditions and desire to be in our neighborhood. Money cannot be the underlying drive in all we do. The quality of life in West Hills is important to our long standing home owners and newcomers alike. We are proud to be a part of this community and don’t want that to change. This will drive people out who truly care about setting up roots and community here. Please reconsider, for the sake of our families and futures of our children.

The addition of 27 townhomes would severely negatively impact the West Hills community. Not only would it hurt property value in the neighborhood, but it would negatively impact traffic and safety. We already have many issues with cut through drivers speeding and driving recklessly that we have been working with the city on. Additional townhomes squeezed into this lot will only further exacerbate the issue. This development is not supported by the home owners in the neighborhood.
I am a nearby resident of this proposed development and I am strongly opposed to this plan. I am getting tired of contractors/companies trying to shoehorn developments where it is questionable and especially where so many residents do not support it. This kind of development continues to fall in line with other previously proposed developments that this community will continue to fight tooth and nail from ever being started. Please don’t waste our time or yours.

My small family and I live near this proposed project and would like to submit formal opposition to the build. Our beloved neighborhood has grown tremendously in value and esteem in the last 15 years - so many young single family homes with beautiful lots and investment right near downtown Knoxville. This proposed build will negatively impact the growth trajectory of this neighborhood and the esteem it is building for the city of knoxville - the dogwood trail, numerous upgrades in houses, and investment in nearby school safety, diversity, and education. Increased traffic on main areas of the neighborhood also concern me as part of the allure is the walkability and safety of the neighborhood - e.g. speed bumps were just installed etc. Please do not build these small units and ruin our sweet neighborhood.

I oppose the rezoning of properties at 237 and 0 Chickamauga Ave. This is not an appropriate use of the zoning code. Chickamauga has no sidewalks, no road margins, and two blind hills that exit towards Bruhin/North Central Street. Please drive this street and don't rely on Google maps, as it doesn't show the blind hills. Better still, try walking or biking this street. Combining 2 or 3 small lots should not create an area for medium density if it does not fit the neighborhood plan. Please see the attachment for more in-depth comments.
I would like to submit a formal opposition to the proposed condominium build off of Stockton Drive. This neighborhood is comprised of single family homes with beautiful lots, and this development will significantly hurt the value of the existing properties. This neighborhood is also home to many families and kids and the heavy increase of additional traffic is a negative/safety hazard for the current residents. West Hills has become a coveted location being positioned between downtown and Farragut, and trying to jam in some unsightly housing would greatly diminish the quality of this area.

We have been residents of west hills for almost 9 years. The thought of this development in an already very busy road is devastating. We’ve already fought for speed bumps to help with the speeding traffic through our area and have tried for years for sidewalks due to the extreme traffic increase. To add townhomes in this historic area is unacceptable.
As a mom who walks her toddler to school down Stockton, as a neighbor who suffered increased flooding from the recent Middlebrook construction that did not retain enough trees and ultimately eroded existing natural habitats, and as someone who appreciates buildings that add character and value, I oppose this proposal. I have a degree in city planning and understand the need for mixed densities, however the proposed plan for this property is not in alignment with the existing neighborhood and will add undue burdens to our schools and our roads. Our entire neighborhood has been undergoing the additions of speed humps and crosswalk signage to slow down traffic already cutting through our neighborhood. Additional traffic from a multi-family construction will only create more traffic issues.

I oppose this development because it does not comply with the zone, and it does not deserve an exception. It doesn’t deserve an exception because the neighborhood does not need townhomes and developing townhomes to “fit more residents in the neighborhood” comes with an increase in tax dollar expenditure in our city limits with a possible reduction in home value and property taxes, along with added traffic (which may cause more accidents and city services since the streets in this area are not equipped for the population increase AND traffic increase near a school zone), power on this grid (which already needs repairs & maintenance) and garbage / brush/leave pick up (which would be a tremendous strain on tax dollars)… especially where the income of the residents in the townhome is more likely to be substantially lower than the current residents of the larger homes in the area, leading to a decrease in the overall personal maintenance of homes and contribution to the community in general. There will be added costs to the city for the maintenance and use of the park in the area and an increase to traffic on I-40 West Hills exit AND middlebrook. There are substantial alternative plots of land available in knox county which provide this business ample opportunity to purchase and develop townhomes that will not burden the city and will not interfere with current residents of west hills’ quality of life that was expected upon purchase of their current homes.
The traffic situation near the proposed development on Nubbin Ridge Road has become increasingly more dangerous with high traffic volume, speeders, careless drivers, and oversized trucks. My husband and I live in Farrington Subdivision and regularly travel by Penrose Terrace and the proposed development. We have encountered numerous oncoming vehicles that have crossed over the center yellow line into our lane. Nubbin Ridge road on both approaches to 8502 is narrow, winding, hilly, and visually obscured by trees and fences. Line of sight is barely adequate during ideal conditions while driving the posted speed limit. We strongly urge you to deny the granting of a variance for this proposed development.
I vehemently oppose the proposed development in West Hills. Our family purchased our home on Wesley in 1989 and have seen some changes that have negatively affected the neighborhood, particularly the Tennova development. The concept of 27 townhomes in this area goes against the concept of single family residences. I fear the proposed development will lead to traffic congestion, cause a strain on infrastructure, will lead to flooding in the area, and negatively affect property values. Stockton is part of a Greenway used by many cyclists and pedestrians and this development will endanger folks enjoying the Greenway.
Do not grant the change from R-1 zoning.

If the parcel of land adjacent to my property is allowed to be developed it will become impervious to the rainfall in the future. In 2020 the development plan was reviewed for the new subdivision in the rear - the Ridges at Neals Landing (7-D-20-UR). Attached are the public comments from that, which detail information about stormwater and provide useful background information for the area. View Attachment
How much of the property that's requested to rezone to CA is actually usable? There are front setbacks on two sides (Asheville Hwy and Neals Landing Rd). There are also stream buffers on the west and north. A non-engineered measurement shows buildings would be restricted to no more than about 5,000 sq ft, with only a few parking spaces available in the front setback areas, and leaving no room for landscape installation. It's important to ask the applicant how they could actually use this parcel with the requested CA zoning - to press for examples. CA allows uses, but what uses are actually viable with the required setbacks?

Stockton Drive is used more for the bicyclists, walkers and joggers due to low traffic and is part of the bicyclists route.

My family recently moved about a block away from the proposed rezoning. I am concerned that rezoning these properties at 237 and 0 Chickamauga Ave. is not in the best interest of our neighborhood. There is significant traffic in front of our house, and I watch both adults and children navigate walking up the busy street daily without sidewalks. How is it reasonable to put in multi-family housing when we don't have the infrastructure in place for people to safely walk to/from the bus stop? Furthermore, the hills to/from our house (and the proposed rezoning) are very much blind hills while driving. The last thing we need is even more cars on these sidewalk-less, blind hills. Finally, since moving into our house about 3 months ago, we have lost power at least one to two dozen times. It has been surreal. We moved to OLP from Parkridge... another old neighborhood, but our power rarely went out. It is obvious that KUB's electric infrastructure in our neighborhood needs work before additional strain is put on the grid in this area. Please deny the rezoning request.

Concerning the proposed development of the 5 acre tract at 0 Stockton Drive, I am opposed to this as it is only suitable foe an estate sized lot or at most 2 single family homes.
I have been a realtor for 25 years & had this property listed for sale in the early to mid 2000s for David Reynolds & his wife. Due to the wet/ drainage issues & the power line easement, I determined that the highest & best use of the property should be as an estate sized lot or for 2 homes like the property on the corner of Vanosdale and Sheffield Drive.
I ask you to block the proposed development of this property.

As longtime residents of Wellswood Lane, a street that is north of this proposed additional 20+ townhomes, we want to register our opposition along with our neighbors. There is already a substantial back-up of storm water drainage from our street, and with all the proposed rooftop/concrete/street run-off, water will back up even more along our street, worsening flooding in our yards/basements. Perhaps two or three homes might be appropriate for this property, though we can't imagine anyone who would want to live almost directly under the high power lines. Thank you for listening to the neighborhood on this matter.
I support the changes to ADU requirements proposed by R. Bentley Marlowe. Making ADU’s easier as rental properties, unencumbered by an owner occupancy requirement, can be one tool to reduce Knoxville’s affordable housing crisis.

I am writing to you today in opposition of the proposed final plat for 8-SC-23-F off Hardin Valley Road. I am opposed to the five driveways that will connect to Mission Hill Lane. The entrance and exit to these homes can easily be on the road that is already paved for that development (Lantern Park). Not only does this cause unnecessary congestion, but safety issues as well. Also, this request for the final plat goes above the 25 home rule when presenting final approval to the board. In addition, the planning commission has many original variances requested for this area that have not been considered. I am not opposed to the growth of this area. In fact, I'm excited for it. However, it needs to be done in a way that keeps the residents in mind. It needs to be planned in a smart way to assure growth is sustainable and infrastructure can keep up. I strongly oppose this rezoning. This community does not have the infrastructure to support 95-128 more homes in such a small area. I believe it would have a negative impact on our community. Bonny Kate elementary school cannot handle more vehicle traffic. It’s just a matter of time before the school itself is beyond it’s capacity. Please keep Clayton Homes out of the South Doyle community.

I am strongly against the rezoning of the Lovelace property in order for Clayton Homes to put five houses per acre there. I believe it would negatively impact our community. The local trash convenience center on John Sevier already seems overwhelmed. The roads cannot take much more traffic in this area, especially in the mornings and afternoons near Bonny Kate. This could easily add 100-200 cars to Tipton Station alone. Bonny Kate elementary is about to be overwhelmed by the neighborhood going in on John Sevier near Govt. Farm Rd. and the 33 more houses proposed in Woodcreek Reserve. Please keep Clayton out of South Doyle. Peace be with you.

I am a local resident living in Woodcreek Reserve subdivision just down the road from this proposed plan. I am totally against this project going forward. There is already a new subdivision being built on John Sevier Hwy that will be in this same school district. Another expansion on Woodcreek Reserve is also being reviewed. The school system is already extremely crowded and there is no way the school can accommodate that many more homes with children. Additionally the type of homes that will potentially be built are not what is best suited for this community to help with our property values. I am devastated and frustrated at the possibility of yet another subdivision being built off John Sevier Highway. I live in Twin Creek subdivision. My drive time to work should be around 11-15 minutes. Today it took almost 35 minutes. When school is in session, it takes even longer. When is enough, enough? I am not against progress or building communities, but when you cannot drive out of your own subdivision, and it takes 20 minutes of sitting in a line of traffic to try to access Alcoa Highway, why continue to build large neighborhoods? The schools cannot even hold the volume of children they have now, why add more?
Secondly, the last thing we need is a prefab, mobile home subdivision that will drive down the value of our houses we currently live in and pay for. Five houses, even four houses, per acre is asinine. I moved here because I loved the small community. I loved how it felt like everyone cared about one another. In just a few years, I can barely drive to work.
I was interested in this farm. Even discussed it with the owner. It was never placed up for sale publicly. I never had a chance to even be considered. I would even be okay with another individual wanting to own a farm and protect the land.
Anything but another unneeded, unwanted subdivision.

Our current infrastructure isn't built For This many people as well as the increased traffic which is already a nightmare around the schools especially Elementary School, the overpopulation, raising crime etc etc. Please don't allow this. Combined with the 33 houses to be built in Woodland Reserve and 170 something on John Sevier Highway, this neighborhood is not capable of handling this many people.

I am a proud South Knoxville resident and I love our little community. I am in no way against expansion and bringing housing to more people but I am worried that we are putting housing before infrastructure. Our road between Bonny Kate and South Doyle High School can barely allow for the flow of traffic as is and our schools are close to max. There is only one middle school in South Knoxville and barely any red lights to help with the safety of traffic. I am concerned that if we continue to build new homes without the focus of schools, roads, and businesses first we are setting ourselves up for over saturation and failure that would lead to more people wanting to leave the community than to come to it.
I am a teacher and cannot make it to the voting, I just cannot leave at the beginning of the school year. Please consider my concerns during the voting process. Our community can and should grow, but it is important to have something to grow into.

a resident of the Woodhaven Subdivision we are concerned with the plan for the rezonng of the property to residential.
They stated they could put possibly build 5 homes on each acre which will add to the already overflowing schools, traffic on Tipton Station Rd and possibly impact our property values.
There is also the situation with flooding with the creek behind our subdivision which it overflowed just this past July 2023 which is behind our daughters home on Hay Meadow Trail in the same Woodhaven Subdivision. Flooding has occurred many times with heavy rains and adding more homes in an area that already has many water issues is very concerning.

It is going to cause more traffic for South Doyle High School, causing a larger back up every morning. I have three major concerns about this property being rezoned. 1. Because of the way runoff and waste water drains from SDHS across the property any changes will likely increase flooding in Woodhaven (which already has a significant problem) in the back of the neighborhood and the areas bordering the property in question. 2. The infrastructure and schools can not handle a large influx. The traffics before and after school is already a nightmare without adding an addition neighborhood of cars. 3. Most importantly, the additional traffic and lack of bus stops, etc will put all of our children at risk as they walk to BK or SDHS or as they cross the road to the bus stop. Please deny the rezoning request.

This seems like a bad idea to to the congestion between two schools on a tiny road. Anyone living on Tipton Station or with kids at the HS are concerned.
As a concerned citizen of South Knoxville,I would like to express some concerns about this proposed rezoning. First, my concerns lie in that not one of the area schools are equipped to handle the potential increase of students which is not fair to the current students nor the ones coming into these schools.proposed new building for the schools is not scheduled until 2027 for one and not even scheduled for the closest school, Bobby Kate. Second concern, the traffic situation on Tipton Station is already difficult in trying to leave the local subdivisions and handle the school traffic from the schools located on both sides of the proposed site. Thirdly, there is significant storm run off from the high school down passed the public library that causes extreme flooding for everyone between the high school and the library along the creeks behind the subdivision, Woodhaven, and the library. I've lived in this area for over 25 years and the congestion and runoff has always been there. It is my belief that rezoning this property from farm to residential at this time would be detrimental to the current citizens and students already living in the area.

After attending the South Doyle Homeowners Association meeting last night, there were many questions and concerns from the over 150 residents in attendance such as existing overcrowding of our elementary schools, the danger of children walking to school on Tipton Station Road to South Doyle High School and Bonny Kate Elementary, current traffic on John Sevier, Tipton Station and Martin Mill that is already at max capacity, flooding and water run off from South Doyle High School back parking lot directly on to the Lovelace property and directly to many homes in the back of Woodhaven Subdivision and lastly very little frontage access on this property to make a safe entrance and exit onto Tipton Station Road. These are existing issues of concern and would all be increased by developing this property.

Growth is so important for communities however, when the infrastructure does not support that growth, the negative impact affects many aspects of the community. The traffic on Tipton Station is already too much for that small road as well as creating safety issues with emergency vehicles especially during school hours. John Sevier highway traffic continues to get worse and the new neighborhood near Government Farm Road is not completed. A lot of families have moved to the nice homes around Bonny Kate and SD, an investment in their futures. Letting Clayton come in and place modular homes is this area is not taking into consideration the wants and needs of this community. Address the infrastructure that is far behind what the community requires then talk about growth. Listen to what the community wants and needs not what you may think is politically correct or financially advantageous.

Not only are the schools overcrowded with not a good amount of staff to support them but the roads that used to be quiet country roads have now become highways. Traffic danger is outrageous and the crime has increased significantly in the last 20 years as well. Please put a stop to South Knoxville’s problem of overcrowding!

I'm a lifelong resident of South Knoxville. I know there is a need for more housing but this site is not suitable for high density building. The surrounding infrastructure needs to be upgraded as the roads, schools, and environment are stressed to maximum from rapid growth over the last 5 to 10 years. Traveling the narrow Tipton Station Road with all the cars, schools, and bike/ pedestrian traffic has started to feel unsafe. The area is in a flood plain that many adjoining homes already have concerns with. Accessing John Sevier Highway via Martin Mill Pike with the stoplight is a frustrating intersection already. The recent growth on Coatney Road has made that access without a traffic light a very dangerous area. With all this said please deny this rezoning requests for the safety of the South Doyle/Tipton Station Road/Bonny Kate community.

I am writing to express my strong opposition to the rezoning of the 19 acre Lovelace property at 2120 Tipton Station Road.
Our area simply does not have the infrastructure to sustain this type of immense growth. There are already two very large developments under construction in the neighborhood and the traffic is becoming extremely backed up before residents have even come in. John Sevier Highway is continually backed up by people trying to go south on Alcoa Highway and the corner of Martin Mill and Tipton Station is literally a parking lot when school is in session.
The people of this community are here because of its rural atmosphere. This type of unfettered building is not only detrimental to the idyllic nature of this area but downright dangerous. Our streets will become congested and when that happens not only do accidents increase but so does crime.
Please keep our children safe, our neighborhood country and our people peaceful

I have family in this community and know that this would benefit both Knox County and the citizens living in the area. Our city and county are desperate for new and well-built homes. I am submitting my opposition to this development of 30+ homes in an already overcrowded section of the South-Doyle community. This section of neighborhood is landlocked and residents would have to enter and exit through an already busy neighborhood. Tipton Station is already overcrowded with traffic coming to a gridlock at times, particularly at school start/stop as this neighborhood sits between South-Doyle HS and Bonny Kate Elementary. The local landfill that is located close to this site is getting overwhelmed. Too much has already been crammed into this small area and it doesn’t need more here.

As a resident of the Lincoln Park neighborhood, I strongly oppose the re-zoning of any property near or on Chickamauga Avenue. Although I do value higher density housing, this is absolutely not the place to build any such housing unless it is preceded by major investment in pedestrian-friendly infrastructure. I would encourage anyone in favor to take a walk down the Fairmont / Emoriland streets (just across N Broadway), and then walk down Chickamauga Ave and compare your experiences. The lack of consistent sidewalks is astounding, especially on such a hilly road; furthermore, even where sidewalks exist, their proximity to the street makes walking with more than 2 people (or with a dog) dangerous still. The blind spots from the hills create a much higher risk, and I avoid walking on it at all costs whenever I'm on my feet in the neighborhood. Creating more foot traffic would be completely irresponsible.

The rezoning of the farm should be allowed. It is only fair for them to be able to sell their personal property to whomever they choose. The city and county are growing rapidly and there is a serious problem with housing shortages, specifically affordable housing. This is a fact whether some residents like it or not and the only way to make housing more affordable is to meet the demand.

I formally lived at 2222 Stock Creek Rd in South Knox County and our daughter is now living with her husband and 3 small children. I still own property at 2244 and 0 Stock Creek Rd (2244 is currently being planned for our new residence). I do not believe the property in question for rezoning will adequately accommodate any more houses than already exist there now because of all the ecological/environmental issues that the property has. Furthermore, there are road and school infrastructure concerns that should be addressed before any consideration should be given to rezoning the property. Knox County has assured the citizens of this community that significant enhancements to public facilities are forthcoming to the South Knox County area without any evidence of those promises coming to light. The developer spoke at a meeting of concerned citizens (some 200) at Stock Creek Baptist Church last night and indicated that they are going to be submitting an application for PR at 5 DU per acre which is absolutely ludicrous. This proposal - 8-F-23 RZ should be denied by the Planning Staff and anything short of that is not in keeping with making the community in this part of South Knox County a welcoming place to want to raise a family!!!

Dear Commission Members: I am writing to oppose the density beging requested for the above referenced proposed development. There are multiple high-density developments being constructed in the area without improvements to roads or schools. Traffic flow between Bonny Kate Elementary and South Doyle High school is heavy in an area where many children must cross Tipton Station Road without safe areas to do so. Increasing traffic will add more danger to an already dangerous situation. There is one Food City Grocery Store convenient to the area and one pharmacy. Additionally, at last check, there was one Knox County officer to patrol the area. Road and public area maintenance has been neglected moreso this year than in the past. I also would like to oppose the type of homes proposed for the area. Modular homes are not in keeping with the quality of nearby neighborhoods and may adversely affect real estate prices in the area. Lastly, there are wetlands on the property and flooding occurs with heavy rain in the area. The run off ultimately goes to Stock Creek and downstream properties creating flooding problems. Adding houses at the planned density of 5 per acre is not suitable and should be far less than what is being requested. I respectfully request that the requested zoning change not be granted permanently, or at least until more is known about the impact on the area environment and properties. I oppose the proposed rezoning. The lot is between two schools and at 3 existing subdivisions (one being expanded) and existing traffic is already congested. Currently, in the event of an EMERGENCY, during school hours, emergency vehicles already cannot move through traffic. The density of 5 units per acre is too high and will further negatively impact traffic as well as school resources. Bonny Kate Elementary and South Doyle High School have maxed out resources regarding student and faculty ratio. Also, the lot suffers from flooding as well as contains wetlands. The resources required to fix the flooding and not make flooding worse in the adjoining neighborhoods seem to significant. I think this lot is poor candidate for the proposed land use. In general, Knox County needs to address the lagging infrastructure in the South Doyle area that the community requires and postpone growth of dubious value. Please deny the rezoning until the other issues are addressed.

Yes Knoxville is growing faster than homes can be provided. This looks like a wonderful location for a subdivision such as they are planning. I have seen the photos and plans for several of the homes they are planning and they are high quality homes with attached garages and porches. They are not mobile homes in the least. They are lovely homes.

This area is growing to fast for the amount of traffic that is traveling these roads. It’s already a mess trying to drop kids off and pick them up from school. Not to mention traffic during anytime close to rush hour traffic. This would make it a nightmare for this area especially with them already building a bunch of new residential areas down John sevier hwy. I don’t think the schools can handle all the new kids that would be moving to the area also.

I formally lived at 2222 Stock Creek Rd in South Knox County and our daughter is now living with her husband and 3 small children. I still own property at 2244 and 0 Stock Creek Rd (2244 is currently being planned for our new residence). This community cannot support this level of housing increase at this particular location. There is already traffic overload from the existing roads flowing onto Tipton Station Rd and John Sevier Hwy from Coatney Rd. There are road and school infrastructure concerns that should be addressed before any consideration should given before increasing the density of the population in this area. Why does Knox County continue to overbuilt before making sure these road and school infrastructures are put in place to accommodate the increased population. There was a meeting of concerned citizens (some 200 persons) at Stock Creek Baptist Church last night. Our rural neighborhood is slowly being stolen by greedy developers who continue to line the pockets with the god of money at the expense of keeping South Knox County a heaven of rural living. I strongly oppose this new development.

Putting anymore subdivisions on Tipton station is the dumbest things this committee and our state governmental officials could come up with. Nothing has been updated in south Knoxville. Also having two schools zones so close to together already make it impossible to drive down Tipton station. It’s already crowded as can be on that road during the schools seasons. Not land needs to be rooted up and destroyed by ugly, cheap houses. Build somewhere else. Some people like myself would by land and homestead on it who actually would pride and honor in working the land. Also that land all back there floods heavily during any rain storm. You’re not able to actually build on it. Also the other properties back there would not appreciate another run of the mill subdivision right up to there property line. Nobody likes that. Build somewhere else. Another subdivision will only bring more druggies in south Knoxville. Enough people already live here. Leave this city alone with trying to build as many houses as possible. It’s ridiculous and stupid. Go up north and build your crap. This is the south, we don’t want cities and subdivision and drugs and sex trafficking down here. Build somewhere else.

I am submitting my request for a denial of the rezoning of this rural farm property to multiple-home residential. Our family lives on the other side of the creek and ridge that this farm runs up to. I attended both Bonny Kate and Doyle High School. This area has rapidly grown over the past few years and the saturation of homes have vastly outpaced the development of infrastructure. This particular development will not be an improvement to anyone in this area, either for the current residents or the ones who would consider moving in for the many reasons other community members have already listed. After attending the community meeting, no one is opposed to helping South Knox grow in healthy ways, but ALL were opposed as this is an unhealthy and dangerous project to cram in this particular area. The only party that would benefit is Clayton Homes. Please consider rejecting this rezoning request. Thank you.

CARSON DAILEY - HELP! DO NOT APPROVE. I live almost within eyesight of the property Clayton/Berkshire Hathaway is seeking to develop. There are very obvious challenges to this proposal. #1 - IT'S IN A FLOODPLAIN; my neighbors in Woodhaven kayak in their backyard when Stock Creek regularly overflows. Knox County provides protection from potential flooding by requiring new buildings’ minimum floor elevation (MFE) to be one foot (1’) above the 0.2% / 500-year flood elevation. #2 - $266 PER SQUARE FOOT! a modular home won't sell for $400k even with Clayton Bank insurance and financing. So what is the real plan? Modular or manufactured? #3 - INFRASTRUCTURE; schools at capacity, traffic congestion on Tipton Station, two-lane John Sevier, and Alcoa Hwy interchange, and stressed utilities. Currently, 333 new homes are approved for this immediate area. This number is already going to be too disruptive for this community. Don't add another 65. Suggestion - drive 10 minutes east down John Sevier to Contentment Lane/Clayton Homes and see a development one might expect to see - but double the number of homes proposed for Tipton Station.

We don't need any more crowding here than we already have. Our schools are packed and getting them staffed is already difficult enough. Trash is another issue. The dump makes it more difficult all the time to access it. The traffic is horrible on these narrow roads and people are speeding to add to the misery. PLEASE think this over throughly. A lot is riding on it.

Hello Ms. Hillman, I would like to make a comment on the upcoming proposal to rezone an area along Tipton Station rd near South Doyle HS. I personally disagree with such a proposal and would hope that it does not move forward for development. The road and the area are already overcrowded with traffic and another 40-60 homes will add to the problem. School traffic is also a problem although only during the school year and around the hours of schools opening and closing. Roads are generally narrow in the area as are the sidewalks. I strongly oppose this rezoning. I have lived in South Knoxville for 40 years and have seen the growth of this wonderful community. I love this community! Our elementary school is already over crowded not to mention the amount of traffic that comes during school drop off and pickup. Tipton Station cannot handle what we already have. The middle school and high school are at max capacity as is with students standing during class because there are not enough seats. Again, with staffing and the amount of students we already have we cannot take on more until the county decides to make our roads and schools better to be able to handle the increased traffic and amount of students. Please do not do rezoning before we have the other infrastructures taken care of. Also, home values will decline and this will sadly make long time South Knox residents not want to remain in such a wonderful community.

I am against the rezoning of this property for high-density residential development. The surrounding infrastructure is already struggling with the increase in traffic due to multiple new neighborhoods of similar size and density. This area of South Knoxville has only one main thoroughfare (i.e., John Sevier Highway), and it is only a 2-lane road. Traffic is continuous even on the weekends, and with the County consistently approving rezoning requests, soon the highway won't be able to handle the influx. We also only have one middle school and high school in South Knoxville and both are already over-capacity. I am not aware of any plans for new schools on the south side of the river or roadway improvements other than Alcoa Highway. We all know what is happening out west on Hardin Valley and our area will soon follow if we don't start requiring responsible developments. Please consider the strain this development (and others) will put on our community. Start requiring thoughtful site plans that don't simply look at a piece of property and plan for the maximum number of houses they can fit, without taking into account surrounding infrastructure, natural topography and resources, and the surroundings. This property will just be one more graded, flat housing development with no character that does nothing for surrounding property values or aesthetics.

I oppose rezoning of the property 2120 Tipton Station. It fronts 4 homes that value their privacy. We all have a private ride of way through this property and do not want to find ourselves in the middle of a subdivision. Our schools are already full and we do not need additional homes. Part of this land is a flood zone and does flood with and heavy rain frequently. This land needs to stay the way it was already designated. If sold it needs to go to an individual who would love the property and live on it as is.

I am opposed to this development. As a lifelong member of the South Knoxville community, we have had enough growth over the past decade. What once made this area of Knoxville feel like it’s own small town is slowly dwindling away and we have a chance to stop that with the decision to not move forward with this rezoning proposal. My main concern here is overcrowding at Bonny Kate Elementary. I do not like the stand alone trailers for classrooms for safety reasons and feel if we are adding more houses that are marketed toward young families, the need for more stand alone trailers at BKU will rise. If you do continue to redone and develop the area, please bring our beloved elementary school up to par by adding on to its brick and mortar.

We bought are house next to the south Doyle Highschool for multiple reasons we had two teenagers in the school and two future kids to go to SDH. The area has less traffic and noise. We where told there will be a new subdivision built off coatney rd. That was in are favor because it helps increase the value of are home. I mobile home park will bring the value down. As in the past shows all a cross the nation mobile home parks has problems with the law. We don't need that next to the school.

I believe investments into our infrastructure, roads, schools and the number of sheriff’s deputies should be made before additional houses are approved. Our schools are overcrowded, roads are overcrowded due to most being two lane roads before the population of Knox grows, the support structure should be built. The existing developments in the area of Tipton Station will flood the system with unsustainable growth. Where will the newly moved children go to school? How long will it take emergency vehicles to save a life if the existing roads are bumper to bumper traffic? Infrastructure is the foundation of growth. With a weak foundation, progress crashes.

I am requesting that the rezoning of 8-F-23-RZ be PASSED. This is a positive move for our community. The rezoning would allow Clayton Homes to purchase the property and build a new subdivision. The homes would be high quality homes which include energy efficient technology. They are not mobile homes. This is a smaller subdivision than those currently existing in the area. There is a severe in Knox County. South Knoxville has the land, any many families would like to purchase a home in this area. Some positive results for passing the rezoning are: rising homeowner property values, increased property tax revenue. This increase in funds could lead to improving the infrastructure, such as new and improved schools and roads. Also people could buy homes in the area they wish to live. There are already subdivisions in the surrounding area so one new smaller one will not cause a problem. Why would current subdivision dwellers want to deny others from choosing the same? A vote of YES on the rezoning would aid South Knoxville in growing responsibly and continuing to thrive. As to the flooding in near by areas, the flooding has always existed and has nothing to do with the property being rezoned..
I am opposed to the proposed Clayton Development between South Doyle HS and Bonny Kate. Consider the feeder schools and how this rapid growth is affecting them!

I am against rezoning the Lovelace property for multiple reasons. Just to briefly list a few I include.: 1) the land in this area a Tipton Station is already saturated with residential dwellings, and the infrastructure in Tipton Station is not adequate to adequately take care of the increased traffic that would occur as a result of the rezoning. 2) rezoning this property would result in increased school children to two school systems are already near saturation. 3) the areas around this property, Woodhaven subdivision and other homes in the area are already flooded with every heavy rain, and that will definitely worsen with the additional buildings and parking lots. 4) I think the EPA should be involved to look at the situation of the runoff water, and its effect on Stock Creek before decision is made on rezoning.

I am against the Clayton homes proposal on the 20 acres near south doyle high school. The additional cars in this road would create major issues with traffic passing through school zones. There is not a good area for entrance and exits from the subdivision. Run off fro man areas now create flooding in areas around south doyle and wood Haven subdivision. Sub par housing in the price range they are estimating is not “affordable housing” like they stated in their meeting with the homeowners association. This development needs to be squashed so as not to disrupt the beauty and natural surroundings if the area So please listen to the community and vote against this rezoning.
This proposed subdivision first and for most is coming to put more traffic congestion on a road that is already past capacity. Have you driven on the road at 2:45 in the afternoon. How about 3:30? How about 5:30. We need road expansion before remotely considering about her subdivision on a small curvy road. These kids have to be drive across Brown Mountain to middle school. While high schoolers are driving the other direction. There are wrecks on Browns Mountain on a regular bases. Money is not everything. Fix our infrastructure before endangering the South Knoxville citizen more than they already are. So how many lives are those houses worth?

It would be insanity to put even more children at Bonny Kate and the high school. Traffic would be another headache and Tipton Station is overcrowded as it is. You must be aware of 150 homes being built on John Sevier Hwy at this point in time. This community does not need additional homes going in as the traffic on both these roads is heavy and both Tipton Station and John Sevier are only two lane roads.. I would appreciate your concern from the community and vote no on added headaches with more homes .

As a citizenry we can't complain about the unaffordability of housing and then try to shut down medium density housing efforts. Also, quite a few of the adults in our community are related and/or have grown up together. Secondly, our schools are always the last to be expanded or improved. We just don’t have the space and resources for more people. Lastly, mobile homes will lower our community property values.

I strongly oppose the rezoning of this property. Our roads and schools are not designed to handle the increased capacity of people that another subdivision would bring to this community. The proximity of this property to the schools, especially the high school, will make it extremely dangerous for students, EMS or anyone else traveling through the area. I ask that before any further housing developments are approved for our community, please update our infrastructure and expand or rezone our schools. The schools may not officially be considered overcrowded; however, I am certain that teachers and parents would disagree given the teacher to student ratio in an already short-staffed school system. Furthermore, the environmental impact that this development would have on the aquatic and wildlife that thrive in and around Coatney Creek as well as Stock Creek would be detrimental. This is optimal farmland that was never offered for purchase to anyone in the local community. There are people in the area who farm and would have gladly purchased the property to do so. Others would have purchased the land simply to preserve this community. Would any members of the planning commission, the CEO/President of CMH or Warren Buffet invite a subdivision of "Crossmods" (mobile homes w/an attached garage and sheetrock walls) to be developed in their front yards? I doubt it. Thank You in advance for hearing our concerns and denying the approval for rezoning this property.
I live in the Woodhaven Subdivision. I am opposed to Clayton Homes or anyone developing this property. We already have too much traffic on Tipton Station Rd and it will just make it more dangerous children in these neighborhoods. So I would ask you to please vote against rezoning this property.

Please do not allow them to build a bunch of townhouse apartments smack in the middle of west hills. This will negatively impact our property values, our traffic flow, and the aesthetic of our neighborhood. This does not fit with your neighborhood and will not add any value to West Hills—the only value it adds is to the developers pockets. This is not needed or wanted my the West Hills residents.

This subdivision does NOT have sewer as stated. Every lot has a septic system for one household per lot. Which means he has no plans on installing a new septic system for the additional Guest House/Garage that he wants to build on his lot, So will they be dumping directly into the lake, which is surrounded by TVA property? Two households connected to the same water and septic system? What he is requesting is against the residential zoning which were put in place for all of the developments protection.
I love where I live, the traffic is moderate, but people already fly speeding down Tipton Station. Add in 100 new homes with families, and a small entry way right near a school crossing, you’re asking for trouble. This area cannot support that many additional homes. Schools are at capacity, there is already flooding in many areas near the road, and the road cannot be widened to accommodate the traffic. Do not allow this to go through

I oppose the rezoning of this property out is concern for the safety of children walking to and from school. Adding another subdivision on this small stretch of road will significantly increase the number of cars traveling along Tipton Station. There are already a large number of homes less than 1 mile from South Doyle High School and Bonny Kate Elementary. These students are not eligible for bus services so many of them walk. There are no traffic lights along Tipton Station nor are there adequate street lights to illuminate the current pedestrian crossings. I fear for the safety of children walking to and from school with the rezoning of this property. Years ago, a family did suffer the tragedy of having their children struck by a car as they walked to school in Tipton Station. I fear the rezoning of this property might allow history to repeat itself if infrastructure remains as it is. Thank you for your time and consideration.

With all the development going on in Neals Landing it has caused lake effect flooding on my property. The water from this lake affect flooding has came within 20 feet of my home. If the property behind me is developed it will become impulsive to rainwater and it will cause even more flooding on my property. Two new neighborhoods built and bing built in John Sevier Hwy. a development that was built on Maryville Pike and the new west development on Highland View. This new addition to the South Knoxville Community is nothing short of a disservice. Placing modular homes in a booming community is devaluing the assets that families have worked hard to invest in. Not only is this decision disrupting the value of the community, it is also imposing on the infrastructure. Families that have spent their lives building up this community are now faced with an unwanted and unneeded obstacle. This is a selfish decision being made by people who do not care about the integrity of this loved community.

Members of the Planning Commission: As president of the West Hills Community Association representing almost 1,400 homes in our community I can say that I have received countless emails, text messages, and face-to-face comments from my neighbors who without exception are opposed to this proposed development to build 27 townhomes along the face of the KUB/TVA high tension power line easement. If allowed to proceed the plan will compound traffic problems we already are experiencing, destroy old-growth woodland that acts as a natural buffer between residences and the power lines, brings relatively high-density townhomes into an established neighborhood of single-family homes, and will disrupt the tranquility and integrity of the neighborhood and potentially have a negative impact on home values. Since WHCA received a copy of the request to postpone the developer's hearing until September and there has not been a community-wide meeting scheduled with the developer, the Association will forward a formal response to the Commission after reviewing the developer's final plans for your consideration. —Leland C. Commissioners, the illegal and reckless concept plan approval for Lantern Park is in litigation awaiting judgement. The illegal administrative approval of a final plat required a second lawsuit. If this is approved, we will file a third lawsuit against the developer and planning commission for not following proper procedures and rules. This final plat request is in disregard to the concept plan litigation as well as planning commission procedures and rules. It is your job to ensure applicants, whoever they may be, follow all laws, procedures, and rules for application and to ensure development is properly planned and benefits it’s surroundings. This 95 home HOA requests for you to deny this final plat application or consider a minimum of 60 day extension to allow for a proper application and fees to be filed as well as the outcome of the concept plan litigation.
